增强企业内安全培训能力对策研究

依据中日合作项目《加强中国安全生产科学技术能力计划》成果,对比分析了中日对企业安全培训相关法规要求,明确了各自的优点、缺点,提出通过开展企业内安全培训负责人培训可增强企业内安全培训能力,并在宁波进行了试点。提出应当重视企业内安全培训工作,对生产经营单位安全培训规定进行修改,制定配套实施细则和办法,开展企业内安全培训负责人培训、把班组长培训制度化、充分利用外部培训机构等增强企业内安全培训能力的对策和建议。     

Virtues and humanitarian ethics

This paper analyses the contribution of virtue ethics, the study of good character traits, to the humanitarian context. It argues that a virtue ethics perspective paints a realistic picture of the use of ethical standards in morally complex circumstances. Virtuous relief workers can employ standards in their thinking, but they are also committed to professional excellence that goes beyond any formal code. The concept of virtue ethics places a stress on moral development, which can be facilitated by role models that impart modest and feasible ideals. However, virtue ethics cannot provide simple guidelines on how to resolve difficult situations. It is possible that two virtuous persons can disagree on what should be done in a particular instance. In addition, a virtue ethics perspective emphasises the need for both individuals and organisations to discuss the actual purpose of relief work in order to pinpoint the virtues of a good relief professional.     

杭州市环保系统人才发展现状与对策

对杭州市环保系统的人才总量、学历结构、专业结构、职称结构和年龄结构等方面作了较详细的分析;针对杭州市环保系统存在的人才总量不足、结构分布不合理和高层次人才匮乏等问题,提出了引进高层次人才、加强教育培训、壮大基层队伍等对策。     

矿区铁路安全管理信息系统的研究

针对我国矿区铁路运输安全管理落后的现状,分析矿区铁路运输安全管理的主要特点,设计了矿区铁路安全管理信息系统的总体结构。以徐沛铁路运输系统为例,基于B/S模式开发了徐沛铁路安全管理信息系统,实现了对职工的安全培训考核、职工安全档案管理、运输事故信息的录入与统计分析、各类安全文档的管理、技术措施的审批和安全直通车的功能。该系统已在徐沛铁路运输安全管理中得到成功应用,也可应用于其他矿区铁路安全管理。     

基于人工神经网络理论的建筑物火灾安全评价研究

依据建筑物火灾危险性的影响因素,应用人工神经网络理论及系统安全方法,建立了建筑物火灾危险性的评价指标体系,该方法摆脱了评价过程中的随机性和参评人员主观上的不确定性及其认识上的模糊性等缺点,大大提高了准确性。为了验证评价模型的准确性,将该理论应用到某高校图书馆火灾危险性评价中,快速、准确地得到了安全评价结果,取得了满意效果,为建筑物防火设计以及安全管理提供了可行的依据。     

Work–family conflict and mindfulness: Investigating the effectiveness of a brief training intervention

This experimental switching replications design study examined the effectiveness of a brief mindfulness‐based training intervention that included a one‐hour mindfulness‐based workshop followed by 13 days of behavioral self‐monitoring (BSM) in an attempt to reduce work–family conflict. The intervention increased participants' mindfulness and decreased work‐to‐family conflict, but did not reduce family‐to‐work conflict. In addition, those who participated in BSM reported greater mindfulness, less work‐to‐family conflict, and less family‐to‐work conflict than did those who did not participate in BSM. The Transboundary River Nestos and Its Water Quality Assessment: Cross-Border Cooperation between Greece and Bulgaria

Transboundary water resources require the cooperation of the countries involved, not only on the various uses of the water, but also on overall water quality and the protection of ecosystems. Transboundary rivers and their management constitute a contemporary issue of great significance. Cooperation between neighboring countries is not always easy, due to different socio-economic and political conditions. Therefore, the different needs and priorities between the countries involved need to be solved first. Since pollution does not stop at a State border, it is an example of something that can be solved only at the cross-border level. This paper presents the cross-border cooperation between two transnational Institutions; the Aristotle University of Thessaloniki (Greece) and the University of Sofia (Bulgaria), within the framework of Interreg programs. The first collaborated attempt was to carry out a coordinated program for monitoring the pollution of the Nestos River. The second was the protection and restoration of the ecosystem through the education of young engineers and the transfer of experiences and scientific knowledge across the borders.     

日本安全生产管理及其对我国的启示

针对我国安全生产管理现状,分析日本安全生产发展历程和特点,并借鉴日本经验,提出进一步加快建立健全我国安全生产监管体系、法律法规体系、颁布实施安全生产规划、建立强有力的安全生产技术支撑体系、在我国探索开展伤害预知预警活动和重点落实企业主体责任等一系列完善我国安全生产体制和机制的建议;给出了我国完善的安全生产监管体系框图。通过对日本安全生产特点研究,结合我国安全生产面临的严峻形势,对探索增强我国企业和从业人员安全意识,逐步完善安全生产工作方式、方法和机制,以期为提高我国安全生产工作水平提供科学依据和有益的借鉴。     

HSE管理体系的基层安全教育培训探讨

安全教育培训是石油行业一项非常重要的安全基础性工作,扎实开展基层员工安全培训,提高安全综合素质,增强事故防范能力,防止发生不安全行为,才能真正达到预防事故的目的。本文从七个方面介绍基层安全教育培训的一些方法与实践,针对性强、实用性好,并已在基层单位取得了较好的效果。
