北川羌族自治县是2008年"5·12"地震的极重灾区,地震给其境内的各类城乡建筑造成了严重的损失,经过3a多的灾后重建,该县聚落空间得到快速的重构。2013年的7·9洪灾之后,北川境内的地质灾害事件全面爆发,给重构聚落空间的安全造成了严重的威胁。以2013年7·9洪灾之后的灾情普查数据和北川的土地利用图为基础数据,利用GIS技术,使用最邻近法及主成份分析法分析评价了北川境内聚落空间的地质灾害灾情特征,并根据各个聚落斑块的灾情指数值的大小将其划分为灾情轻微、较重、严重和极严重的4个等级。评价的结果表明:北川县境内共有1 016个聚落斑块受到地质灾害点的威胁,占聚落斑块总数的5.702%;其中,灾情极重的聚落有45个、灾情严重的聚落有64个、灾情较重的聚落有775个、灾情较轻的聚落有132个。该评价结果可以为地方政府根据各受灾聚落灾情的轻重缓急而制定出科学的防灾减灾决策提供基本依据。  相似文献

泛长江三角洲地区经济发展与生态环境耦合协调关系分析   总被引:3,自引:0,他引:3  
以泛长三角地区41个地级市以上的政区为例,运用改进熵值法计算经济发展及生态环境系统的综合得分,并运用耦合协调模型分析1999~2013年两系统的耦合协调度及其演变,最后通过经济发展与生态环境系统得分排名划分4种类型,提出未来泛长江三角洲经济发展分类指导建议。研究结果表明:(1)1999~2013年泛长三角地区经济发展与生态环境的耦合度C∈[0.5,0.8],整体位于磨合阶段;而系统协调度D∈[0.3,0.5],整体属于中度耦合协调;(2)1999~2013年泛长三角经济发展与生态环境系统耦合协调度呈现上升态势,但经济发展与生态环境系统综合评价值仍表现负相关的特征;(3)未来苏南地区、皖江地区、杭甬地区需要进一步调整产业分布结构,提升城市经济发展环境;而苏北地区、皖西地区、浙西南地区需要进一步增加城市经济发展的软、硬实力各种要素的投入,并将城市生态环境优势转化为经济增长优势。  相似文献

岷江上游水电开发特点及其空间格局分析   总被引:1,自引:0,他引:1  
研究流域的水电开发类型与空间格局,可为水库群的累积环境影响评价、流域水电优化布局等提供科学参考。在流域分割的基础上,对岷江上游水电站的基本类型、水电站的空间分布格局进行了全面分析,并构建水电开发率、水电开发密度和水电开发强度3个指标对流域水电开发程度作出综合评价。结果表明岷江上游流域水电站类型以高水头低闸坝的引水式小水电为主,高坝大库相对较少。梯级水电开发已拓展至岷江三级支流,汶川—都江堰河段是干流水电开发程度最高的河段,杂谷脑河是水电开发程度最高的一级支流流域。岷江上游流域的水电开发率远高于全国平均水平,梯级水电开发密度大于国内主要河流。农村小水电占水电站总数的82%,梯级农村小水电对生态环境的累积影响是将来值得深入探讨的问题。  相似文献

利用实验室内建立的河流岸坡展开对地表径流中氨氮在模型内部沿程净化效果的实验研究。结果显示,河流岸坡对氨氮的去除率在90%以上;沿程氨氮浓度在缓坡模型的第二断面、第三断面的浓度及净化效率较为稳定,而在陡坡模型中的第三断面浓度及净化效率均出现较大波动;此外,合理的进水负荷使两种河流岸坡对氨氮的去除率稳定在96%左右;相比较而言,缓坡模型沿程对氨氮的净化效率要比陡坡模型稳定。  相似文献

以太原市土壤作为研究对象,系统研究了太原市城市土壤及工业区土壤中Cr、Ni、Cu、Zn、As、Cd、Pb的污染水平和分布,并对污染状况进行了评价.研究表明,太原市土壤中重金属的含量分别为Cr:35.35—848.80mg·kg-1,Ni:4.00—99.57 mg·kg-1,Cu:4.89—266.99 mg·kg-1,Zn:45.16—677.01 mg·kg-1,As:0.66—35.46 mg·kg-1,Cd:nd—1.00 mg·kg-1,Pb:15.61—1240.41 mg·kg-1.其中城市土壤重金属含量较低,工业区土壤重金属含量较高,受到多种重金属的复合污染.以土壤环境质量国家二级标准值作为评价标准,用单项污染指数和综合污染指数对太原市土壤重金属污染进行评价,结果显示太原市大部分城市土壤未受7种重金属污染,只有6.7%的地区处于轻污染水平;工业区土壤污染严重,污染程度从高至低为化工厂(重污染)热电厂(重污染)化肥厂(重污染)第一电厂(中度污染)建筑工地(中度污染)焦化厂(轻污染).7种重金属在太原市土壤中的空间分布规律不同,且均与工业区分布相关,工业区是太原城市土壤重金属污染的重要来源.  相似文献

