Due to the favorable weather, abundant water resources and fertile soil, the area has been known as the homeland for crops and fish. However, being one of the most developed regions in China, the environmental quality of the Pearl River delta has deteriorated due to recent socio-economic changes during the past two decades. The drivers are industrialization and economic growth, population growth and agricultural development; and the pressures are water pollution which include nutrients and suspended solids, pesticides, other persistent toxic substances (PAHs and PCBs) and oil. These have imposed various impacts such as eutrophication, formation of red tides and biomagnification of organic contaminants through food chains. In response to these, regulatory measures have been established by the Environmental Protection Bureau of Guangdong Province, joining forces with environmental protection authorities in all urban cities and most counties, in addition to the Hong Kong Environmental Protection Department, to control pollution in order to prevent further environmental deterioration and economic loss. The present paper is an attempt by following the DPSIR approach promoted by the OECD in the early 1990s and further developed by IGBP LOICZ to review the environmental quality of Pearl River with emphasis on water quality and the impact of rapid socio-economic changes.  相似文献

Three different sizes of hog farms were selected to analyze the carbon emissions reduction and the cost–benefit of three methane digester systems. The sizes of the digesters are 2,200, 2,200 and 800 m3, respectively. The sales of slaughter hogs from them are 50,000, 35,000 and 10,000 head, respectively. The carbon emissions reductions were 5,237, 4,017, and 1,334 tons, respectively. The results show that while the methane digester systems have a significant effect on carbon emissions reduction, it is difficult to operate the systems sustainably. If the carbon emissions reduction can be traded at high enough prices in the carbon offset markets, then the systems will be profitable and sustainable. Newly established China's domestic carbon offset market could provide this possibility, but more government support is needed. In addition, this study shows that scale economies make the digester adoption relatively more profitable for larger farms than smaller ones.  相似文献

Biomass is one of the renewable energy sources on which policy makers are greatly dependent on since it is a flexible feedstock capable of conversion into electricity, transport liquid fuels and heat by chemical and biological processes on demand. Though numerous publications have examined the relationship of economic growth with renewable energy and other parameters, biomass energy has never been included in these studies. Then, this study examines the causal relationship within a multivariate panel cointegration/error correction framework which combines the cross-section and time series data while allowing for heterogeneity across different provinces. After employing panel data regression model ranging from 2003 through 2012 to examine the relationships of biofuels production with sustainable development in China, the paper concludes that the development of biofuel energy production integrated with the consideration of the improvement of income per capita, and the attraction of more capital investment, does make a significant contribution to economic growth. However, some negative side effects including the increase of greenhouse emissions and the decrease of marginal land still coexist with the economic development. Of course, the importance of these findings lies on their implications and their adoption on strategic policies.  相似文献

This study explores the interlinkages among population, environment and poverty and presents empirical evidence in a developing country like Pakistan. It gives alternative views on population environment linkages. It explains poverty trap, market based harmony, and dual effect of poverty on the basis of a link between population growth and natural resource degradation. In addition, the paper also highlights social and political instability through population-poverty-environment spiral. It also presents empirical evidence on population-environment-poverty nexus in Pakistan. It also compares environmental sustainability index and human development index for selected Asian countries. The paper also gives scores for different components of environmental sustainability index for Pakistan and compares these with India. The paper concludes that the causal relationship between poverty and environment works in both directions, often through changes in GDP and population. Population stress does not have any significant direct effect on all aspects of environmental status in Pakistan.

This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation at national and regional levels of government. Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of Environmental Protection. These approaches should assist facilitation of sustainable development for both nations. Environmental disputes arise due to opposing views of various groups about their environmental concerns and their economic or developmental interests. Development and protection of the environment constitute two main contradictory objectives within the sustainable development paradigm, which are often in conflict. The decision support system, GMCR II, which implements the graph model for conflict resolution, is employed to model and analyze an environmental dispute arising over the construction of a new freeway between the Iranian capital, Tehran, and the city of Chalous located in the north of the country. This study demonstrates that the graph model for conflict resolution can be used as a methodology to promote a reasonable balance between economic development and environmental protection from a strategic viewpoint. In addition to systematically modelling the conflict by putting the existing information into proper perspective, it is shown how conflict analysis can be used for comparing alternative scenarios and predicting possible future outcomes. Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere.
