Many of the challenges conservation professionals face can be framed as scale mismatches. The problem of scale mismatch occurs when the planning for and implementation of conservation actions is at a scale that does not reflect the scale of the conservation problem. The challenges in conservation planning related to scale mismatch include ecosystem or ecological process transcendence of governance boundaries; limited availability of fine‐resolution data; lack of operational capacity for implementation; lack of understanding of social‐ecological system components; threats to ecological diversity that operate at diverse spatial and temporal scales; mismatch between funding and the long‐term nature of ecological processes; rate of action implementation that does not reflect the rate of change of the ecological system; lack of appropriate indicators for monitoring activities; and occurrence of ecological change at scales smaller or larger than the scale of implementation or monitoring. Not recognizing and accounting for these challenges when planning for conservation can result in actions that do not address the multiscale nature of conservation problems and that do not achieve conservation objectives. Social networks link organizations and individuals across space and time and determine the scale of conservation actions; thus, an understanding of the social networks associated with conservation planning will help determine the potential for implementing conservation actions at the required scales. Social‐network analyses can be used to explore whether these networks constrain or enable key social processes and how multiple scales of action are linked. Results of network analyses can be used to mitigate scale mismatches in assessing, planning, implementing, and monitoring conservation projects. Abstract: In a preliminary analysis of listing decisions under Canada's Species at Risk Act (SARA), Mooers et al. (2007) demonstrated an apparent bias against marine and northern species. As a follow‐up, we expanded the set of potential explanatory variables, including information on jurisdictional and administrative elements of the listing process, and considered an additional 16 species recommended for listing by SARA's scientific advisory committee as of 15 August 2006. Logistic model selection based on Akaike differences suggested that species were less likely to be listed if they were harvested or had commercial or subsistence harvesting as an explicitly identified threat; had Department of Fisheries and Oceans (DFO) as a responsible authority (RA); were located in Canada's north generally, and especially in Nunavut; or were found mostly or entirely within Canada. Subsequent model validation with an independent set of 50 species for which a listing decision was handed down in December 2007 showed an overall misclassification rate of <0.10, indicating reasonable predictive power. In light of these results, we recommend that RAs under SARA adopt a two‐track listing approach to address problems of delays arising from extended consultations and the inconsistent use by the RAs of socioeconomic analysis; consider revising SARA so that socioeconomic analysis occurs during decisions about protecting species and their habitats rather than at the listing stage; and maintain an integrated database with information on species’ biology, threats, and agency actions to enable future evaluation of SARA's impact.  相似文献

Agriculturally altered vegetation, especially oil‐palm plantations, is rapidly increasing in Southeast Asia. Low species diversity is associated with this commodity, but data on anuran diversity in oil‐palm plantations are lacking. We investigated how anuran biological diversity differs between forest and oil‐palm plantation, and whether observed differences in biological diversity of these areas is linked to specific environmental factors. We hypothesized that biological diversity is lower in plantations and that plantations support a larger proportion of disturbance‐tolerant species than forest. We compared species richness, abundance, and community composition between plantation and forest areas and between site types within plantation and forest (forest stream vs. plantation stream, forest riparian vs. plantation riparian, forest terrestrial vs. plantation terrestrial). Not all measures of biological diversity differed between oil‐palm plantations and secondary forest sites. Anuran community composition, however, differed greatly between forest and plantation, and communities of anurans in plantations contained species that prosper in disturbed areas. Although plantations supported large numbers of breeding anurans, we concluded the community consisted of common species that were of little conservation concern (commonly found species include Fejervarya limnocharis, Microhyla heymonsi, and Hylarana erythrea). We believe that with a number of management interventions, oil‐palm plantations can provide habitat for species that dwell in secondary forests. Abstract: In the last few decades petroleum has been consumed at a much faster pace than new reserves have been discovered. The point at which global oil extraction will attain a peak (“peak oil”) and begin a period of unavoidable decline is approaching. This eventuality will drive fundamental changes in the quantity and nature of energy flows through the human economic system, which probably will be accompanied by economic turmoil, political conflicts, and a high level of social tension. Besides being a geological and economic issue, peak oil is also a fundamental concern as it pertains to ecological systems and conservation because economics is a subsystem of the global ecosystem and changes in human energy‐related behaviors can lead to a broad range of effects on natural ecosystems, ranging from overuse to abandonment. As it becomes more difficult to meet energy demands, environmental considerations may be easily superseded. Given the vital importance of ecosystems and ecosystem services in a postpetroleum era, it is crucially important to wisely manage our ecosystems during the transition period to an economy based on little or no use of fossil fuels. Good policies can be formulated through awareness and understanding gained from scenario‐based assessments. Presently, most widely used global scenarios of environmental change do not incorporate resource limitation, including those of the Millennium Ecosystem Assessment and the Intergovernmental Panel on Climate Change. Considering the potential magnitude of the effects of peak oil on society and nature, the development of resource‐constrained scenarios should be addressed immediately. Ecologists and conservation biologists are in an important position to analyze the situation and provide guidance, yet the topic is noticeably absent from ecological discussions. We urge politicians, corporate chief executives, thought leaders, and citizens to consider this problem seriously because it is likely to develop into one of the key environmental issues of the 21st century.  相似文献

