Abstract: The cane toad (Bufo marinus), a large, toxic, American anuran, was introduced to Australia in 1935. Populations of many of Australia's reptiles (snakes, varanid lizards, crocodiles) and carnivorous mammals (dasyurid marsupials) have declined because these predators are killed by the toad's powerful toxins. In contrast to these well‐studied species, little is known about the cane toads impacts on Australian birds. We reviewed published and unpublished data on behavioral interactions between Australian avian predators and cane toads and collated distributional and dietary information to identify avian taxa potentially at risk from cane toad invasion. Cane toads are sympatric with 172 frog‐eating bird species in Australia, and an additional 8 bird species overlap with the predicted future range of the toad. Although many bird species thus are potentially at risk, behavioral observations suggest the risk level is generally low. Despite occasional reports of Australian birds being killed when they ingest cane toads, most birds either ignore toads or survive the predation event. The apparently higher tolerance of Australian birds to toad toxins, compared with Australian reptiles and marsupials, may reflect genetic exchange between Australian birds and Asian populations that encounter other bufonid species regularly and hence have evolved the capacity to recognize or tolerate this toxic prey. 相似文献

Victoria enacted EIA legislation in 1978, before any other state in Australia. The current EIA system, which is administered by the state government, is based upon non-mandatory guidelines which are far more comprehensive than the provisions of the law they elaborate. As it has matured, Victoria's EIA system has developed requirements for the consideration of alternatives, screening, scoping (with project-specific outlines), EIA report-quality checks, proponent response to public comment and the preparation of a ministerial assessment report containing recommendations. The use of consultative committees to advise on scoping and EIA report preparation is one of several public participation provisions. EIA system evaluation criteria are advanced and used to help in reviewing the largely discretionary Victorian system, elements of which could serve as an example to other jurisdictions with incomplete EIA legislative requirements, such as the U.K. 相似文献

Holocene fire history from the Greater Blue Mountains World Heritage Area, New South Wales, Australia: the climate, humans and fire nexus 总被引:2,自引:1,他引:1
This study presents a reconstruction of the fire activity of the last ~14,200 cal. years BP (before AD 1950) from Gooches Crater Right, located on the Newnes Plateau, approximately 150 km to the west of Sydney (~33°27′S, 150°16′E)
within the Blue Mountains National Park. Charcoal analysis and palynology were undertaken with the aim of untangling any inter-relationship
between climate, humans and fire. A chronology of the site was provided by radiocarbon dating. The dominant control on fire
in this environment during the Holocene appears to be climate. Periods of climate change, identified in previous studies,
are associated with higher levels of fire activity. Fire was less ubiquitous between ~9,000 and 6,000 years BP, a period normally
described as having a higher effective moisture in south-eastern Australia. The mid-Holocene fluctuations in charcoal may
reflect anthropogenic fire, climate forcing or alternatively human responses to any climate change. Coeval changes in palaeoclimatic
sequences elsewhere and palynology at the site support a climatic explanation or that Aboriginal people used fire within a

