Valuing biodiversity: reality or mirage?   总被引:1,自引:0,他引:1  
The objective of this paper was to consider the social value ofbiological diversity and explore if this value could be expressedin terms of a unidimensional metric in money. Economics distinguishes between use-values and non-use-values, which are critically evaluated for valuing biodiversity. It is shown that these utility-based valuations have severe limitations as they treat species in isolation from their ecological contexts. In contrast, ecosystem ecology regards ecosystems as an integratednon-linear and nonconvex system in which ecosystem functions canbe understood as a four-component cycle; exploitation, accumulation of biomass, creative destruction and renewal. Withinsuch a cycle, ecosystems can be seen to have two properties: stability and resilience. A good proxy for resilience is the probability of extinction of species, and social value of biodiversity can be expressed as a partial ordering with thisprobability as an index. This approach is consistent with decision theory, of which social choice is an important component, pioneered by Arrow.  相似文献

Invasions of nonnative species such as zebra mussels can have both ecological and economic consequences. The economic impacts of zebra mussels have not been examined in detail since the mid-1990s. The purpose of this study was to quantify the annual and cumulative economic impact of zebra mussels on surface water-dependent drinking water treatment and electric power generation facilities (where previous research indicated the greatest impacts). The study time frame was from the first full year after discovery in North America (Lake St. Clair, 1989) to the present (2004); the study area was throughout the mussels’ North American range. A mail survey resulted in a response rate of 31% for electric power companies and 41% for drinking water treatment plants. Telephone interviews with a sample of nonrespondents assessed nonresponse bias; only one difference was found and adjusted for. Over one-third (37%) of surveyed facilities reported finding zebra mussels in the facility and almost half (45%) have initiated preventive measures to prevent zebra mussels from entering the facility operations. Almost all surveyed facilities (91%) with zebra mussels have used control or mitigation alternatives to remove or control zebra mussels. We estimated that 36% of surveyed facilities experienced an economic impact. Expanding the sample to the population of the study area, we estimated $267 million (BCa 95% CI = $161 million–$467 million) in total economic costs for electric generation and water treatment facilities through late 2004, since 1989. Annual costs were greater ($44,000/facility) during the early years of zebra mussel infestation than in recent years ($30,000). As a result of this and other factors, early predictions of the ultimate costs of the zebra mussel invasion may have been excessive.  相似文献

Cellular automata (CA) have been increasingly used to simulate complex geographical phenomena. These models may have limitations on reflecting individuals' behaviors which should be considered in urban simulation. Agent-based modeling can solve some of the problems in addressing individuals' influences in urban systems. However, there is a general lack of methodology on how to define agents' properties. This paper uses multicriteria evaluation techniques to determine some of the parameters for the agent-based model. Empirical data from GIS are used to define agent's properties. Sensitivity analysis is also carried out to assess the influences of parameters on simulation outcomes. This model has been applied to the simulation of the residential development in a fast growing city, Guangzhou, in south China.  相似文献

Conservation management in Europe is often geared towards restoring semi-natural ecosystems, where the objective is to reverse succession and re-establish early-successional communities, to comply with national and international conservation targets. At the same time, it is increasingly recognised that ecosystems provide services that contribute to other, possibly conflicting policy requirements. Few attempts have been made to define these conflicts. Here, we assess some potential conflicts using a Calluna vulgaris-dominated moorland invaded by bracken (Pteridium aquilinum) as a model system, where the current policy is to reverse this process and restore moorland. We examined impacts of bracken control treatments on services (stocks and losses of C and mineral nutrients), litter turnover and biodiversity within a designed experiment over 7 years. Bracken litter was >2000 g m(-2) in untreated plots, and treatments reduced this quantity, and its element content, to varying degrees. Cutting twice per year was the most successful treatment in reducing bracken litter and its element content, increasing litter turnover, and increasing both mass and diversity of non-bracken vegetation. Diversity was greatest where bracken litter had been reduced, but species composition was also influenced by light sheep grazing. There was a significant loss of some chemical elements from bracken that could not be accounted for in other pools, and hence potentially lost from the system. In absolute terms large amounts of C and N were lost, but when expressed as a percentage of the total amount in the system, Mg was potentially more important with losses of almost a third of the Mg in the surface soil-vegetation system. There is, therefore, a potential dilemma between controlling a mid-successional invasive species for conservation policy objectives, especially when that species has evolved to sequester nutrients, and the negative effect of increasing environmental costs in terms of carbon accounting required, the potential input of nutrients to aquatic systems, and long-term nutrient loss. There is, therefore, a need to balance conservation goals against potential damage to biogeochemical structure and function.  相似文献

This paper aims to practically contribute to the literature on the use of cost–benefit analysis (CBA) and economic evaluation in environmental decision-making through a practical case study: the implementation of the Water Framework Directive (WFD) in France, for the first cycle (2010–2015). The WFD requires that Member States achieve “good status” for all water bodies in 2015. However, exemptions can apply, if justified, on natural, technical or economic reasons. For the latter, EU guidance documents recommend to use CBA. In France, the water agencies carried out 710 CBAs on proposed restoration projects for water bodies. This article reports on this experience. Issues concerning these analyses are discussed, especially the assessment of non-market benefits. Finally, this article questions the use of economic analysis in the implementation of environmental policy.  相似文献

