Abstract

A number of cities around the world are associated with very high levels of private motor car usage, and Auckland provides an example of one of these ‘hyperautomobile’ cities. There are many problems with this system of transportation and dependence on the private car, including environmental, social and city design dimensions. Though there is a clear aspiration to move towards reduced levels of car usage in the city's transport and spatial planning strategies, there are major difficulties in implementation terms. We develop and consider future scenarios to 2041 to reduce these levels of motorization, and subsequent transport CO2 emissions, with a much greater use of public transport, walking and cycling, urban planning, and low emission vehicles. The current implementability of such a ‘sustainable mobility’ future is however questioned in the current political and social context, and critically debated in terms of the available governance mechanisms and the limited attempts to shape the behaviour of the public. We conclude by calling for a reconsideration of the policy measures being considered, including the range and levels of application and investment; with a much wider framing of the transport planning remit, and carried out within a much stronger participatory framework for decision-making.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

Recycling End of Life (EOL) concrete into high-grade aggregate for new concrete is a challenging prospect for the building sector because of the competing constraints of low recycling process cost and high aggregate product quality. A further complicating factor is that, from the perspective of the environment, there is a strong societal drive to reduce bulk transport of building materials in urban environments, and to apply more in situ recycling technologies for Construction & Demolition Waste. The European C2CA project investigates a combination of smart demolition, grinding of the crushed concrete in an autogenous mill to increase the liberation of cement mortar from the surface of aggregates and a novel dry classification technology called ADR to remove the fines. The feasibility of this recycling process was examined in a demonstration project involving 20,000 tons of EOL concrete from two office towers in Groningen, the Netherlands. Results show that the +4 mm recycled aggregate compares favorably with natural aggregate in terms of workability and the compressive strength of the new concrete, showing 30% higher strength after 7 days.  相似文献

Singapore has pledged to attain 7–11% Business-As-Usual carbon emissions reduction by 2020. About 19% of CO2 contribution stemmed from road transport in 2005. Commercial vehicles, which uses mainly diesel, consumed 695 million litres diesel in 2012. An estimated 115,585 tonnes or 127 million litres cooking oils (derived from seeds/fruits) were consumed in 2010, in which the bulk of used cooking oil is re-incorporated into the food preparation process while only a small amount is being recycled into biodiesel or disposed into the sewerage. Nevertheless, the present research reveals that biodiesel derived from spent cooking oil has potential to be a viable fuel supplement. Surveys were carried out involving three market segments – suppliers, processors and end-users – to identify the barriers and obstacles in mass production of biodiesel. A key enabler of biodiesel as a fuel supplement towards a greener environment lies in government mandate/policies in promoting greater biodiesel usage.  相似文献

This study proposes an improved integrated water resource management (IWRM), in which water conservation was analyzed for the entire water use process. A multi-objective optimization method was applied to optimize the IWRM, which investigated the reduction of freshwater consumption and the total water supply cost. Customer's preference for saving water and an end use analysis (EUA) was applied in the water conservation analysis. Taking Tianjin as the study area, a reduction in customer's economic pressure (EP) was utilized to evaluate the degree of the customer's preference for saving water. The results revealed that agriculture had a greater preference for saving water than other sectors, where as the public had the weakest motivation for saving water. Improving the transportation method could contribute 62.1% of the total water savings in the agriculture sector. The optimization of the IWRM demonstrated that the local freshwater savings would be 21.5%, and the total cost for water supplies would decrease by 13%. However, a government subsidy of 87.5 million Yuan would be needed. Additionally, by analyzing the change in the amount of water savings affected by water price, the appropriate water price increase range was suggested to be 1.5–1.7 times the original price.  相似文献

