Best management practices (BMPs) are widely used to mitigate impacts of increased impervious surfaces on stormwater runoff. However, there is limited detailed and up‐to‐date information available on the cost of designing, constructing, and maintaining BMPs over their lifetime. The objective of this study is to analyze BMPs recently constructed by the Virginia Department of Transportation (VDOT) to quantify their total cost per pound of phosphorus removed annually. A motivating factor for the study is recent changes to regulatory guidelines in Virginia which allow for full or partial substitution of purchased nutrient credits in lieu of constructing onsite BMPs to achieve compliance with stormwater quality regulations. Results of the analysis of nine BMPs found their cost ranged from $20,100 to $74,900, in 2014 dollars, per pound ($44,313‐$165,126 per kg) of phosphorus removed. Based on these results and assuming current credit prices procured by VDOT, purchasing nutrient credits is a cost‐effective option for the agency, especially when factoring in the cost of additional right of way for the BMP. Based on this finding, we expect compliance with stormwater quality regulations through credit purchases to become more widely used in Virginia. Moving forward, we suggest more direct tracking of BMP costs to support comparisons between BMP costs across a range of types and conditions to credit purchases for meeting stormwater regulations. 相似文献

ABSTRACTClimate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. ABSTRACT: Control of stormwater runoff from impervious surfaces is an important national goal because of disruptions to downstream ecosystems, water users, and property owners caused by increased flows and degraded quality. One method for reducing stormwater is the use of vegetated (green) roofs, which efficiently detain and retain stormwater when compared to conventional (black) roofs. A paired green roof‐black roof test plot was constructed at the University of Georgia and monitored between November 2003 and November 2004 for the green roof's effectiveness in reducing stormwater flows. Stormwater mitigation performance was monitored for 31 precipitation events, which ranged in depth from 0.28 to 8.43 cm. Green roof precipitation retention decreased with precipitation depth; ranging from just under 90 percent for small storms (< 2.54 cm) to slightly less than 50 percent for larger storms (> 7.62 cm). Runoff from the green roof was delayed; average runoff lag times increased from 17.0 minutes for the black roof to 34.9 minutes for the green roof, an average increase of 17.9 minutes. Precipitation and runoff data were used to estimate the green roof curve number, CN = 86. This information can be used in hydrologic models for developing stormwater mitigation programs. 相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. Given the expansion of payments for water‐based ecosystem services (PWES) worldwide, two relevant issues are as follows: (1) determination of efficient allocations of payments among land managers, and (2) how this might change when paying one manager to implement a best management practice (BMP) to enhance an ecosystem service impacts the cost‐effectiveness of BMPs considered by other land managers not currently involved in PWES. Such externalities may be negative if diminishing returns dominate, or positive if mechanisms such as “social diffusion” dominate. We analyze how a planner should optimally allocate payments, depending on whether the expected externalities are negligible, negative, or positive. We employ (1) an optimal control model to gain insights on the problem’s dynamics, and (2) stochastic dynamic programming to determine optimal funding strategies using a specific application. The study contributes to the literature by identifying dynamically optimal PWES payment patterns, and illustrates how they should change when one accounts for externalities induced by the program. Because such impacts have not been addressed previously in a rigorous way, this treatment provides useful value added for PWES design and implementation. 相似文献

Farmers in the Sahel have been acknowledged for reclaiming degraded lands and improving food security by ingeniously modifying traditional agroforestry, water, and soil management practices. Despite the advantages offered by this range of farming techniques, their adoption rate is influenced by several factors. Using multivariate probit models and a correlation coefficient, this article examines the factors influencing the adoption of five land management practices based on 220 household and 40 farm surveys in four adjacent rural communities in southern Burkina Faso. The model results indicate that household labor force, education of household head, land tenure security, livestock holding, and membership in farmers’ groups influence the adoption of zaï practice, composting, improved fallow, stone bunds, and live hedges. However, two of the surveyed factors ‐ number of farms and visit by agricultural extension staff during the 12 months prior to the survey ‐ were not significant. Furthermore, a significant correlation was found between different land management practices, e.g., the decision to practice zaï is significantly linked to that of live hedges and composting. Zaï practice and stone bunds are considered labor intensive, which explains their significant correlations with household labor force at the 1% and 5% levels of significance, respectively. 相似文献

The South Florida Water Management District (SFWMD) constructed a wetland south of Lake Okeechobee to begin the process of
removing nutrients (especially phosphorus) from agricultural stormwater runoff entering the Everglades. The project, called
the Everglades Nutrient Removal (ENR) project, is a prototype for larger, similarly constructed wetlands that the SFWMD will
build as part of the Everglades restoration program. This innovative project is believed to be one of the largest agricultural
stormwater cleanup projects in the United States, if not in the world. This publication describes the ENR project's design,

Fish Community Structure as a Measure of Degradation and Rehabilitation of Riparian Systems in an Agricultural Drainage Basin 总被引:7,自引:0,他引:7
/ Assessing the health of ecological components of agroecosystems may be accomplished by examining changes in the drainage basin, which serves as an integrator of the agroecosystem landscape. In this study we examined fish communities in terms of an array of indicators of structure and related these to changes in riparian vegetation and agricultural practice. Evidence suggests management practices designed to foster healthier environments by, for example, reestablishing riparian vegetation were associated with positive impacts on the integrity of the fish community. At the same time, continued intensification of agricultural practices in parts of the drainage basin in recent years likely has had an off-setting influence in overall improvements in agroecosystem health. Assessments of changes in the structure of the fish associations provide the balance sheet by which the counteracting influences can be aggregated and assessed.KEY WORDS: Fish community structure; Riparian system; Agricultural drainage basin 相似文献
