Like the rest of the world, African countries are reeling from the health, economic and social effects of COVID-19. The continent’s governments have responded by imposing rigorous lockdowns to limit the spread of the virus. The various lockdown measures are undermining food security, because stay at home orders have among others, threatened food production for a continent that relies heavily on agriculture as the bedrock of the economy. This article draws on quantitative data collected by the GeoPoll, and, from these data, assesses the effect of concern about the local spread and economic impact of COVID-19 on food worries. Qualitative data comprising 12 countries south of the Sahara reveal that lockdowns have created anxiety over food security as a health, economic and human rights/well-being issue. By applying a probit model, we find that concern about the local spread of COVID-19 and economic impact of the virus increases the probability of food worries. Governments have responded with various efforts to support the neediest. By evaluating the various policies rolled out we advocate for a feminist economics approach that necessitates greater use of data analytics to predict the likely impacts of intended regulatory relief responses during the recovery process and post-COVID-19. 相似文献

The COVID-19 pandemic is a global crisis emanating both from a virus (SARS-CoV-2) and from the drastic actions to contain it. Here, we reflect on the immediate responses of most world powers amid the pandemic chaos: totalitarian surveillance and nationalist isolation. Drawing on published literature, we consider measures such as wildlife-use bans, lockdowns and travel restrictions, along with their reverberations for people, economies and the planet. Our synthesis highlights significant shortfalls of applying command-and-control tactics in emergencies. For one, heavy-handed bans risk enormous unintended consequences and tend to fail if they lack legitimacy or clash with people’s values. Furthermore, reactive and myopic strategies typically view the pandemic as a stand-alone crisis, rather than unravelling the complex interplay of nature-society interactions through which zoonotic diseases originate. A return to adaptive management approaches that recognise root causes and foster socio-ecological resilience will be essential to improve human and planetary health and mitigate future pandemics. 相似文献

后疫情时期的大规模经济刺激计划引发了人们对绿色发展可能让位于经济复苏的担忧。尽管“绿色复苏”得到国内外广泛的呼吁和支持,但绿色是否意味着经济的妥协?绿色复苏可能面临怎样的挑战?这些问题的考量,对我国科学部署经济发展战略、完善顶层政策设计至关重要。基于疫情暴发以来的出行大数据、防疫管控措施等最新信息,构建细化经济复苏过程的全球疫情自适应模型,量化模拟不同复苏方案对经济、就业的拉动效应和碳排放影响。研究发现:以发展清洁能源和数字经济为主的绿色复苏方案对经济体量的拉动效应等同,甚至超过以化石能源和重工业为主的传统经济刺激方案;但前者面临的劳动力转型挑战可能拖慢经济复苏的进程。“绿色复苏”方案对我国经济体量的拉动效应比传统刺激方案高0.3%~14.8%,创造就业岗位数量变化-4%~3%,但同时需要近1亿人(约为初始就业人口总量的13%)跨行业就业,其中受疫情影响较大的中、低技能劳动者占96%以上。跨行业就业门槛和劳动者技能瓶颈可能增加劳动力流转匹配的时间成本,甚至带来“结构性失业”问题和社会不平等加剧的次生伤害。认为:经济复苏与绿色发展本质上不是对立的单选题,而是存在共赢的可能性。对“绿色复苏”在经济、就业和环境三方面正向协同效益的边界条件应有清醒认识和把握,仅仅关注经济拉动效应和创造就业岗位总量的潜在效益而忽视实现该理论效益的现实条件,可能会造成对经济刺激方案选择的误判。加强劳动力市场的灵活性、推动社会公正转型是提升经济系统韧性、实现复苏与绿色共赢的前瞻性举措。 相似文献

新型冠状病毒肺炎(COVID-19,简称“新冠肺炎”)疫情的发生,影响了我国经济水平较低、环境管控力度较薄弱的农村地区的发展.通过对新冠肺炎防疫过程与农村人居环境整治工作间的相互关系进行剖析,探究新冠肺炎疫情防控对农村人居环境整治的主要影响.结果表明,农村垃圾堆积、污水处理不当、厕所粪污无害化处理不达标以及基础设施建设不完善等农村人居环境薄弱环节,存在形成病毒传播扩散途径的风险.而交通运输限制虽然有效抑制了新冠肺炎疫情扩散,但也致使农村人居整治工作延滞.同时,新冠肺炎疫情的传播扩散在短期内限制了农民行为活动,降低了群众对农村人居环境整治工作的热情.据此,建议应健全农村人居环境整治制度,完善整治工程技术,从而在有效管控新冠肺炎疫情传播的同时,更好地推进农村人居环境整治,提高农民生活质量,为疫情过后恢复农民生活、农业生产以及农村发展打下坚实的基础. 相似文献

