Changes to the British Planning System aimed at simplification of controls have introduced the concept of zoning. Far from being a limited and rigid concept, the Australian approach to zoning offers some interesting possibilities because of its balance between flexibility and certainty. The principal elements of an Australian zoning system are described and discussed to demonstrate the opportunities available to planners adjusting to changing political and economic climates. It is shown that it is possible to combine strategic planning with greater certainty in development control.  相似文献

The public attitude to animal use in Australia and New Zealandcan be inferred from survey results and political activity. The publicis concerned about the rights of animals as far as any uses causing painare concerned, but takes a more utilitarian view of the taking of lifewhere no suffering is involved. Many of the participants in two recentANZCCART conferences fall short in their knowledge of and attitudetoward these concerns. With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

The role of relationships between regulators and consultants engaged in environmental impact assessment (EIA) is explored. A Partnering Agreement between Western Australian regulators and consultants gave rise to a survey and interviews with representatives of these EIA practitioners to understand levels of cooperation between them and ways to improve EIA practice locally. A mixture of quantitative and qualitative responses are presented with an emphasis on practitioner comments reproduced in their own words and ‘voice’. The results suggest that while relationships are strained because of staff resources and levels of expertise brought about by a major resource boom in recent years, there is a great desire for cooperation and collaboration. Greater clarification and understanding of each stakeholder's purpose and role in the EIA process along with opportunities for EIA practitioners to interact, communicate and socialise are identified as positive ways forward. The value of establishing the relatively simple Partnering Agreement approach is demonstrated and is put forward as something that practitioners internationally might equally benefit from as a means of improving the effectiveness of EIA practice.  相似文献

New plant taxa from around the world continue to be imported into Australia and New Zealand. Many of these taxa have the potential to become agricultural or environmental weeds and this risk needs to be assessed before allowing their entry. A weed risk assessment system is described that uses information on a taxon's current weed status in other parts of the world, climate and environmental preferences, and biological attributes. The system is designed to be operated by quarantine personnel via a user-friendly computer interface.The model was tested against experts' scores for weediness for 370 taxa present in Australia, representing both weeds and useful taxa from agriculture, the environment, and other sectors. The model was judged on its ability to correctly ‘reject’ weeds, ‘accept’ non-weeds, and generate a low proportion of taxa which could not be decisively categorised, termed ‘evaluate’. More than 70% of the taxa were rejected or accepted. All taxa classified as serious weeds, and most minor weeds, were rejected or required further evaluation, while only 7% of non-weeds were rejected. The model was modified to New Zealand conditions and evaluated against the opinions of several groups of experts and against economic measures. The model produced a weediness score very similar to the mean of the experts scores. The latter were highly variable: agriculturalists tended to accept known weeds, conservationists tended to reject most adventive taxa, and only botanists produced scores similar to the model. The model scores also tended to be independent of economic value as measured in this study. The model could be adapted for use as a screening tool in any region of the world.  相似文献

Australia and New Zealand share many historical and contemporary commonalities. These define five contemporary forest environmental frontiers—for First Nations peoples, between agriculture and forestry, in forest management, in urban and peri-urban environments, and in relation to climate change. In both countries, the First Nations frontier is expanding in scale and significance with those peoples’ rights to land and forests. Frontiers with agriculture and in forest management are longstanding but dynamic and as yet little realised in relation to the need for forest and landscape restoration. Both countries are highly urbanised, elevating the significance of the urban and peri-urban frontier, particularly in the context of climate change. In both countries, forests will be profoundly impacted by climate change and are central to mitigation and adaptation strategies. Experience within and intersections between the frontiers offer encouraging prospects for synergies and for learning between the two countries and more widely.  相似文献

Cultural heritage sites form an unrenewable asset that is threatened by natural disasters. Given the high bushfire risk, mandatory Bush Fire Risk Management Plans have been drawn up throughout New South Wales, Australia. We compared their mandatory provisions for the protection of heritage assets with an 'Ideal Heritage Disaster Plan', containing a series of non-negotiable elements. The examined plans fell well short of the ideal. Preparedness Plans generally lacked a discussion of suppression techniques (for historic heritage), prevention, prescribed drills and communication procedures. None of the Response Plans or Recovery Plans contained any of the required core elements, such as rapid suppression techniques and stabilisation procedures. Where aspects were covered, they were addressed in an inadequate level of detail. The overall quality of the cultural heritage components of the plans is judged to be poor. Suggestions are made on how to improve the situation if heritage assets are to have a future following bushfire events.  相似文献

The use of recycled water is being promoted through policy in many parts of the world with the aim of achieving sustainable water management. However there are some major barriers to the success of recycled water use policies and their instruments, in particular for potable reuse schemes. One of these barriers can be a lack of community support. Despite the critical nature of community attitudes to recycled water to the success of projects, they are often little understood. Further information is required to ensure the successful implementation of recycled water policy and to ensure sustainable management of water resources is achieved. The aim of this paper is to establish the key components of community satisfaction with recycled water. This was investigated through a case study of the Mawson Lakes population in South Australia, where recycled water is used for non-potable purposes through a dual water supply system (the 'recycled water system'). This paper reports results from a survey of 162 Mawson Lakes residents. A structural equation model (SEM) was developed and tested to explain and predict components of community satisfaction with recycled water use (for non-potable use) through the dual water supply system. Results indicate the components of satisfaction with recycled water use were an individual's positive perception of: the Water Authority's communication, trust in the Water Authority, fairness in the recycled water system's implementation, quality of the recycled water, financial value of the recycled water system, and risk associated with recycled water use (negative relationship). The results of this study have positive implications for the future management and implementation of recycled water projects in particular through dual water supply systems. The results indicate to water authorities and water policy developers guiding principles for community consultation with regards to the management of recycled water projects.  相似文献

This article explores the expression of three forest value orientations that emerged from an analysis of Australian news media discourse about the management of Australian native forests from August 1, 1997 through December 31, 2004. Computer-coded content analysis was used to measure and track the relative importance of commodity, ecological and moral/spiritual/aesthetic forest value orientations. The number of expressions of these forest value orientations followed major events in forest management and policy, with peaks corresponding to finalization of Regional Forest Agreements and conflicts over forest management. Over the time period analyzed, the relative share of commodity value orientation decreased and the shares of the ecological and moral/spiritual/aesthetic value orientations increased. The shifts in forest value orientations highlight the need for native forests to be managed for multiple values and the need for continued monitoring of forest values.
