论文针对西藏水电开发及外送在我国优化能源资源配置、调整能源结构和控制CO2排放中的重要地位,综合考虑受电区火力发电的供电煤耗、CO2排放水平及其动态变化,开展西藏地区水电开发的化石燃料替代、CO2减排等低碳效益评价。结果表明:1)2006—2012年西藏水电开发的化石燃料替代效应和CO2减排效应变化具有明显的波动性;2)不同技术水平下西藏水电开发的化石燃料替代效应存在明显差异,华中电网技术水平下西藏水电开发的化石燃料替代量最大,西北、西藏电网技术水平下次之,全国电网技术水平下最小;3)不同排放水平下西藏水电开发的CO2减排效应也存在明显差异,西藏电网排放水平下西藏水电开发的CO2减排量最大,西北、华中电网排放水平下次之;4)西藏水电未来开发的化石燃料替代潜力和CO2减排潜力突出,2030年西藏水电开发的化石燃料替代量超过2012年西北电网5省区火电燃料消耗总量的75%;与其他排放水平相比,2030年华中电网排放水平下西藏水电开发的CO2减排量相对较小,但仍然超过2013年阿根廷、巴基斯坦、越南等国能源消费的CO2排放量。因此,西藏水电开发及外送对于我国推动能源结构低碳化、实现2030年应对气候变化国家自主行动目标等具有重要意义。 相似文献

Abstract: Developed nations intervened in conservation policy across Africa during the 20th century to address needs to protect species and biodiversity that were based on their own perceptions and priorities. In the 21st century, conservationists in Africa have revised these perceptions and begun the process of identifying conservation priorities from an African perspective and in consideration of Africans' priorities. Although foreign conservation interveners struggled to identify mechanisms to which local people would respond, African conservationists are now demonstrating how to integrate the continent's unique socioeconomic circumstances into efforts to protect biodiversity. An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act. 相似文献

Although the war in Liberia in July 2003 claimed hundreds of lives, the international community was reluctant to intervene. In this article, the author debates the question: does international military intervention equal protection of populations? The role of humanitarian organisations in military intervention is considered. Aid organisations cannot call for deployment of a protection force without renouncing their autonomy or appealing to references outside their own practices. Such organisations provide victims with vital assistance and contribute to ensuring that their fate becomes a stake in political debate by exposing the violence that engulfs them, without substituting their own voices for those of the victims. The political content of humanitarian action is also outlined and military intervention in the context of genocide is discussed. The author concludes that the latter is one of the rare situations in which humanitarian actors can consider calling for an armed intervention without renouncing their own logic. 相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee. 相似文献

微生物燃料电池(MFC)可在阴极实现反硝化、短程反硝化和同步硝化反硝化并产生电能,但在MFC阴极实现同步短程硝化反硝化的研究尚未见到报道。为了探讨MFC阴极同步短程硝化反硝化工艺的性能,将双室曝气阴极MFC与A/O脱氮工艺结合处理人工模拟低碳氮比废水。通过静置运行15 d使得MFC阴极室亚硝态氮得以积累,氨氧化菌得以富集。随即改为连续运行后第21天成功启动同步短程硝化反硝化MFC;阴极出水氨氮浓度为0.3 mg/L,亚硝态氮浓度为15.9 mg/L,硝态氮浓度为0.6 mg/L,亚硝化率达到95%以上,阴极电极自养反硝化去除率达到50%以上,COD去除率达到85%以上。结果表明,将MFC与同步短程硝化反硝化工艺结合,通过阴极室中氧气得电子获得高pH,可以强化同步短程硝化反硝化工艺,完成生物脱氮的同时回收电能,并具有减少外加碱度的优势。 相似文献
