The division of responsibilities between public and private actors has become a key governance issue for adaptation to climate change in urban areas. This paper offers a systematic, comparative analysis of three empirical studies which analysed how and why responsibilities were divided between public and private actors for the governance of local urban climate adaptation. For 20 governance arrangements in European and North-American cities, the divisions of responsibilities and the underlying rationales of actors for those divisions were analysed and compared. Data were gathered through content analysis of over 100 policy documents, 97 in-depth interviews and 2 multi-stakeholder workshops. The comparative analysis reveals that local public authorities are the key actors, as they bear the majority of responsibilities for climate proofing their cities. In this stage of policy emergence, local authorities are clearly in the driving seat. It is envisaged that local public authorities need to more actively engage the different private actors such as citizens, civil society and businesses through governance networks along with the maturation of the policy field and the expected acceleration of climate impacts in the coming decades.  相似文献

Overlaps between economic development, sustainability and climate change objectives have both political and practical implications for the development of policies addressing climate change mitigation and adaptation. However, little empirical research has systematically investigated factors underlying these overlaps. Here, survey responses from 287 cities in the US are used to explore associations between the presence of such overlaps and these cities’ policy actions and contextual conditions. Patterns in the presence of these overlaps are described, which help shed light on the political economy underlying policymakers’ considerations about overlapping climate change mitigation and adaptation considerations with economic development or sustainability. Policymakers’ considerations about the possible political co-benefits and political trade-offs of these objective overlaps will play a critical role in shaping interconnected policy responses to complex challenges like climate change in the years ahead.  相似文献

ABSTRACT

Cities, with their increasing populations, are host to a range of issues including non-climatic factors due to the prevailing development paradigm, discriminatory urbanisation patterns, and weak governance structures. Climate change poses an additional challenge and exacerbates existing vulnerabilities affecting cities and its people, especially the urban poor. This paper highlights the barriers and enablers to climate change-related adaptation experienced in some of Bengaluru’s informal settlements. The barriers described in the paper include economic, social, governance and information related issues that impede local actions and increase vulnerabilities. Enabling factors such as improving social and human capital, gaining formal recognition and most importantly support from agencies (e.g. local government, civil societies, and community leaders), help overcome some of the barriers or challenges. Hence, local level adaptation measures mainstreamed with local developmental agendas help address some of the structural causes of vulnerability. Contextual policies and interventions can facilitate successful local level adaptation measures.  相似文献

ABSTRACT

City governments have access to a range of policy instruments to reduce flood risk, but choosing among these tools is challenging. This article identifies fourteen different policy instruments that could contribute to urban flood risk reduction and draws on interviews with expert stakeholders to score these instruments across eight evaluation criteria. The results indicate which policy tools the interviewees consider to be most and least suitable and illuminate the trade-offs inherent in instrument selection. Complementary relationships between the various instruments are also considered in the context of instrument mixes – combinations of multiple policy tools designed to maximise urban flood risk reduction.  相似文献

The energy, environmental and social benefits of sustainable transportation, i.e. public transit, biking and walking, have long been recognized but are now mainstream in global and local transportation policy debates. However, the economic value of sustainable transportation has always been seen as secondary, unless many external costs were included. The results of a new global study show that cities with significant sustainable transportation systems have reduced costs on road construction and maintenance; better operating cost recovery and fuel-efficiency; fewer road accidents and less air pollution. In overall terms, the percentage of city funds going to transportation is reduced. The data show that cities with the most roads have the highest transportation costs and the most rail-oriented cities have the lowest. Further, the most sprawling cities have the highest direct and indirect costs for transportation. Thus, strategies to contain sprawl, to reurbanize, to build new rail systems into car-dependent suburbs with focussed sub-centers, and to facilitate biking and walking, not only will improve energy efficiency but will reduce costs to the economy of a city. Strategies that build freeways and add to sprawl will do the opposite. Trends indicate that moves toward sustainable urban patterns are beginning. The need to operationalize sustainable transportation strategies in planning and engineering practice and in the politics of infrastructure funding remains a major challenge. Abstract

The most dynamic demographic process of the past 250 years has been the movement of people from rural areas to cities. For most of this period urbanisation has been concentrated in economically more developed parts of the world, but during the last 50 years the focus has shifted to economically less developed regions. Urbanisation, particularly in developing countries, has led to increasing global exposure to a variety of natural hazards, not the least of which are risks posed to large cities by volcanoes. In this paper we monitor these demographic changes and detail the various types of volcanic hazard to which cities are exposed. A major eruption affecting a city in a developing country could cause widespread loss of life and regional disruption. Effective response, however, might minimise casualties in a city within a developed nation affected by a major eruption, but the economic impact could have global consequences. We argue that global hazard exposure is often subtle and involves not only the size of a city and the types of volcanic product that may occur, but also the strategic position of the threatened city within the economy of a country and/or region and the fact that volcano-induced tsunami and other consequences of eruptions, such as climatic change, may affect cities far removed from a given eruption site. Mitigation measures informed by both specifc prediction (surveillance) and general prediction (hazard mapping) are providing the potential to reduce hazard exposure. The paper concludes with a consideration of ongoing research, in particular the emphasis currently being placed on conflating hazard analysis with studies of place, economy, society and culture.  相似文献

基于2013—2022年全国339个地级及以上城市环境空气质量监测数据,分析了10年来环境空气质量变化特征。结果表明,2013—2022年全国环境空气质量持续改善,74个重点城市ρ(PM2.5)从2013年的68μg/m3降至2022年的29μg/m3,降幅为57.4%;一次排放污染物ρ(SO2)和ρ(NO2)10年降幅分别为71.9%和27.6%,ρ(CO)自2015年以来下降42.1%;全国ρ(O3)波动变化,受高温干旱影响,2019和2022年ρ(O3)为148和145μg/m3,其他年份ρ(O3)在137~139μg/m3波动。全国74个重点城市优良天数比例从2013年的65.7%上升至2022年的83.0%,相当于10年间每个城市优良天数增加65d;重污染天数比例从2013年的7.9%下降至2022年的0.6%,重污染天数减少90%。2020—2022年,90%以上的非沙尘重污染天出现在秋冬季(11—12月和1—2月),夏秋季O3超标问题对优良天数比例影响显著,建议进一步强化重点区域污染联防联控与重点城市大气污染防治,加强多污染物协同治理,推进空气质量持续改善。  相似文献