The use of conservation translocations to mitigate human effects on biodiversity is increasing, but how these efforts are allocated remains unclear. Based on a comprehensive literature review and online author survey, we sought to determine the goals of translocation efforts, whether they focus on species and regions with high threat and likelihood of perceived success, and how success might be improved. We systematically searched the ISI Web of Knowledge and Academic Search Complete databases to determine the species and regions of conservation translocations and found 1863 articles on conservation translocations in the United States, Canada, Mexico, Central America, and Caribbean published from 1974 to 2013. We questioned 330 relevant authors to determine the motivation for translocations, how translocations were evaluated, and obstacles encountered. Conservation translocations in North America were geographically widespread (in 21 countries), increased in frequency over time for all animal classes (from 1 in 1974 to 84 in 2013), and included 279 different species. Reintroductions and reinforcements were more common in the United States than in Canada and Mexico, Central America, or the Caribbean, and their prevalence was correlated with the number of species at risk at national and state or provincial levels. Translocated species had a higher threat status at state and provincial levels than globally (International Union for Conservation of Nature Red List categorization), suggesting that translocations may have been motivated by regional priorities rather than global risk. Our survey of authors was consistent with these results; most translocations were requested, supported, or funded by government agencies and downlisting species at national or state or provincial levels was the main goal. Nonetheless, downlisting was the least reported measure of success, whereas survival and reproduction of translocated individuals were the most reported. Reported barriers to success included biological factors such as animal mortality and nonbiological factors, such as financial constraints, which were less often considered in the selection of release sites. Our review thus highlights discrepancies between project goals and evaluation criteria and between risk factors considered and obstacles encountered, indicating room to further optimize translocation projects.  相似文献

In managed natural resource systems, such as fisheries and rangelands, there is a recognized trade‐off between managing for short‐term benefits and managing for longer term resilience. Management actions that stabilize ecological attributes or processes can improve productivity in the supply of ecosystem goods and services in the short term but erode system resilience at longer time scales. For example, fire suppression in rangelands can increase grass biomass initially but ultimately result in an undesirable, shrub‐dominated system. Analyses of this phenomenon have focused largely on how management actions influence slow‐changing biophysical system attributes (such as vegetation composition). Data on the frequency of management actions that reduce natural ecological variation on 66 private land‐conservation areas (PLCAs) in South Africa were used to investigate how management actions are influenced by manager decision‐making approaches, a largely ignored part of the problem. The pathology of natural resource management was evident on some PLCAs: increased focus on revenue‐generation in decision making resulted in an increased frequency of actions to stabilize short‐term variation in large mammal populations, which led to increased revenues from ecotourism or hunting. On many PLCAs, these management actions corresponded with a reduced focus on ecological monitoring and an increase in overstocking of game (i.e., ungulate species) and stocking of extralimitals (i.e., game species outside their historical range). Positives in natural resource management also existed. Some managers monitored slower changing ecological attributes, which resulted in less‐intensive management, fewer extralimital species, and lower stocking rates. Our unique, empirical investigation of monitoring‐management relationships illustrates that management decisions informed by revenue monitoring versus ecological monitoring can have opposing consequences for natural resource productivity and sustainability. Promoting management actions that maintain resilience in natural resource systems therefore requires cognizance of why managers act the way they do and how these actions can gradually shift managers toward unsustainable strategies.  相似文献