In April 2013, a 7.0?Mw earthquake struck in Lushan County, Sichuan Province, China, causing serious housing damage. Housing reconstruction is a crucial part of disaster recovery, and resident participation has been recognized as a key part of reconstruction success. This paper examined housing reconstruction resident participation in the post-Lushan earthquake period as a multi-stage problem based on multi-stakeholder collaborative perspectives, which covered emergency shelter, temporary housing and permanent housing stages. Multi-stage field research was conducted in the affected areas, and the residents were found to be fully involved in the reconstruction with a ‘high – medium – high' distribution across the three stages. Resident participation experiences were summarized in terms of previous earthquake education, NGO participation and community-based organization functions, and the reasons discussed, such as civic awareness and civic rights. Problems regarding improper reconstruction and cultural conflicts were also examined and valuable suggestions given.  相似文献

The Environmental Management System (EMS) is commonly implemented in private firms. However, on the basis of a strengths, weaknesses, opportunities and threats (SWOT) analysis, our work analyzes the consequences of implementing an EMS within the context of local public administrations, particularly regarding the City Council of Ohanes in Almería (Spain). This is the first European corporation to implement an EMS according to the ISO 14001 Standard, certified by the Spanish Association of Normalization and Certification. Its analysis would be equivalent to the Shumpeterian "market innovator study", so that public administration "followers" can take advantage of the derived benefits and of minimizing the negative effects of such an experience. On the other hand, we show that the economic and environmental advantages derived from the EMS go beyond the activities that the City Council is in charge of. They have spillover effects that extend them to all economic activities in the municipality and these effects are expected to be increased in the medium and long-term perspective. In this paper, we compare the costs and benefits that the municipality obtains in two cases: the City Council implements the EMS or it does not implement it. The main objective of this article is to show the economic and environmental advantages obtained by a municipality when it is only the City Council who is implementing an EMS. It is logical to suppose that this case study can stimulate other municipalities to use this instrument, even if the economic and environmental characteristics of the municipality are different.  相似文献

Our research focuses on the linkage between land use planning policy and the spatial pattern of exposure to air toxics emissions. Our objective is to develop a modeling framework for assessment of the community health risk implications of land use policy. The modeling framework is not intended to be a regulatory tool for small-scale land use decisions, but a long-range planning tool to assess the community health risk implications of alternative land use scenarios at a regional or subregional scale. This paper describes the development and application of an air toxic source model for generating aggregate emission factors for industrial and commercial zoning districts as a function of permitted uses. To address the uncertainty of estimating air toxics emission rates for planned general land use or zoning districts, the source model uses an emissions probability mass function that weights each incremental permitted land use activity by the likelihood of occurrence. We thus reduce the uncertainty involved in planning for development with no prior knowledge of the specific industries that may locate within the land use district. These air toxics emission factors can then be used to estimate pollutant atmospheric mass flux from land use zoning districts, which can then be input to air dispersion and human health risk assessment models to simulate the spatial pattern of air toxics exposure risk. The model database was constructed using the California Air Toxics Inventory, 1997 US Economic Census, and land assessment records from several California counties. The database contains information on more than 200 air toxics at the 2-digit Standard Industrial Classification (SIC) level. We present a case study to illustrate application of the model. In the Heihe River Basin in the arid inland area of northwest China, the distribution of water resources in vegetation landscape zones controls the ecosystems. The carbon sequestration capacity of vegetation is analyzed in relation to water resources and vegetation growing conditions. During the last 20 years, the vegetation ecosystems have degenerated in the Heihe River Basin. Simulation using the C-FIX model indicates that, at present, the total amount of NPP of vegetation accounts for about 18.16 TgC, and the average value is 106 gC/m(2)/yr over the whole basin. NPP has generally the highest value in the upperstream mountain area, middlestream artificial oases area, downstream river bank area, alluvial fan and the terminal lake depression where vegetation grows relatively well. The lowest value is found in the vast downstream desert and Gobi area. Protection of vegetation ecosystems and enhancement of carbon sequestration require such inland river basins as the Heihe River Basin to be brought under management in a comprehensive way, taking water as a key, to carry out a rational and efficient allocation and utilization of water resources.  相似文献
