Abstract: Achieving multiple conservation objectives can be challenging, particularly under high uncertainty. Having agreed to limit seahorse (Hippocampus) exports to sustainable levels, signatories to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) were offered the option of a single 10‐cm minimum size limit (MSL) as an interim management measure for all Hippocampus species (≥34). Although diverse stakeholders supported the recommended MSL, its biological and socioeconomic implications were not assessed quantitatively. We combined population viability analysis, model sensitivity analysis, and economic information to evaluate the trade‐off between conservation threat to and long‐term cumulative income from these exploited marine fishes of high conservation concern. We used the European long‐snouted seahorse (Hippocampus guttulatus) as a representative species to compare the performance of MSLs set at alternative biological reference points. Our sensitivity analyses showed that in most of our scenarios, setting the MSL just above size at maturity (9.7 cm in H. guttulatus) would not prevent exploited populations from becoming listed as vulnerable. By contrast, the relative risk of decline and extinction were almost halved—at a cost of only a 5.6% reduction in long‐term catches—by increasing the MSL to the size reached after at least one full reproductive season. On the basis of our analysis, a precautionary increase in the MSL could be compatible with sustaining fishers' livelihoods and international trade. Such management tactics that aid species conservation and have minimal effects on long term catch trends may help bolster the case for CITES trade management of other valuable marine fishes.

Abstract: In many areas of the developing world, the establishment of permanent marine reserves is inhibited by cultural norms or socioeconomic pressures. Community conserved areas that are periodically harvested are increasingly being implemented as fisheries management tools, but few researchers have empirically compared them with permanently closed reserves. We used a hierarchal control‐impact experimental design to compare the abundance and biomass of reef fishes, invertebrates, and substrate composition in periodically harvested and permanent reserves and in openly fished (control sites) of the South Pacific island country of Vanuatu. Fished species had significantly higher biomass in periodically harvested reserves than in adjacent openly fished areas. We did not detect differences in substratum composition between permanent reserves and openly fished areas or between permanent reserves and periodically harvested reserves. Giant clams (tridacnids) and top shells (Trochus niloticus) were vulnerable to periodic harvest, and we suggest that for adequate management of these species, periodically harvested community conservation areas be used in conjunction with other management strategies. Periodic harvest within reserves is an example of adaptive and flexible management that may meet conservation goals and that is suited to the social, economic, and cultural contexts of many coastal communities in the developing world.

This work analyses effects of recent variations in the tidal inundation frequency in a mangrove ecosystem in the Bragança peninsula, North Brazil, and its implications for land occupation and use. Field data, time series of remote sensing images and local legislation were analysed focusing on the potential socio-economic impact of a changing environmental setting due to a rise in relative sea level. In the investigated period (1972–1997), vegetation changes along the coastline indicate net losses of mangrove coverage. In the central part of the peninsula, a topographically higher herbaceous plain constituting part of a farm presents an active progression of mangrove forest into an area previously dominated by grasses and herbs. This area measured 8.8 km2 in 1972 but was gradually reduced to 5.6 km2 in 1997, while progressively replaced by a monospecific stand of the black mangrove,Avicennia germinans. A linear extrapolation indicates that the elevated plain may be completely covered by mangrove by 2035. Current Brazilian legislation prohibits the extraction of mangrove trees without an officially approved management plan. Thus, the usable area of the farm has suffered a reduction by ca. 36% over 25 yr and we predict that is could be entirely replaced by mangroves in the next 35 yr. In this case study, legislation and ecosystem characteristics are analysed and a management plan discussed which could represent income alternatives for affected resource users at the local and regional level.

The salt-secreting mangrove, Avicennia marina, and non-salt-secreting mangrove, Kande/ia candel were cultivated in sand with various salinities(0‰, 100‰, 20‰, 30‰, 40‰) for 60 d. Plasma membrane vesicles of highpurity in leaves and roots of A. marina and K. candel seedlings were obtained by two-phase partitioning. The function of the plasma membranes, the activity of ATPase, membrane potential and transmembrane proton gradient, at various salinities were investigated. The results showed that within a certain range of salinity( A. marina and roots of K. candel: 0-30‰; leaves of K. candel: 0-20‰), the activity of ATPase increased with increasing salinity, while high salinity (above 30‰ or 20‰) inhibited ATPase activity. In comparison with A. marina, K.candel appeared to be more sensitive to salinity. The dynamics of membrane potential and transmembrane proton gradient in leaves and roots of A. marina and K. candel seedlings were similar to that of ATPase. When treated directly by NaCl all the indexes were inhibited markedly: there was a little increase within 0-10‰( K. candel) or 0-20‰( A. marina) followed by sharp declining. It indicated that the structure and function of plasma membrane was damaged severely.

More than half of the world's 18 penguin species are declining. We, the Steering Committee of the International Union for Conservation of Nature Species Survival Commission Penguin Specialist Group, determined that the penguin species in most critical need of conservation action are African penguin (Spheniscus demersus), Galápagos penguin (Spheniscus mendiculus), and Yellow-eyed penguin (Megadyptes antipodes). Due to small or rapidly declining populations, these species require immediate scientific collaboration and policy intervention. We also used a pairwise-ranking approach to prioritize research and conservation needs for all penguins. Among the 12 cross-taxa research areas we identified, we ranked quantifying population trends, estimating demographic rates, forecasting environmental patterns of change, and improving the knowledge of fisheries interactions as the highest priorities. The highest ranked conservation needs were to enhance marine spatial planning, improve stakeholder engagement, and develop disaster-management and species-specific action plans. We concurred that, to improve the translation of science into effective conservation for penguins, the scientific community and funding bodies must recognize the importance of and support long-term research; research on and conservation of penguins must expand its focus to include the nonbreeding season and juvenile stage; marine reserves must be designed at ecologically appropriate spatial and temporal scales; and communication between scientists and decision makers must be improved with the help of individual scientists and interdisciplinary working groups.