Conservation decision tools based on cost‐effectiveness analysis are used to assess threat management strategies for improving species persistence. These approaches rank alternative strategies by their benefit to cost ratio but may fail to identify the optimal sets of strategies to implement under limited budgets because they do not account for redundancies. We devised a multiobjective optimization approach in which the complementarity principle is applied to identify the sets of threat management strategies that protect the most species for any budget. We used our approach to prioritize threat management strategies for 53 species of conservation concern in the Pilbara, Australia. We followed a structured elicitation approach to collect information on the benefits and costs of implementing 17 different conservation strategies during a 3‐day workshop with 49 stakeholders and experts in the biodiversity, conservation, and management of the Pilbara. We compared the performance of our complementarity priority threat management approach with a current cost‐effectiveness ranking approach. A complementary set of 3 strategies: domestic herbivore management, fire management and research, and sanctuaries provided all species with >50% chance of persistence for $4.7 million/year over 20 years. Achieving the same result cost almost twice as much ($9.71 million/year) when strategies were selected by their cost‐effectiveness ranks alone. The paper provides a review of available information on the impact of recreation and tourism on environments, particularly on vegetation and soil, in Australia, with an emphasis on forests. Efforts have been made to compare the current research and development situation in Australia with some overseas countries such as the United States and the United Kingdom. While many documents reveal that Australia has been experiencing an increasingly high level of recreation and tourism use in its environments, only limited studies of environmental impacts of recreation and tourism have been published. Compared with other developed countries, particularly the United Kingdom and the United States, Australia lags behind in undertaking research in this area. The results of these limited studies and some observations indicate that the most common recreational and tourist activities (such as bush walking, camping, horse-riding) can, if not well managed, adversely affect the values of Australian natural and semi-natural resources. Overall, they can affect the vegetation and other recreational sites physically and biologically. Physical effects include track formation, soil loss and/or compaction and an increase in fire frequency. Littering and water pollution are also seen as impacts associated with bush walking and camping. Biological effects include causing damage to vegetation, increasing risk of myrtle wilt disease and the spread of the soil pathogen,Phytophthora cinnamomi, as well as assisting weed dispersal. Based on the information reviewed, the authors suggest the following areas as priorities for future research into the environmental impact of recreation and tourism in Australia: determine the type of natural features that attract recreation use; determine the quantitative relationship between the impact and the level of recreation and tourism use for different activities within major vegetation habitats; ascertain site carrying capacity or environment thresholds for major vegetation habitats and recreation activities; and determine the impacts of recreation and tourism for major regions and major vegetation habitats where there have been considerable nature-based recreation and tourism activities.1998 Academic Press 相似文献

ABSTRACTRenewable energy (RE) illustrates well the logic of ecological modernisation (EM). This logic has successfully transformed RE from a fringe idea owned by largely environmental actors to a mainstream one embraced by a broader constituency. This mainstream embrace inevitably (re)shapes the renewables enterprise. Not all renewables actors today are driven by environmental goals. Instead, key actors, particularly in corporate or community domains, nurture competing norms and aspirations. How the renewables project is envisaged and the goals it is directed to serve can thus differ considerably. Understanding these differences is important since transformations in the energy domain will not only impact climate protection but shape social futures in significant ways. The analysis proceeds in two interrelated steps: first, empirically – conducting an exploration of some of the main projects and actors in the contemporary Australian RE space; and second, theoretically – considering these empirical developments through an EM lens. 相似文献

/ The scientific quality of monitoring for diffuse environmental impacts has rarely been quantified. This paper presents an analysis of all formal environmental monitoring programs for Australian tourism developments over a 15-year period from 1980 to 1995. The tourism sector provides a good test bed for this study because tourism developments are (1) often adjacent to or even within conservation reserves and other relatively undisturbed natural environments, and (2) often clustered, with resulting cumulative impacts that require detection at an early stage. Here we analyze the precision and reliability with which monitoring programs as actually implemented can detect diffuse environmental impacts against natural variation. Of 175 Australian tourism developments subject to EIA from 1980 to 1993 inclusive, only 13 were subject to formal monitoring. Only 44 individual parameters, in total, were monitored for all these developments together. No baseline monitoring was conducted for nine of the 44 parameters. For the remaining 35, only one was monitored for a full year. Before, after, control, impact, paired sampling (BACIP) monitoring designs were used for 24 of the 44 parameters, and power analysis in 10. The scientific quality of monitoring was significantly better for developments subject to control by the Great Barrier Reef Marine Park Authority (GBRMPA). The key factor appears to be the way in which GBRMPA uses external referees and manages external consultants. The GBRMPA model merits wider adoption. 相似文献

This paper focuses on identifying examples of first-order system interactions, which make important contributions to building coastal resilience for coastal zone management. This discussion is based on an application of the Institutional Analysis and Development Framework to a case-study analysis of coastal management in South Australia. The study suggests that cross-scale interactions and informal relationships within and between users and managers are key interactions defining resilience outcomes within the current system. A significant constraint on improving resilience was the lack of evaluative criteria for identifying sustainable forms of system behaviour. The paper argues that resilience is a function of a normative statement on the characteristics desirable in the functioning system. Analyses of coastal resilience, which facilitate greater understanding of the range of complexities in coastal behaviour, are therefore central to gaining the most useful insights into the options and pathways for building more sustainable coastal futures. 相似文献

Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows.
