The future of local planning and development control

This paper examines the various pressures for state action in respect of land use and environmental management. It then considers the processes through which these pressures are currently being articulated into policies and actions. A brief assessment of the effectiveness of local planning practice follows and then the paper considers the questions which should be addressed in land use and environmental issues in the UK.     

Opportunities for landowner participation in local planning

Much has been written on public participation in local planning but very little on the involvement of landowners. This is despite the clear financial motives which encourage many landowners to participate in the local planning process. The paper demonstrates how in one case in West Yorkshire, an important historic landowner was able to exert a substantial influence on the pattern of land use allocations in an adopted local plan. Although the particular characteristics of the case study may not be found elsewhere, it helps to identify how more substantial research in this often neglected area might proceed.     

“Down in the forest something stirred”: issues raised by the Lyndhurst planning inquiry

The Planning Inquiry is used in Britain as a vehicle for resolving conflicts between energy developments and land use in areas of high ecological or amenity value. This is a report of one such inquiry; the Lyndhurst Inquiry which has been regarded as a test case of establishing oil and gas reserves against the importance of environmentally sensitive areas. The ultimate decision is seen as indicative of the complexity of issues involved.     

Viability of processing in copper-mining areas : An economic analysis

Although copper is exported mainly in the form of semi-refined or refined copper, exports of copper in the form of ores and concentrates increased their share of world copper exports in the 1970s. These exports mainly originate from copper-mining areas with limited access to the inputs required for stages subsequent to mining. This article surveys the options open to copper-producing countries to increase their revenue from copper, and concludes that changes in the composition of exports to favour the export of more processed forms of copper would require substantial changes in the economic structure of a country. Trade barriers are not felt to constitute a substantial obstacle to world trade in refined or semi-fabricated copper.     

FORUM: Is Ecotourism Sustainable?

/ It is legitimate to ask whether and in what form tourism might contribute to sustainable development. This is not the same as sustainable tourism which, as a single-sector approach to development, may overlook important linkages with other sectors. If tourism is to contribute to sustainable development, then it must be economically viable, ecologically sensitive and culturally appropriate. Ecotourism is often advocated as being a sustainable form of tourism but imprecision in terminology clouds basic issues and there are strong economic, ecological, and cultural reasons for believing that, even in its purest forms, ecotourism is likely to present substantial challenges to destination areas, particularly if it competes for scarce resources and displaces existing uses and users. Sustainable tourism and ecotourism are not synonyms, many forms of ecotourism may not be sustainable, and if ecotourism is to contribute to sustainable development, then careful planning and management will be required.KEY WORDS: Ecotourism; Sustainable development; Development; Tourism

较系统地论述了我国目前综采放顶煤工作面粉尘综合治理的最新技术与成果，包括厚煤层注水技术，采煤机应用外旋双层雾流罩封尘源除尘技术，液压支架和放煤口联合自动控制喷雾降尘技术及破碎机声波雾化降尘技术等，并说明其应用及效果。根据现有降尘技术存在的问题，结合现场实际讨论其发展趋势     

室内装饰装修材料测试舱的研制与应用

介绍了测试舱的研制意义、测试舱构造和温度控制部分,以及空气交换、循环控制,空气净化装置和温度、湿度、流速显示装置等.通过实验,对测试舱的温度控制,空气净化系统检验,空气交换、循环的检验,释放甲醛平衡点的快速判断和测试舱的比对等运行技术指标进行了论证、优化.结果表明,简易的室内装饰装修材料测试舱对主要运行参数可以自动运行与控制,运行情况满足国家标准方法的技术指标要求,与同类商品化测试舱相比,误差在2%左右.
