人是空中交通管制系统中最灵活、最具适应性和最有价值的因素 ,而其行为也是最易受到不利影响的。由于空中交通管制中产生的人为失误 ,往往会导致航空器空中危险接近 ,严重的后果甚至会酿成空难。笔者从人 -机 -环境系统工程的观点出发 ,提出了空中交通管制中人的可靠性评价的指标体系结构模型。从人自身因素、软件、硬件、环境等方面指出了影响空中交通管制中人的可靠性的心理、空中环境等 17个子因素。运用模糊数学的方法 ,建立空中交通管制中人的可靠性定量评价模型 ,并用实例进行了验证。研究表明 ,该方法应用于空中交通管制中人的可靠性评价是一种新的尝试 ,其评价结果可为各级领导机构提供航空安全管理的决策依据。 相似文献

Emission inventory is one of the required inputs to air quality models. To assist in the urban and regional modeling efforts, United States Environmental Protection Agency (EPA) has compiled a National Emission Inventory (NEI) for criterion pollutants, and the precursors of ozone and particulate matter (PM). In December 2002, EPA released the 1999 NEI estimates (NEI99), which represent the most recent national emission data. However, the data sets are not in model-ready format for air quality simulations. This present work converts the NEI99 Final Version 2 data sets into Inventory Data Analyzer (IDA) format and processes the data using the Sparse Matrix Operator Kernel Emissions (SMOKE) modeling system to generate a gridded emission inventory in a domain covering the west Gulf Coast Region, USA. The spatial and diurnal emission characteristics of the gridded emission inventories are then assessed and compared with those of the National Emission Trend 1996 (NET96). The NEI99 database contains more complete emission records in both area and point sources. It is also found that NEI99 data exhibit greater emissions with respect to point and mobile sources but smaller emissions with respect to area sources when compared to the corresponding gridded NET96 data in the same study domain. The most distinct differences between the NEI99 and NET96 databases are CO emission of mobile sources, SO2 emissions of point sources, and VOC/PM/NH3/NOx emissions of area and non-road sources. Most highways in urban China are tolled to finance their construction. During the eight-day National Day holiday in 2012, highway tolls were waived nationwide for passenger vehicles. We use this to identify the effects of highway tolls on air pollution. Using daily pollution and weather data for 98 Chinese cities in 2011 and 2012 and employing both a regression discontinuity design and differences-in-differences method with the 2011 National Day holiday as a control, we find that eliminating tolls increases pollution by 20% and decreases visibility by one kilometer. We also estimate that the toll elasticity of air pollution is −0.15. These findings complement the scant literature on the environmental impact of road pricing. 相似文献

Early studies published in Ambio showed large-scale acidification of lakes in southern Sweden and Norway from acid rain. These studies were important for delimiting various scientific issues and thus for eventually contributing to legislation, which reduced emissions of sulfur dioxide and nitrogen oxides and helped to mitigate this major environmental problem. Mountain ecosystems are considered vulnerable to early impacts of climate change. Whether and how local residents of these areas perceive these changes, however, remain under-studied questions. By conducting a household survey in the Khumbu region of Nepal, this study assessed local residents’ experience-based perception of changes in climate trends and patterns, perceived risk, and attitudes towards climate issues. Multivariate cluster analysis based on residents’ climate change beliefs revealed three segments: “Cautious,” “Disengaged,” and “Alarmed.” A comparison of these segments along key psychosocial constructs of Protection Motivation Theory (PMT) revealed significant inter-segment differences in residents’ perception of severity, vulnerability, response efficacy, self-efficacy, and response cost associated with engaging in mitigating behavior. Results shed light on how residents of high elevation areas that are considered to be exposed to early impacts of climate change perceive the risk and intend to respond.
