This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

Chitosan (a biopolymer) is an aminopolysaccharide that can be used for the treatment of colored solutions by coagulation–flocculation (as an alternative to more conventional processes such as sorption). Acid Blue 92 (a sulfonic dye) was selected as a model dye for verifying chitosan's ability to treat textile wastewater. A preliminary experiment demonstrated that chitosan was more efficient at color removal in tap water than in demineralized water, and that a substantially lower concentration of chitosan could be used with tap water. Dye removal reached up to 99% under optimum concentration; i.e., in terms of the acidic solutions and the stoichiometric ratio between the amine groups of the biopolymer and the sulfonic groups in the dye. The flocs were recovered and the dye was efficiently removed using alkaline solutions (0.001–1 M NaOH solutions) and the biopolymer, re-dissolved in acetic acid solution, was reused in a further treatment cycle.  相似文献

This paper considers liberal and nationalist economic policy approaches to the ownership and development of Australian energy resources (oil, gas, coal and uranium). In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources which could broadly be described as ‘nationalist’. Governments of the day intervened in development decisions in an effort to enhance the ‘national interest’. From 1983, along with the deregulation of the Australian economy as a whole, policy relating to energy resources was liberalised. Development of energy reserves henceforth occurred according to the dictates of the market. This paper argues that recent Australian energy policy initiatives reflect an increase in nationalist influences and a retreat from the liberalisation agenda that dominated energy policy making in the 1980s and 1990s. Three examples are discussed where policy has been influenced by a nationalist framework: (1) the domestic gas reservation policy in Western Australia; (2) Australian government efforts to promote a ‘value adding’ nuclear processing industry and (3) Australian Labor Party policy giving preferential financial incentives for gas to liquids projects. The re-emergence of nationalism in Australia is occurring either because policy makers now favour it as a path to energy security or in some cases because they believe that appeals to nationalism will generate political support.  相似文献

This study presents the results of a laboratory investigation conducted to evaluate the efficiency of coal fly ash to control the formation of acid mine drainage (AMD) from mine waste. Site-specific materials, coal fly ash from Atikokan Thermal Generating Station and mine tailings from Musselwhite mine, were mixed at different proportions for the investigation of the drainage chemistry and the optimal mix using static testing (acid–base accounting) and kinetic (column) testing. The acid–base accounting (ABA) results indicated that the fly ash possessed strong alkaline (neutralization) potential (NP) and could be used in the management of reactive mine tailings, thus ensuring prevention of AMD in the long-term. Column tests conducted in the laboratory to further investigate long-term performance of fly ash in the neutralization and prevention of acid mine drainage from tailings similarly showed that mixing fly ash with mine tailings reduces dissolution of many heavy metals from tailings by providing alkalinity to the system. It was found that a fly ash to tailings mass ratio equal to or greater than 15% can effectively prevent AMD generation from Musselwhite mine tailings in the co-placement approach.  相似文献

近50年鄱阳湖五大流域降水变化特征研究   总被引:16,自引:1,他引:15  
基于鄱阳湖流域在江西省内部分对应的79县市气象站1960~2006年逐日降水观测资料,采用线性回归的方法分别研究五大流域的年降水量、降水日数、暴雨日数等3要素的变化趋势,并用Mann法进行了变化趋势的显著性检验,用距平与均方差之比达到15和20作为气候异常检验指标,对各流域的各时间序列进行了异常检验,采用了Mann Kendall法对各时间序列进行突变检测。结果表明:(1)各流域的年降水量变化趋势基本一致,年降水量与年暴雨日数密切相关;饶河流域强降水事件较多,降水强度大,赣江中游流域降水时间分布相对较均匀,强降水事件较少;(2)各流域年降水量、暴雨日数总体呈波动上升趋势,20世纪90年代以来暴雨日数异常偏多的概率最大;(3)年降水日数以20世纪80年代中期为界,之前呈波动上升趋势,之后呈波动下降趋势,2002年至今各流域降雨日数明显偏少;(4)各流域的年降水量、降水日数、暴雨日数均未出现趋势性的突变;(5)近50年来鄱阳湖流域降水时间分布不均的情况加剧,旱涝灾害风险增加。  相似文献

Like all rapidly developing countries, the government of Iran (GOI) has to integrate environment priorities into its energy sector. In order to integrate environmental concerns into energy sector, an Energy-Environment Review (EER) may be considered as the mainstreaming tool capable of examining the interface between energy and the environment. The results of the EER should be interpreted, in the light of the objective of the 4th Five Year Development Plan in Iran, to achieve fast and sustainable growth and accelerate the transition to a market economy. In particular, the suggested actions will promote economic efficiency use of energy resources through a proper allocation of scarce resources, including environmental resources, so as to achieve economic efficiency and environmental and social protection. This paper comprises: (A) an analysis of the current situation with regards to energy production and consumption; (B) an evaluation of the growth prospects with regard to energy production and consumption; (C) the identification of environmental issues induced by the generation and use of energy and estimation of the associated costs of damages; (D) the evaluation of the extent of contribution to the climate-change phenomenon through emission of greenhouse gases; (E) the evaluation of the proposed mitigation measures for the previously identified environmental problems; and (F) conclusions and recommendations. The EER-Iran assessed the total health damage from air pollution in 2001 at about 56  ×  1012 Rials (US $ seven billion); equivalent to 8.4% of nominal GDP. In the absence of the price reform and control policies, the EER-Iran estimated that the damage in Iran in the money of 2001, will grow to 155  ×  1012 Rials (US $ nine billion) by 2019. This is equivalent to 10.9% of nominal GDP, i.e., a large percentage of a larger GDP. Of this total, 107  ×  1012 Rials (US $ 8.4 billion) come from transport sector. The damage cost to the global environment from the flaring of natural gas, assessed on the basis of a carbon price of US $ 10/ton CO2, is found to be approximately US $ 600 million per year. The present study aims to better understand the relationship between energy intensity and its determinants including energy price, technological progress, economic structure, and energy mix using the autoregressive distributed lag(ARDL) bounds approach and vector error correction model technique. Based on China's time series over 1985-2014, the ARDL bounds approach yields empirical evidence that confirms the existence of long run relationship between energy price, technological progress, economic structure, energy mix, and energy intensity. The results show that technological progress is an important driver for the declining energy intensity in short and long run. Energy price has not been demonstrated as an important role in decreasing energy intensity in the short run. The high share of coal use in total energy use may be responsible for China's high energy intensity.However, the relative change in economic sectors plays a minor role in energy intensity reduction during the past years. In the long run, technological progress, energy mix and energy prices Granger cause energy intensity, but not vice versa except for the energy mix.  相似文献

We test for evidence that energy efficiency features are capitalized into home prices in three U.S. metropolitan areas. Using hedonic regressions and multiple matching procedures, we find that Energy Star certification is associated with higher sales prices in two of the markets: the Research Triangle region of North Carolina and Portland, Oregon. We find that local “green” certifications in Portland and in Austin, Texas, are also associated with higher prices and that the estimated price impacts are larger than those from Energy Star. Matching on observables proves to be important in some cases, reducing the estimated impacts compared with models without matching. We calculate the implied energy savings from the estimated premiums and find that, in the Research Triangle market, the Energy Star premiums approximately equal the savings that program is designed to achieve, but in Portland, the premiums are slightly greater than the program's savings due to low energy costs in the region.  相似文献
