Assessing ecological sustainability involves monitoring of indicators and comparison of their states with performance targets that are deemed sustainable. First, a normative model was developed centered on evidence-based knowledge about (a) forest composition, structure, and function at multiple scales, and (b) performance targets derived by quantifying the habitat amount in naturally dynamic forests, and as required for presence of populations of specialized focal species. Second, we compared the Forest Stewardship Council (FSC) certification standards’ ecological indicators from 1998 and 2010 in Sweden to the normative model using a Specific, Measurable, Accurate, Realistic, and Timebound (SMART) indicator approach. Indicator variables and targets for riparian and aquatic ecosystems were clearly under-represented compared to terrestrial ones. FSC’s ecological indicators expanded over time from composition and structure towards function, and from finer to coarser spatial scales. However, SMART indicators were few. Moreover, they poorly reflected quantitative evidence-based knowledge, a consequence of the fact that forest certification mirrors the outcome of a complex social negotiation process.  相似文献

The effect of atmospheric nitrogen deposition on the species richness of acid grasslands was investigated by combining data from a large Danish monitoring program with a large European data set, where a significant non-linear negative effect of nitrogen deposition had been demonstrated (Stevens et al., 2010). The nitrogen deposition range in Denmark is relatively small and when only considering the Danish data a non-significant decrease in the species richness with nitrogen deposition was observed. However, when both data sets were combined, then the conclusion of the European survey was further corroborated by the results of the Danish monitoring. Furthermore, by combining the two data sets a more comprehensive picture of the threats to the biodiversity of acid grasslands emerge; i.e., species richness in remnant patches of acid grassland in intensively cultivated agricultural landscapes is under influence not only from nitrogen deposition, but also from current and historical land use.  相似文献

This paper reports an assessment of the current and potential impacts of invasive alien plants on selected ecosystem services in South Africa. We used data on the current and potential future distribution of 56 invasive alien plant species to estimate their impact on four services (surface water runoff, groundwater recharge, livestock production and biodiversity) in five terrestrial biomes. The estimated reductions in surface water runoff as a result of current invasions were >3000 million m3 (about 7% of the national total), most of which is from the fynbos (shrubland) and grassland biomes; the potential reductions would be more than eight times greater if invasive alien plants were to occupy the full extent of their potential range. Impacts on groundwater recharge would be less severe, potentially amounting to approximately 1.5% of the estimated maximum reductions in surface water runoff. Reductions in grazing capacity as a result of current levels of invasion amounted to just over 1% of the potential number of livestock that could be supported. However, future impacts could increase to 71%. A ‘biodiversity intactness index’ (the remaining proportion of pre-modern populations) ranged from 89% to 71% for the five biomes. With the exception of the fynbos biome, current invasions have almost no impact on biodiversity intactness. Under future levels of invasion, however, these intactness values decrease to around 30% for the savanna, fynbos and grassland biomes, but to even lower values (13% and 4%) for the two karoo biomes. Thus, while the current impacts of invasive alien plants are relatively low (with the exception of those on surface water runoff), the future impacts could be very high. While the errors in these estimates are likely to be substantial, the predicted impacts are sufficiently large to suggest that there is serious cause for concern.  相似文献

This article compares a range of initiatives aimed at involving people in the management of forest resources in Nepal and India. In Nepal, we focus on three categories of state-initiated programs: community forestry, the parks’ buffer zone program, and leasehold forestry. In the southern Indian state of Karnataka, we study the state-initiated Joint Forest Planning and Management program along with older institutions of leaf manure forests (Soppina betta) and historical sacred forests (Kans). We conclude that state-initiated approaches to involving communities have been limited, at best, promote standardized and relatively inflexible management practices, and lead to partial improvement in biodiversity and people’s livelihoods. When management is initiated and owned by the community, as in the case of sacred groves in India, and when other conditions are appropriate, communities can have the opportunity to demonstrate their capacity for putting effective and adaptive conservation practices in place.  相似文献

Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three “Rio Conventions” were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. The Convention on Biological Diversity is defining the goals that will frame future global biodiversity policy in a context of rapid biodiversity decline and under pressure to make transformative change. Drawing on the work of Indigenous and non-Indigenous scholars, we argue that transformative change requires the foregrounding of Indigenous peoples’ and local communities’ rights and agency in biodiversity policy. We support this argument with four key points. First, Indigenous peoples and local communities hold knowledge essential for setting realistic and effective biodiversity targets that simultaneously improve local livelihoods. Second, Indigenous peoples’ conceptualizations of nature sustain and manifest CBD’s 2050 vision of “Living in harmony with nature.” Third, Indigenous peoples’ and local communities’ participation in biodiversity policy contributes to the recognition of human and Indigenous peoples’ rights. And fourth, engagement in biodiversity policy is essential for Indigenous peoples and local communities to be able to exercise their recognized rights to territories and resources.  相似文献

Mankind needs to use the resources and opportunities offered by the marine environment while protecting ecological processes and systems. This is the foundation for sustainable development, which can only be achieved by adopting an appropriate management approach. Whether internationally or at a regional scale, successful management of marine ecosystems needs to be based on a scientifically robust approach to monitoring environmental change. Within such a framework, the conservation of marine biological diversity is problematic, as many conventional measures of diversity are not appropriate for measuring the types of change that require management. New indicators are required and in this paper we summarise some of the current methodology being used to derive such indices, which may be used to evaluate the effectiveness of marine stewardship initiatives. Through a series of examples we demonstrate the application of the taxonomic distinctness indicator of biodiversity to marine environmental assessment and its development towards becoming an operational tool.  相似文献

/ We examined data relative to species abundance, distribution, anddiversity patterns of reptiles and amphibians to determine how perceptionschange over time and with level of sampling effort. Location data werecompiled on more than one million individual captures or observations of 98species during a 44-year study period on the US Department of Energy's(DOE) Savannah River Site National Environmental Research Park (SRS-NERP) inSouth Carolina. We suggest that perceptions of herpetofaunal speciesdiversity are strongly dependent on level of effort and that land managementdecisions based on short-term data bases for some faunal groups could resultin serious errors in environmental management. We provide evidence thatacquiring information on biodiversity distribution patterns is compatiblewith multiyear spatially extensive research programs and also provide aperspective of what might be achieved if long-term, coordinated researchefforts were instituted nationwide.To conduct biotic surveys on government-managed lands, we recommend revisionsin the methods used by government agencies to acquire and report biodiversitydata. We suggest that government and industry employees engaged inbiodiversity survey efforts develop proficiency in field identification forone or more major taxonomic groups and be encouraged to measure the status ofpopulations quantitatively with consistent and reliable methodologies. Wealso suggest that widespread academic cooperation in the dissemination ofinformation on regional patterns of biodiversity could result byestablishment of a peer-reviewed, scientifically rigorous journal concernedwith status and trends of the biota of the United States. The maintenance of biodiversity is urged from many quarters and on grounds ranging from aesthetic considerations to its usefulness, particularly for biotechnology. But regardless of the grounds for preserving biodiversity, writers are generally in agreement that it should be preserved. But, in examining the various references biodiversity, such as species diversity, genetic diversity, and habitat diversity, it is apparent that we cannot aim to preserve biodiversityas such, since there are a number of conflicts in any such undertaking. In preserving one aspect of biodiversity, we damage another aspect. Five arguments which attempt to ground our moral concern for biodiversity are reviewed and critiqued, not only for their consistency but also for their power to move us to action.