Cultural adaptation is one means by which conservationists may help populations adapt to threats. A learned behavior may protect an individual from a threat, and the behavior can be transmitted horizontally (within generations) and vertically (between generations), rapidly conferring population-level protection. Although possible in theory, it remains unclear whether such manipulations work in a conservation setting; what conditions are required for them to work; and how they might affect the evolutionary process. We examined models in which a population can adapt through both genetic and cultural mechanisms. Our work was motivated by the invasion of highly toxic cane toads (Rhinella marina) across northern Australia and the resultant declines of endangered northern quolls (Dasyurus hallucatus), which attack and are fatally poisoned by the toxic toads. We examined whether a novel management strategy in which wild quolls are trained to avoid toads can reduce extinction probability. We used a simulation model tailored to quoll life history. Within simulations, individuals were trained and a continuous evolving trait determined innate tendency to attack toads. We applied this model in a population viability setting. The strategy reduced extinction probability only when heritability of innate aversion was low (<20%) and when trained mothers trained >70% of their young to avoid toads. When these conditions were met, genetic adaptation was slower, but rapid cultural adaptation kept the population extant while genetic adaptation was completed. To gain insight into the evolutionary dynamics (in which we saw a transitory peak in cultural adaptation over time), we also developed a simple analytical model of evolutionary dynamics. This model showed that the strength of natural selection declined as the cultural transmission rate increased and that adaptation proceeded only when the rate of cultural transmission was below a critical value determined by the relative levels of protection conferred by genetic versus cultural mechanisms. Together, our models showed that cultural adaptation can play a powerful role in preventing extinction, but that rates of cultural transmission need to be high for this to occur.

Human activities are important drivers of marine ecosystem functioning. However, separating the synergistic effects of fishing and environmental variability on the prey base of nontarget predators is difficult, often because prey availability estimates on appropriate scales are lacking. Understanding how prey abundance at different spatial scales links to population change can help integrate the needs of nontarget predators into fisheries management by defining ecologically relevant areas for spatial protection. We investigated the local population response (number of breeders) of the Bank Cormorant (Phalacrocorax neglectus), a range‐restricted endangered seabird, to the availability of its prey, the heavily fished west coast rock lobster (Jasus lalandii). Using Bayesian state‐space modeled cormorant counts at 3 colonies, 22 years of fisheries‐independent data on local lobster abundance, and generalized additive modeling, we determined the spatial scale pertinent to these relationships in areas with different lobster availability. Cormorant numbers responded positively to lobster availability in the regions with intermediate and high abundance but not where regime shifts and fishing pressure had depleted lobster stocks. The relationships were strongest when lobsters 20–30 km offshore of the colony were considered, a distance greater than the Bank Cormorant's foraging range when breeding, and may have been influenced by prey availability for nonbreeding birds, prey switching, or prey ecology. Our results highlight the importance of considering the scale of ecological relationships in marine spatial planning and suggest that designing spatial protection around focal species can benefit marine predators across their full life cycle. We propose the precautionary implementation of small‐scale marine protected areas, followed by robust assessment and adaptive‐management, to confirm population‐level benefits for the cormorants, their prey, and the wider ecosystem, without negative impacts on local fisheries.

Abstract: Ocean‐going vessels pose a threat to large whales worldwide and are responsible for the majority of reported deaths diagnosed among endangered North Atlantic right whales (Eubalaena glacialis). Various conservation policies have been implemented to reduce vessel‐strike mortality in this species. The International Maritime Organization adopted the Roseway Basin Area to be avoided on the Scotian Shelf as a voluntary conservation initiative to reduce the risk of lethal vessel strikes to right whales. We initiated the Vessel Avoidance & Conservation Area Transit Experiment to evaluate the efficacy of this initiative because the effectiveness of the avoidance scheme in reducing risk without the imposition of vessel‐speed restrictions depends entirely on vessel‐operator compliance. Using a network of automatic identification system receivers, we collected static, dynamic, and voyage‐related vessel data in near real time from the Roseway Basin region for 12 months before and 6 months after the implementation of the area to be avoided. Using pre‐ and post‐implementation vessel navigation and speed data, along with right whale sightings per unit effort data, all resolved at 3′N latitude by 3′W longitude, we estimated the post‐implementation change in risk of lethal vessel strikes. Estimates of vessel‐operator voluntary compliance ranged from 57% to 87% and stabilized at 71% within the first 5 months of implementation. Our estimates showed an 82% reduction in the risk of lethal vessel strikes to right whales due to vessel‐operator compliance. We conclude that the high level of compliance achieved with this voluntary conservation initiative occurred because the area to be avoided was adopted by the International Maritime Organization. Our results demonstrate that international shipping interests are able and willing to voluntarily alter course to protect endangered whales.
