山东省经济发展与环境保护关系的计量分析 总被引:21,自引:0,他引:21
经济增长与环境污染之间的关系常用环境库兹涅茨曲线(EKC)来描述。典型的EKC一般量倒U形。本文选取1988-2002年的山东省环境与经济数据.建立单位GDP污染排放量横型和人均GDP污染排放量模型,对山东省经济发展与环境保护之间的关系进行了计量与分析。通过单位GDP污染负荷模型分析发现。单位GDP的污染负荷量下降态势。这说明山东省产业结构调整已产生明显成效。通过人均GDP污染排放量模型发现.山东省的EKC不完全符合典型的库兹涅茨曲线特征。呈显着的三次曲线特点。其中,工业废水曲线为“U+倒U”形.两个转折点的理论计算值分别为3416元和9975元。废气与固废曲线近似于倒U形EKC的左半部分.尚来到达转折点。由此可见.环境质量的改善并非随着收入水平的提高而自动发生。除了收入因素。影响山东省EKC的因素还有国家或地区的环境政策、工业化进程等。 相似文献

ABSTRACT. Management of aquatic ecosystems requires a clear understanding of the goals to be achieved, appropriate information and the means to achieve the goals. Control measures applied to aquatic ecosystems, in the absence of information on the condition of the system, are apt to be inappropriate and thus may overprotect the receiving system at times and underprotect it at other times since the ability of ecosystems to receive wastes is not constant. A major determinant of the effectiveness and efficiency of ecological quality control is the lag time in the feedback of information. If the lag is too great, the control measures may repeatedly overshoot or undershoot the desired goal. Present techniques for measuring the responses of aquatic organisms and communities require days or weeks, whereas information for ecosystem quality control and prevention of ecological crises should be generated in minutes or hours as is the case for other quality control systems. Two biological monitoring systems have been developed to generate information rapidly. One system measures changes in the movement and breathing of fish in order to provide an early warning of developing toxicity in the wastes of an industrial plant. The other system measures changes in the diversity of algal comunities in streams by means of laser holography. The incorporation and use of these systems in industrial plants is discussed. 相似文献

ABSTRACT Environmental resources can be managed properly only by adopting a comprehensive approach. The whole environment must be considered as a single system, and prior to any action, all types of environmental impacts caused by it should be studied in detail. This paper underlines the close relationship between different environmental problems, analyzes existing management patterns, and proposes new alternatives whenever applicable. The different constraints, which have to be considered in the decision-making process while developing a plan, are also discussed. After many years of research and debate, in August of 1997 the United States Environmental Protection Agency (EPA) issued New Source Performance Standards (NSPS) and Emission Guidelines (EG) for medical/infectious waste incinerators in the United States. These new emissions and operational standards establish considerably more restrictive limitations on air emissions for medical/infectious waste incinerators and will undoubtedly have a significant impact on the over 2300 hospitals presently operating an incinerator on-site. Minimisation is the top priority of the waste management hierarchy, which is one of the guiding principals for national solid waste management planning throughout the developed world. As such it should be encouraged as a means for reducing wastes which require treatment and disposal, whether they be household, commercial or industrial in source. This paper suggests that minimisation is not being given the necessary policy frameworks or legislation within which to develop in the UK, and questions whether minimisation is being afforded the respect and attention, from all levels, that is due the most preferable waste option according to the hierarchy. This theme is investigated by surveying the county councils of England as a representative sample of waste disposal authorities in England, and former waste regulation authorities. They are responsible for guiding local and district waste policy and are the regional waste planners in the UK. If they are not seriously taking on board the message of minimisation, then there is little chance that it will succeed without further legislative developments. Some 59% of English counties have a minimisation policy, whilst only 47% have participated in and supported a minimisation programme or trial within their region. The majority of these developments have occurred within the last three years, and 78% of counties who have participated in a programme have found it a successful venture. By 1999 79% of English counties will have been actively involved in a minimisation programme in their region, which is a positive scenario. This trend must continue if waste minimisation is to become the key theme of future sustainable waste management in the UK as was intended by declarations at the Rio '92 conference and in subsequent UK Government policy and strategy. 相似文献
