Place and exile: resource conflicts and sustainability in Gaelic Ireland and Scotland

This paper reflects on two controversial resource projects – the Bellanaboy gas refinery (Ireland) and the Barvas Moor wind farm (Scotland) – and critical arguments made by key local actors. Although risk, health, environment and development dominated the official decision-making processes, these actors articulated views which cut across or existed beyond such orthodox ideas and framings. Focusing on these, I show that the Gaelic concepts of dùthchas and deoraíocht, summarised as place and exile, help to explain why some residents decided to protest. This paper illustrates the role that history, culture and language can play in conflicts, emphasises the need for greater sensitivity to these and suggests that place and exile can inform alternative visions of sustainability.     

Overtown: neighbourhood,change, challenge and “invironment”

This paper explores how residents of Overtown, a low-income neighbourhood in Miami, Florida, view the positive and negative aspects of their neighbourhood “invironment” through photographs taken by residents. The “invironment” [Bell, M., 2004. An invitation to environmental sociology. Thousand Oaks, CA: Pine Forge Press] alludes to the interactions between environment/surroundings and the human body. Residents involved with a community social justice organisation were provided with a photographic workshop and cameras to visually document the positive and negative aspects of their neighbourhood. These participant photographers provided narratives paired with their photographs which were then exhibited at local community events. During the exhibits, community members’ comments on the photographs were recorded. This paper analyses community issues through both photographs and neighbourhood comments inspired by the photographs. The following themes of importance to residents were derived from the photographs and discussion with residents: Housing, Public Space, Neighbourhood Economy, History, Environmental/Invironmental Issues, Human Capital and Power. These themes were all connected by residents’ concerns about inequality in Overtown compared to other neighbourhoods in Miami.     

Chilean congressional politics under President Lagos: environment and politics in Chile 2000–2006

Little is known about the legislative process and in particular how this relates to environment in Latin America. This article attemps to partially close this gap by discussing the dynamics of congressional environmental politics in Chile under former President Lagos (2000–2006). At first, this article discusses the role of the executive branch in the legislative process, congressional authority and environmental policy. This sometimes uneasy relationship is explored, and its consequences over environmental politics are discussed. The second part of the article attempts to explain legislator's choices in the area of environmental policy, developing and testing four main hypotheses that eventually help to explain why legislators support/reject laws of positive/negative environmental relevance. Finally, this article draws general conclusions on Chilean congressional politics and environmental policy, to then propose some recommendations on how to improve the process of creating environmental policy in Congress.     

Governing sustainable cities

Boston's Chinatown is an urban community surrounded by businesses, a university, a large medical centre, and an area zoned for “adult entertainment” called the Combat Zone. The overall goal of this exploratory study was to examine the temporal and geographic distribution of street crime in Boston's Chinatown using police crime reports from the years 1988 to 2004. Crime patterns were most notably associated with the presence of the adult entertainment area, known as the Combat Zone. However, despite the decline of adult businesses over the study period, we saw small limited reduction in property and violent crimes, suggesting that the decline of these businesses did not lead to large-scale short-term (<5 years) reductions in crime.     

区域声环境质量污染水平预测方法评价与对比研究

为完成北京市“十二五”城市区域的主要声污染防治工作目标,全面提高北京市声环境质量水平,科学预测区域内在“十二五”期间噪声污染水平和发展趋势,本文以北京市某典型区域作为研究对象,在收集大量相关资料与实测历史噪声数据的基础上,运用指数平滑法与灰色模型GM（1,1）对所选定研究区域的噪声污染水平与发展趋势进行预测与分析。研究结果表明：运用指数平滑法与灰色模型对研究区域声环境噪声污染预测是可行的,北京市在“十二五”期间声环境质量水平符合《声环境质量标准》（GB3096—2008）中的一类区域标准。     

污染环境罪司法适用争议问题研究

《刑法修正案（八）》颁布实施后,污染环境罪适用已经一年有余,然而一些争议问题仍未厘清,尤其是主观罪过形态以及严格责任问题,理论界和司法实践中还存在不同的认识。笔者认为,将污染环境罪认定为过失犯罪不存在理论上的不恰切,相反更符合刑法罪责刑相适应的原则。同时严格责任在我国刑法中没有适用的空间。     

环境治理与地方政府——以日本公害防止协定为仍

1964年,日本横滨市政府率先和企业签订公害防止协定,由此揭开了政府和企业签署协定的序幕。协定主要涉及大气污染、水质污染、噪声、振动、恶臭和损害赔偿问题。经过多年实践,公害防止协定在很大程度上解决了公害问题,由此可见地方政府在治理公害问题上的重要性。当前我国正面临严重环境问题,各级地方政府需认真学习日本的做法,不仅要转变政府职能,更要积极主动地行动,从而加快建设资源节约型、环境友好型社会的步伐。     

盐雾腐蚀及其试验中需要注意的几个问题分析

本文介绍了产品进行盐雾腐蚀试验的必要性,对中性盐雾试验、醋酸盐雾试验、铜盐加速醋酸盐雾试验、交变盐雾试验分别进行了描述。重点介绍了盐雾试验中需要注意的几个问题:试样预处理、试样的放置、盐溶液pH值及试验温度,并探讨了一些对应的预防措施。     

适应性环境管理模式在大型赛事筹备中 的应用（下） ——应用实例

将适应性环境管理的模式应用于深圳第26届世界大学生夏季运动会生态环境保障工作,对生态环境保障总目标层层分解落实,由第三方评估机构对任务逐项跟踪管理,定期评估各部门绩效,根据外部条件和内部因素的变化对工作方案和阶段性目标进行动态调整,最大限度地降低了环境管理工作的不确定性。经过六个月的实践应用,大运赛事期间深圳市生态环境保障工作取得了十分显著的成效。