Using two very different empirical settings, this paper emphasizes the required conditions for the successful crafting of sustainable institutions. In the first setting, different farmer groups in Cambodia and Vietnam try to establish a collective approach for small-scale community-based aquaculture and fail. In the second setting, the collective initiatives of urban women in India are analysed. The Indian women succeed in their objective of a fuel transition from firewood to gas cookers using a cooperative approach. Ostrom's variables identified in the “Multitier Framework for Analyzing Social–Ecological Systems (SES)” (Ostrom, 2007) are applied to local collective action initiatives in both settings to understand which factors make some of the groups succeed in their objectives and others fail. This research highlights the complexity as well as the uniqueness of different SESs. At the same time, the paper contributes to demonstrating the usability of the SES and certain variables to estimate the likelihood of success of self-organisation and crafting of rules. It highlights the relevance of certain conceptual variables for sustainable or unsustainable outcomes for different cases.  相似文献

Abstract: The capacity of a watershed to urbanize without changing its hydrologic response and the relationship between that response and the spatial configuration of the developed areas was studied. The study was conducted in the Whiteoak Bayou watershed (223 km2), located northwest of Houston, Texas, over an analysis period from 1949 to 2000. Annual development data were derived from parcel data collected by the Harris County Appraisal District. Using these data, measures of the spatial configuration of the watershed urban areas were calculated for each year. Based on regression models, it was determined that the annual runoff depths and annual peak flows depended on the annual precipitation depth, the developed area and the maximum 12‐h precipitation depth on the day and day before the peak flow took place. It was found that, since the early 1970s, when the watershed reached a 10% impervious area, annual runoff depths and peak flows have increased by 146% and 159%, respectively. However, urbanization is responsible for only 77% and 32% of the increase, respectively, while precipitation changes are responsible for the remaining 39% and 96%, respectively. Likewise, an analysis of the development data showed that, starting in the early 1970s, urbanization in the watershed consisted more of connecting already developed areas than of creating new ones, which increases the watershed’s conveyance capacity and explains the change in its response. Before generalizing conclusions, though, further research on other urban watersheds with different urbanization models appears to be necessary.  相似文献

Gender is an important variable in water use, policy, and intervention. This article explores this variation and its policy implications. Concepts are applied in several case studies to draw generic conclusions. Variation is related to the purpose of water use (consumptive or productive) and to the local, culture-specific patterns of the intra-household organization of consumption for family welfare (which includes domestic water provision) and income-generation (for which water is an input, especially in rural areas). For domestic water use, the intra-household sharing of unpaid domestic responsibilities is a key gender issue. Water for productive use, on the other hand, is embedded in the gendered organization of household economic activity, as elaborated for smallholder-irrigated agriculture. In female-managed and dual farming systems, where a high proportion of farm decision-makers are women, irrigation agencies need to better target their support. In male-managed farming systems, however, the majority of women lack their own farm enterprise in which water is an input. Women's access to land, markets and credits besides access to water, is at stake. To conclude, given the strong variation in water use along gender lines, gender analysis is indispensable for any concrete water policy and intervention.  相似文献

This work presents the first practically useful models to estimate the duration of the growing season (GS in days) for European lakes. GS is a fundamental parameter in limnology, where it is used, e.g., to calculate lake characteristic annual primary production (in g ww/m2·yr) from measurement data in g C/l·day. We have presented two simple empirical regression equations where GS is estimated from latitude. We have also introduced a more comprehensive model. It is derived from a previously presented well calibrated and validated model predicting lake epilimnetic temperatures from readily available data on latitude, altitude, continentality (distance from the Sea) and lake volume. Operationally, the duration of the growing season (GS in days) is defined from the predicted number of days when epilimentic water temperatures are higher than 9°C. The two modelling approaches are based on different presuppositions and they have been derived and tested from different data-sets. A model comparison has shown that the overall correspondence in predicted GS-values between the methods is very good. Evidently, the more comprehensive model can provide more relevant GS-predictions for many lakes since it also accounts for differences among lakes in altitude, continentality and volume.  相似文献

The effects of cathode potentials and initial nitrate concentrations on nitrate reduction in bio- electrochemical systems (BESs) were reported. These factors could partition nitrate reduction between denitrification and dissimilatory nitrate reduction to ammonium (DNRA). Pseudomonas alcaliphilastrain MBR utilized an electrode as the sole electron donor and nitrate as the sole electron acceptor. When the cathode potential was set from -0.3 to -I.1 V (vs. Ag/AgC1) at an initial nitrate concentration of 100 mg NO~-N/L, the DNRA electron recovery increased from (10.76 ± 1.6)% to (35.06 ± 0.99)%; the denitrification electron recovery decreased from (63.42 ± 1,32)% to (44.33 ± 1.92)%. When the initial nitrate concentration increased from (29.09 ± 0.24) to (490.97 ± 3.49) mg NO3-N/L at the same potential (-0.9 V), denitrification electron recovery increased from (5.88 ± 1.08)% to (50.19 ±2.59)%; the DNRA electron recovery declined from (48.79 ±1.32)% to (16.02 ± 1.41)%. The prevalence of DNRA occurred at high ratios of electron donors to acceptors in the BESs and denitrification prevailed against DNRA under a lower ratio of electron donors to acceptors. These results had a potential application value of regulating the transformation of nitrate to N2 or ammonium in BESs for nitrate removal.  相似文献