为解决铁路系统新冠肺炎(COVID-19)疫情防控常态化工作中基础工作薄弱、防护知识不足等问题,首先,确定个人管理、单位管控等为防控关键点;然后,通过建立全面防控管理制度,执行职工测温筛查、工作场所出入登记、严格环境消毒、确保供餐安全等措施;最后,提出发生疫情的列车单位应急处置对策措施。结果表明:铁路系统需强化落实标准化防疫工作流程,加强人员知识培训,持续完善COVID-19疫情的信息采集及监测工作;进一步提高疫情预测分析水平,提升突发公共事件应对能力。 相似文献

ABSTRACT This study explores the experience of the sub-urban slum residents in Okpoko (Anambra State), Ngwa-road Aba (Abia State), Ajegunle (Lagos State) and Gwagwalada (Abuja), to underscore the elitist and western contexts of Covid-19 lockdown and physical distancing policies. The study apprehends these policies as being counter-productive due to Nigeria’s peculiar socio-economic circumstances, and brainstorms on the need and prospects for adaption and institutionalisation of an indigenous Afro-centred approach towards the containment of the Covid-19 pandemic. The use of herbal mixtures or local concoctions such as parboiled garlic cloves, lemon and ginger juice in the treatment and/or prevention of Covid-19 pandemic is a popular home-grown indigenous approach/practice which is generally believed to have inhibitory effects against Covid-19 by majority of the local people. The effort to close the gender gaps in employment is one of the priorities worldwide to help address the disparity that exists between men and women in terms of rights and opportunities and to grow the economy in a sustainable way. Several academics and international organizations are interested in understanding its evolution, as well as the reasons and consequences of its existence. In this sense, the crisis alters the labor markets, affecting male and female employment ratios to varying degrees. To determine the foundations and consequences of the COVID-19 in the labor sphere: we first discuss the most relevant international analysis of employment in pre-and post-COVID-19 times. Second, we synthesize the state of the art of the most relevant literature on gender gap in employment and its drivers, especially those related to the impact of the coronavirus. To achieve this, we revised 731 papers since 1989 until January 2024. The reports of different organizations, as well as scientific studies indicate that the coronavirus has represented a setback for female empowerment. This is evident in higher rates of destroyed employment due to the pandemic impact on more feminized sectors, and women have assumed greater responsibilities at home compared to males. With a sample of 394 articles published between 2020 and January 2024, we employed a bibliometric approach to understand the evolution of scientific research on the subject. Our results provide a theoretical and conceptual framework that facilitates academic progress in understanding gender inequality, as well as practical guidance in identifying gaps. 相似文献

The coronavirus disease 2019 (COVID-19) pandemic is an unprecedented worldwide health crisis. Many previous research studies have found and investigated its links with one or some natural or human environmental factors. However, a review on the relationship between COVID-19 incidence and both the natural and human environment is still lacking. This review summarizes the inter-correlation between COVID-19 incidence and environmental factors. Based on keyword searching, we reviewed 100 relevant peer-reviewed articles and other research literature published since January 2020. This review is focused on three main findings. One, we found that individual environmental factors have impacts on COVID-19 incidence, but with spatial heterogeneity and uncertainty. Two, environmental factors exert interactive effects on COVID-19 incidence. In particular, the interactions of natural factors can affect COVID-19 transmission in micro- and macro- ways by impacting SARS-CoV-2 survival, as well as human mobility and behaviors. Three, the impact of COVID-19 incidence on the environment lies in the fact that COVID-19-induced lockdowns caused air quality improvement, wildlife shifts and socio-economic depression. The additional value of this review is that we recommend future research perspectives and adaptation strategies regarding the interactions of the environment and COVID-19. Future research should be extended to cover both the effects of the environment on the COVID-19 pandemic and COVID-19-induced impacts on the environment. Future adaptation strategies should focus on sustainable environmental and public policy responses. 相似文献
