/ Questionnaires from 39 state National Pollutant Discharge Elimination System (NPDES) agencies were analyzed using principal component analysis and multiple regression. Decentralized programs scored better in a fundamental indicator of efficiency (lower percentage of expired permits) and in the key effectiveness measure of unit-cost compliance achieved. In no case did centralized states score significantly better than decentralized ones. These results indicated support for the theory that superior local knowledge is the key mechanism. The work highlights the difficulties of using standard sampling and statistical techniques to investigate regional phenomena and presents an integrated approach combining small-scale sampling with broad-scale observations to provide input into a modeling exercise. It is suggested that such approaches are vital if landscape- and regional-scale processes are to be understood and managed. The way in which the problem is perceived (holistically or piecemeal) affects the way treatments are designed and their effectiveness: past approaches have failed to integrate the various scales and processes involved. / The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. CO2 can be effectively immobilized during CO2 injection into saline aquifers by residual trapping – also known as capillary trapping – a process resulting from capillary snap-off of isolated CO2 bubbles. Simulations of CO2 injection were performed to investigate the interplay of viscous and gravity forces and capillary trapping of CO2. Results of those simulations show that gas injection processes in which gravitational forces are weak compared to viscous forces (low gravity number Ngv) trap significantly more CO2 than do flows with strong gravitational forces relative to the viscous forces (high Ngv). The results also indicate that over a wide range of gravity numbers (Ngv), significant fractions of the trapping of CO2 can occur relatively quickly. The amount of CO2 that is trapped after injection ceases is demonstrated to correlate with Ngv. For some simulated displacements, effects of capillary pressure and aquifer dip angle on the amount and the rate of trapping are reported. Trapping increases when effects of capillary pressure and aquifer inclination are included in the model. Finally we show that injection schemes such as alternating injection of brine and CO2 or brine injection after CO2 injection can also enhance the trapping behavior. 相似文献

More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects.
