Abstract: Impervious cover is a commonly used metric to help explain or predict anthropogenic impacts on aquatic resources; often it is used as a surrogate for intensity of human impacts when evaluating effects on aquatic resources. The most common way to estimate imperviousness is based on relationships with land use. Few studies have evaluated how the relationship between impervious surface and land use varies among geographies with different levels of development and between types of imagery used to assign land use type. In this study, we assess variability in estimates of imperviousness based on two locally available land use datasets: one based on aerial imagery (2‐m resolution) and another based on satellite imagery (30‐m resolution). The ranges and variability in imperviousness within land use categories were assessed at several spatial scales, including within counties, between counties, and between watersheds. Results indicate that there was considerable variability for all developed land use types. Estimated impervious cover often varied over a range of 20‐40% points within a land use category. Furthermore, there were clear spatial patterns both between and within counties, with impervious cover for a given land use type being higher near the urban centers and lower at the margins of development. Estimates of imperviousness for 12 study watersheds indicated that variability increased with increasing watershed development, making it difficult to confidently set management or regulatory targets based on impervious cover. This study suggests that locally derived, high resolution satellite or aerial imagery should be used to estimate imperviousness when a high level of accuracy and precision is required for regulatory or management decisions. Furthermore, the error associated with impervious land use relationships should be accounted for when using impervious cover in runoff or water quality models, or when making management decisions regarding stream health.  相似文献

DOI: 10.1111/j.1752-1688.2010.00488.x Abstract: The United States (U.S.) federal standard for arsenic in potable water systems is only the second water quality standard in which the U.S. Environmental Protection Agency (USEPA) administrator used “discretionary authority to establish a less stringent standard” based on the results of cost-benefit analyses. Based on the findings that a “standard of 3 μg/l would be feasible but not justified,” the revised maximum contaminant level (MCL) lowered the allowable arsenic concentration from 50 to 10 μg/l in 2002. In 2009, approximately 145 systems in California were out of compliance. The objectives were to gather performance and cost data from arsenic treatment systems in California to compare with data from the USEPA demonstration sites as well as with the USEPA affordability metrics for drinking water. The median cost of compliance with the revised arsenic MCL for the 36 surveyed systems was $1.95/1,000 gallons (2008 dollars), which is 69% of the average cost of delivered tap water in the U.S. in 2008 ($2.81/1,000 gallons). Additionally, 22% of the surveyed systems in California paid more than the maximum predicted cost of compliance with the revised arsenic MCL ($5.05/1,000 gallons). The largest variation in cost was seen in the systems that treated <500 gpm. For the systems utilizing adsorption, systems obtained between 20 and 80% of the expected bed volumes prior to breakthrough, indicating the need for better prediction of performance.  相似文献

This article describes Dig Deep Farms & Produce, a food justice organisation and urban farm working to stimulate local economic development, create jobs, and improve the quality and accessibility of food in Ashland and Cherryland in California's Bay Area. Their practices are based on self-determined values although they take a flexible, anti-essentialist approach to foodie logics, which are prominent and problematic in the Bay Area. The case study then examines specific practices and strategies, as well as intersections with foodie logics, in three arenas – values determination, strategic partnerships, and foodways – that help to cultivate food justice and highlights key characteristics of food justice work: emphasising self-determination and working to fundamentally change the economic and social conditions of food apartheid.  相似文献

A trophic structure model of the rocky coastal ecosystem in Bahia Tortugas, Mexico was constructed using Ecopath software to represent the main biomass flows in the system. Data for the model came from field observations (biomass estimates, stomach contents, and ecological observations for sea snails, abalones, lobster, some demersal finfishes, and macroalgae) carried out through ten field trips from 2006 to 2008. The results provide a snapshot of how the ecosystem operates. The model considers 23 functional groups. The total system throughput was 553 t/km2/year, 57% corresponds to internal consumption, 28% to respiration, 14% becomes detritus, and only 1% is removed through commercial fishing. The model suggests that even for exploited populations, predation and competition are heavier stresses than current fishing effort; however, because spiny lobster showed the second highest keystoneness’ index value, increasing fishing pressure on this group could strongly impact the entire ecosystem. We believe that this model has the potential to support management by allowing the exploration of the potential impacts of different fishing decisions at ecosystem level.  相似文献