Although many taxa have declined globally, conservation actions are inherently local. Ecosystems degrade even in protected areas, and maintaining natural systems in a desired condition may require active management. Implementing management decisions under uncertainty requires a logical and transparent process to identify objectives, develop management actions, formulate system models to link actions with objectives, monitor to reduce uncertainty and identify system state (i.e., resource condition), and determine an optimal management strategy. We applied one such structured decision‐making approach that incorporates these critical elements to inform management of amphibian populations in a protected area managed by the U.S. National Park Service. Climate change is expected to affect amphibian occupancy of wetlands and to increase uncertainty in management decision making. We used the tools of structured decision making to identify short‐term management solutions that incorporate our current understanding of the effect of climate change on amphibians, emphasizing how management can be undertaken even with incomplete information. Marine hydrokinetic power projects will operate as marine environments change in response to increased atmospheric carbon dioxide concentrations. We considered how tidal power development and stressors resulting from climate change may affect Puget Sound species listed under the U.S. Endangered Species Act (ESA) and their food web. We used risk tables to assess the singular and combined effects of tidal power development and climate change. Tidal power development and climate change posed risks to ESA‐listed species, and risk increased with incorporation of the effects of these stressors on predators and prey of ESA‐listed species. In contrast, results of a model of strikes on ESA‐listed species from turbine blades suggested that few ESA‐listed species are likely to be killed by a commercial‐scale tidal turbine array. We applied scenarios to a food web model of Puget Sound to explore the effects of tidal power and climate change on ESA‐listed species using more quantitative analytical techniques. To simulate development of tidal power, we applied results of the blade strike model. To simulate environmental changes over the next 50 years, we applied scenarios of change in primary production, plankton community structure, dissolved oxygen, ocean acidification, and freshwater flooding events. No effects of tidal power development on ESA‐listed species were detected from the food web model output, but the effects of climate change on them and other members of the food web were large. Our analyses exemplify how natural resource managers might assess environmental effects of marine technologies in ways that explicitly incorporate climate change and consider multiple ESA‐listed species in the context of their ecological community. United States and Canadian governments have responded to legal requirements to reduce human‐induced whale mortality via vessel strikes and entanglement in fishing gear by implementing a suite of regulatory actions. We analyzed the spatial and temporal patterns of mortality of large whales in the Northwest Atlantic (23.5°N to 48.0°N), 1970 through 2009, in the context of management changes. We used a multinomial logistic model fitted by maximum likelihood to detect trends in cause‐specific mortalities with time. We compared the number of human‐caused mortalities with U.S. federally established levels of potential biological removal (i.e., species‐specific sustainable human‐caused mortality). From 1970 through 2009, 1762 mortalities (all known) and serious injuries (likely fatal) involved 8 species of large whales. We determined cause of death for 43% of all mortalities; of those, 67% (502) resulted from human interactions. Entanglement in fishing gear was the primary cause of death across all species (n = 323), followed by natural causes (n = 248) and vessel strikes (n = 171). Established sustainable levels of mortality were consistently exceeded in 2 species by up to 650%. Probabilities of entanglement and vessel‐strike mortality increased significantly from 1990 through 2009. There was no significant change in the local intensity of all or vessel‐strike mortalities before and after 2003, the year after which numerous mitigation efforts were enacted. So far, regulatory efforts have not reduced the lethal effects of human activities to large whales on a population‐range basis, although we do not exclude the possibility of success of targeted measures for specific local habitats that were not within the resolution of our analyses. It is unclear how shortfalls in management design or compliance relate to our findings. Analyses such as the one we conducted are crucial in critically evaluating wildlife‐management decisions. The results of these analyses can provide managers with direction for modifying regulated measures and can be applied globally to mortality‐driven conservation issues. Lack of guidance for interpreting the definitions of endangered and threatened in the U.S. Endangered Species Act (ESA) has resulted in case‐by‐case decision making leaving the process vulnerable to being considered arbitrary or capricious. Adopting quantitative decision rules would remedy this but requires the agency to specify the relative urgency concerning extinction events over time, cutoff risk values corresponding to different levels of protection, and the importance given to different types of listing errors. We tested the performance of 3 sets of decision rules that use alternative functions for weighting the relative urgency of future extinction events: a threshold rule set, which uses a decision rule of x% probability of extinction over y years; a concave rule set, where the relative importance of future extinction events declines exponentially over time; and a shoulder rule set that uses a sigmoid shape function, where relative importance declines slowly at first and then more rapidly. We obtained decision cutoffs by interviewing several biologists and then emulated the listing process with simulations that covered a range of extinction risks typical of ESA listing decisions. We evaluated performance of the decision rules under different data quantities and qualities on the basis of the relative importance of misclassification errors. Although there was little difference between the performance of alternative decision rules for correct listings, the distribution of misclassifications differed depending on the function used. Misclassifications for the threshold and concave listing criteria resulted in more overprotection errors, particularly as uncertainty increased, whereas errors for the shoulder listing criteria were more symmetrical. We developed and tested the framework for quantitative decision rules for listing species under the U.S. ESA. If policy values can be agreed on, use of this framework would improve the implementation of the ESA by increasing transparency and consistency.
