ABSTRACT: Current conventions for reporting analytical results from environmental samples brings the objectives of laboratory scientists into conflict with those of environmental scientists. The objective of chemical analyses is to provide estimates of the true composition of samples. Reported results must reflect the analytical uncertainty. Current conventions require left-censoring of those results below the Limit of Detection. The objective of statistical interpretation of environmental data is to provide estimates of the characteristics of ecosystems. Such statistical analyses are often confounded by left-censoring of analytical results. We review the different points of view and propose a compromise which recognizes these conflicting perspectives.  相似文献

ABSTRACT: A large-scale simulation/optimization model provides schedules for operation of water and power for the California State Water Project (SWP). The SWP consists of a series of reservoirs linked by rivers, pumping plants, canals, tunnels, and generating plants and is operated by the California Department of Water Resources. The Department provides water to municipal and agricultural users, and manages its electrical loads and resources. The model, therefore, performs hydraulic and electrical computations leading to optimal operation of the entire system. It consists of hydraulic network programming components to meet the storage objectives at all the reservoirs, a linear programming component to determine the schedules at pumping and generating plants, an electrical network programming component to balance electrical loads and resources, and a number of other simulation components. It operates on yearly, weekly, and daily bases. It is primarily used for real-time operation of the SWP and can provide hourly detail schedules which are implemented by the SWP staff via a computerized system.  相似文献

According to a rights view it is acceptable to kill animals if they are innocent threats or shields or are in a lifeboat situation. However, according to advocates of such a view, our practices of killing animals for food or scientific research may be morally unacceptable. In this paper we argue that, even if we grant the basic assumptions of a rights view, a good deal of killing of animals for food and scientific research continues to be morally acceptable.  相似文献

ABSTRACT: Third World irrigation and drainage systems have experienced major declines recently in both capability and performance. This is due initially to working them well beyond their design capaci-capacities; scouring, sedimentation, and overtopping result. Chronic O&M underfunding then adds heavily to this worsening malaise. International donors have assisted irrigation departments with rehabilitation projects and programs to improve O&M effectiveness on a grand (billions of dollars) scale. Despite their historical propensity to examine, almost fastidiously, program economic justifications (B/C, IRR, etc), the donors apparently have glossed over two basic analytic elements for (a) more spending on O&M as distinct from an equivalent spending on other means to provide farmers with an m3 of water; and (b) different levels of O&M spending on canals and drains. Surely those different levels provide differing benefits, in total, and at the margin. Which level is most economic? This paper identifies these latter analytical issues, posits methodologies key to an O&M spending level analysis, and discusses the information base. Particular attention is paid to identifying relevant costs and benefits, and to suggesting supplementary criteria for O&M spending level selection. The paper is an exercise in delineation of an imminently practical area of irrigation engineering economics.  相似文献

ABSTRACT: Both catchment experiments and a review of hydrologic processes suggest a varying effect of forest harvest on the magnitude of peak flows according to the cause of those peak flows. In northwestern Montana and Northeastern Idaho, annual maximum flows can result from spring snowmelt, rain, mid-winter rain-on-snow, or rain-on-spring-snowmelt. Meteorologic and physical data were used to determine the cause of annual maximum flows in six basins which had the necessary data and were smaller than 150 mi2. Rain-on-spring-snowmelt was the most frequent cause of annual maximum flows in all six basins, although there was a strong gradient in the magnitude and cause of peak flows from southwest to northeast. Less frequent mid-winter rain-on-snow events caused the largest flows on record in four basins. Mid-winter rain-on-snow should be distinguished from rain-on-spring-snowmelt because of differences in seasonal timing, the relative contributions of rain vs. snowmelt, and the projected effects of forest harvest. The effects of mixed flood populations on the flood-frequency curve varied from basin to basin. Annual maximum daily flows could not be reliably predicted from rainfall and snowmelt data.  相似文献