In the Imperial County, California, earthquake of 15th October 1979, the Imperial County Services Building was seriously damaged — and has subsequently been demolished. At the time of the earthquake there were approximately 123 occupants in the six-storey reinforced concrete building which housed a number of county service departments. PROBLEM: On July 1, 1998, in an effort to ameliorate the problem of high teenage driver crash rates, California implemented a graduated driver licensing system (GDLS). METHOD: Data on injury crashes of 16- and 17-year-old drivers from a pre-GDLS year were compared with data from two post-GDLS years. Per-capita crash rate ratios were adjusted for changes in crash rates of 25- to 34-year-old drivers, who were unaffected by the GDLS. Prevented numbers and 95% confidence intervals were estimated. RESULTS: Fatal or severe injury crash rates were significantly lower during each of the two post-GDLS years (adjusted rate ratios (RR)=0.72 and 0.83, for 2000 vs. 1997 and 2001 vs. 1997, respectively). Significant rate reductions were observed for all crash types, particularly for struck object (RR=0.71 and 0.80, for 2000 vs. 1997 and 2001 vs. 1997, respectively) and non-collision (RR=0.63 and 0.72, for 2000 vs. 1997 and 2001 vs. 1997, respectively). Minor injury crash rates were also lower during post-GDLS years (RR=0.87 and 0.90, for 2000 vs. 1997 and 2001 vs. 1997, respectively). Percent reductions were notably larger during the hours of the late night driving restriction (midnight-5 a.m.) (RR=0.79 and 0.87, for 2000 vs. 1997 and 2001 vs. 1997, respectively). SUMMARY: The implementation of the California GDLS was followed by large reductions in the rate of injury-producing motor-vehicle crashes. IMPACT ON INDUSTRY: This evaluation supports previous evidence that GDLS is an effective countermeasure to adolescent motor-vehicle crashes and their associated injuries. States with a traditional licensing system may prevent adolescent driver crashes by adopting a GDLS. Future studies should examine factors that influence teenager compliance with GDLS provisions and identify approaches to improving compliance.  相似文献

ABSTRACT: The Hydrologic Simulation Program‐FORTRAN (HSPF) is a powerful time variable hydrologic model that has rarely been applied in arid environments. Here, the performance of HSPF in southern California was assessed, testing its ability to predict annual volume, daily average flow, and hourly flow. The model was parameterized with eight land use categories and physical watershed characteristics. It was calibrated using rainfall and measured flow over a five‐year period in a predominantly undeveloped watershed and it was validated using a subsequent 4‐year period. The process was repeated in a separate, predominantly urbanized watershed over the same time span. Annual volume predictions correlated well with measured flow in both the undeveloped and developed watersheds. Daily flow predictions correlated well with measured flow following rain events, but predictions were poor during extended dry weather periods in the developed watershed. This modeling difficulty during dry‐weather periods reflects the large influence of, and the poor accounting in the model for, artificially introduced water from human activities, such as landscape overwatering, that can be important sources of water in urbanized arid environments. Hourly flow predictions mistimed peak flows, reflecting spatial and temporal heterogeneity of rainfall within the watershed. Model correlation increased considerably when predictions were averaged over longer time periods, reaching an asymptote after an 11‐hour averaging window.  相似文献

ABSTRACT: Jumbo multiple plate samplers were suspended in a river at 0.3 and 1 m depth in one of three orientations: interplate spaces closed to downwelling light and open to flow, open to light and flow, or open to light and closed to flow. Mean numbers of colonizing taxa and individuals were not significantly different among orientations after eight weeks of submergence. All variables tested decreased significantly with depth. Mean number of taxa, number of individuals (1 m only), and insect diversity decreased between samplings at four and eight weeks for samplers that were closed to light and open to flow. All orientations, depths, and durations had one-half to two-thirds of the total taxa. Colonization was affected by location in the river and position on sampler suspension equipment. The results indicate lack of orientation effects on colonization or high variability that obscured such effects. The sampler suspension equipment possibly increased among-sampler variability by forming artificial snag habitats, and interplate light and flow conditions at different orientations may not have been sufficiently distinct to elicit different biological responses. Individual samplers provided diverse microhabitats regardless of orientation, but it would be prudent to include orientation among the variables considered in use of multiple plate samplers.  相似文献

In 1990, the National Research Council (NRC) published two in-depth assessments of marine environmental monitoring effectiveness. The first of these, Managing Troubled Waters: The Role of Marine Environmental Monitoring, provided a national perspective and the second, Monitoring Southern California's Coastal Waters, examined the specifics of monitoring design and implementation in a densely populated, highly urbanized coastal region. The reports include explicit recommendations about the need for greater regionalization of monitoring efforts, supported by greater standardization of field, laboratory, and data analysis methods. They also identified the need for centralized data management and for greater flexibility in the language of standard discharge permits, flexibility that would permit discharge agencies to more readily participate in regional monitoring and research programs. Other recommendations identified a need for EPA and NOAA to focus on creating a national monitoring program structured as a network of coordinated local and regional efforts. Finally, the NRC emphasized the need for better reporting and for periodic review of monitoring's relevance to management concerns. In this paper, we use southern California as a test case to assess progress made in implementing the NRC's recommendations. We review progress made on each recommendation and discuss the features of the regulatory and management climate that contributed to or impeded this progress. We also consider whether, and to what extent, the NRC's recommendations remain relevant in the present context.  相似文献

Environmental problems are typically addressed by fragmented governance institutions. Fragmentation can present serious barriers to resolving environmental conflicts, but can also offer benefits. The CALFED experience should not be seen as demonstrating that unified governance is necessarily superior. Rather, it is a reminder that a fragmented governance strategy is not likely to succeed without strong leadership and tools for resolving inter-agency conflicts.  相似文献