The amount of used lead acid batteries rises along with the rapid development of battery manufacture in China. The battery manufacture and recycling industry has developed sharply in these recent 5 years. The annual production of secondary lead from used lead acid batteries in China increased rapidly to 1.5 million tonnes (MT) in 2013, making china the world's largest secondary lead producer. Secondary lead enterprises are mainly located in the middle and eastern regions of China, with a legal production capacity of 3 MT/year. Environmental pollution problems began to happen frequently from 2009. After 2011, the government began to put in efforts to promote pollution control, eliminate outdated production capacity, support advanced production and technology innovation research, and has achieved remarkable results. However, the main existing problems are that the proportion of secondary lead production is only 30% of the total lead production, no formal recycling network has been established and the overall level of industrial technology and equipment is outdated. Compared with developed countries, this paper predicts that, secondary proportion will reach 44% in 2015 and 60% in 2028. Finally some countermeasures are given to the recycling mode and technology promotion.  相似文献

确定居民对生态措施实施的受偿意愿,对目前迫切需要的生态补偿政策制定以及生态恢复和保护的有效性具有重要的现实意义。选用锡林郭勒草原为案例区域,通过入户调查及在那达慕大会集中调查相结合的方式,调查锡林郭勒草原地区牧民对禁牧措施的态度和受偿意愿。分析结果显示:53%的牧民愿意参加禁牧,而不愿意参加禁牧主要是由于补偿标准不合理引起的。计量经济学模型分析表明,牧民对禁牧的支持态度与牧民的收入和草地面积呈正相关,与养羊数量呈负相关。牧民的受偿意愿由牧民养羊数量、受教育年限、草地现状以及对禁牧政策的支持程度决定。根据意愿调查法初步估算锡林郭勒草原地区禁牧措施实施后牧民的补偿意愿,牧民家庭对禁牧政策的平均受偿意愿为每年每户2.7717万元,人均受偿意愿为8399元,平均每1hm2草地受偿意愿为85.95元。  相似文献

利用气相扩散法、固相扩散法、平板法研究了荷叶、艾叶、佩兰、细辛4种中草药的超临界CO2萃取物对霉菌的抑制作用和最低抑制浓度(MIC).结果表明,4种中草药的超临界CO2萃取物对单一或混合霉菌均有较强的抑制作用,荷叶和细辛的MIC<1.56g/L,佩兰的MIC<0.63g/L,艾叶的MIC<0.2g/L.表3参11  相似文献

采用Affymetrix的基因芯片(RAE230A)技术,研究了SO2长期动态吸入(14mg/m3,1h/d,共30d)后大鼠肺组织基因表达谱的改变.结果表明,与对照组(CK)相比,SO2长期吸入后大鼠肺组织表达上调的基因有173个,其中包括79个已知基因和94个新基因,而表达下调的基因有85个,其中包括46个已知基因和39个新基因.表明:(1)长期吸入SO2的大鼠肺基因表达谱与其CK相比,表达有差异的基因涉及到脂肪酸代谢、免疫、炎症、氧化应激、原癌基因、肿瘤抑制基因和细胞外基质等,表明低剂量长期吸入SO2在体内的机理非常复杂;(2)SO2高剂量短期吸入与低剂量长期吸入后,大鼠肺组织基因表达谱的改变很不一致,表明二者在体内的作用机理不同;(3)SO2可引起多种基因的表达发生改变,这意味着多种基因的表达是易变的、不稳定的,在肺组织中可能存在着SO2诱发的表达不稳定型基因组.表1参19  相似文献

为了探讨二氧化硫(SO2)的雄性生殖毒理效应,研究了SO2体内代谢衍生物———亚硫酸钠(Na2SO3)和亚硫酸氢钠(NaHSO3)混合液(物质的量比为3:1)对雄性昆明小鼠精子的毒性作用.采用腹腔注射(i.p.)染毒方法,每天注射一次,连续5 d,于染毒后d 35处死动物,观察和分析小鼠的精子活动度、数量和畸形率.结果表明:(1)SO2衍生物可引起小鼠精子数量尤其是正常活动度精子数量减少,引起不活动精子数量增加,且呈剂量-效应关系;(2)SO2衍生物可引起多种类型的精子畸形增加,尤其可引起不定形畸变精子的频率显著增加,总精子畸变率随染毒剂量的增加而呈剂量依赖性增高.由此推论,SO2污染有一定的雄性生殖毒性.图1表2参14  相似文献