ABSTRACT: This paper presents a discussion of the chemistry of CO2 removal in tray aerators, and different sets of equations that are applicable to several initial water chemical conditions are proposed. These chemical equations and a statistical model to predict the kinetic constant were tested with field data observed by other researchers in pilot units and in a full scale plant. ABSTRACT: The effect of unsteadiness of dam releases on velocity and longitudinal dispersion of flow was evaluated by injecting a fluorescent dye into the Colorado River below Glen Canyon Dam and sampling for dye concentration at selected sites downstream. Measurements of a 26-kilometer reach of Glen Canyon, just below Glen Canyon Dam, were made at nearly steady dam releases of 139, 425, and 651 cubic meters per second. Measurements of a 380-kilometer reach of Grand Canyon were made at steady releases of 425 cubic meters per second and at unsteady releases with a daily mean of about 425 cubic meters per second. In Glen Canyon, average flow velocity through the study reach increased directly with discharge, but dispersion was greatest at the lowest of the three flows measured. In Grand Canyon, average flow velocity varied slightly from subreach to subreach at both steady and unsteady flow but was not significantly different at steady and unsteady flow over the entire study reach. Also, longitudinal dispersion was not significantly different during steady and unsteady flow. Long tails on the time-concentration curves at a site, characteristic of most rivers but not predicted by the one-dimensional theory, were not found in this study. Absence of tails on the curves shows that, at the measured flows, the eddies that are characteristic of the Grand Canyon reach do not trap water for a significant length of time. Data from the measurements were used to calibrate a one-dimensional flow model and a solute-transport model. The combined set of calibrated flow and solute-transport models was then used to predict velocity and dispersion at potential dam-release patterns.  相似文献

ABSTRACT: The State of Florida (1994) has adopted a plan for addressing Everglades eutrophication problems by reducing anthropogenic phosphorus loads. The plan involves implementation of Best Management Practices in agricultural watersheds and construction of regional treatment marshes (Stormwater Treatment Areas or STA's). This paper describes the development, testing, and application of a mass-balance model for sizing STA's to achieve treatment objectives. The model is calibrated and tested against peat and water-column data collected in Water Conservation Area-2A (WCA-2A), where phosphorus dynamics and eutrophication impacts have been intensively studied. The 26-year-average rate of phosphorus accretion in peat is shown to be proportional to average water-column phosphorus concentration, with a proportionality constant of 10.2 m/yr (90 percent Confidence Interval = 8.9 to 11.6 m/yr). Spatial and temporal variations in marsh water-column data suggest that drought-induced recycling of phosphorus was important during periods of low stage in WCA-2A. Maintaining wet conditions will be important to promote phosphorus removal in STA's. Sensitivity analysis of STA performance is conducted over the range of uncertainty in model parameter estimates to assess the adequacy of the model as a basis for STA design.  相似文献

ABSTRACT: The waters of the Colorado River are divided among seven states according to a complex ‘Law of the River’ drawn from interstate compacts, international treaties, statutes, and regulations. The Law of the River creates certain priorities among the states and the Republic of Mexico, and in the event of a severe sustained drought, the Law of the River dictates the distribution of water and operation of the elaborate reservoir system. Earlier work indicated that there is remarkable resilience in the system for established uses of water in the Lower Basin of the Colorado River. This work shows, based on an application of the Law of the River using computer modeling of operations of facilities on the Colorado River, that there may be serious environmental consequences and related legal restraints on how the water is used in times of shortage and that the existing legal and institutional framework governing the Colorado River does not adequately address all the issues that would be raised in a severe sustained drought. Several possible legal options for dealing with drought in the context of the Law of the River are identified.  相似文献

ABSTRACT: Survey data collected in the San Joaquin Valley of southern California and the Grand Valley of western Colorado reveal that residents of both areas believe that a severe sustained drought is likely to occur within the next 20–25 years and that their communities would be seriously impacted by such an event. Although a severe sustained drought affecting the Colorado River Basin would cause major economic and social disruptions in these and other communities, residents express little support for water management alternatives that would require significant shifts in economic development activities or in water use and allocation patterns. In particular, residents of these areas express little support for strategies such as construction and growth moratoriums, mandatory water conservation programs, water transfers from low-to high-population areas, water marketing, or reallocations of water from agricultural to municipal/industrial uses. This rejection of water management strategies that would require a departure from “business as usual” with respect to water use and allocations severely restricts the capacity of these and similar communities to respond effectively should a severe sustained drought occur.  相似文献
