In the United States, few constituents know and understand climate policy, prioritize it as a political topic, or let their voting decisions depend on it. In these conditions, representatives would not be expected to pay heed to constituents’ climate concern in their voting decisions. Still, even after controlling for the presence of interest groups, campaign finance, and legislators’ party affiliation and ideology, there is a consistent link between public opinion and votes on cap-and-trade legislation in the House (and to a lesser degree in the Senate). The same is true when public opinion is simulated based on pre-vote district characteristics. Explanations for these findings are discussed. 相似文献
The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. The historical path to the Paris accord is outlined, and a preliminary assessment is offered of its key elements and outcomes. 相似文献
This paper focusses on a conceptual overview of ways to address a comprehensive analysis of ecosystem services (ES) in a country as large and heterogeneous as Russia. As a first step, a methodology for assessing the services for the federal subjects of Russia was chosen, i.e., its constituent provinces and similar entities, in physical terms. Russia harbors a great diversity of natural conditions and ecosystems which are suppliers of ES, and likewise a variety of the socio-economic conditions that shape the demand for these services and their consumption. The methodological approach described permits several important tasks to be addressed: the evaluation of the degree of satisfaction of people’s needs for ES, the identification of ecological donor and acceptor regions, and zoning of the country’s territory for ES assessment. The next step is to prepare a prototype of a National Report on ES in Russia, for which we are presenting the planned structure. 相似文献
The concept of climate compatible development (CCD) is increasingly employed by donors and policy makers seeking ‘triple-wins’ for development, adaptation and mitigation. While CCD rhetoric is becoming more widespread, analyses drawing on empirical cases that present triple-wins are sorely lacking. We address this knowledge gap. Drawing on examples in rural sub-Saharan Africa, we provide the first glimpse into how projects that demonstrate triple-win potential are framed and presented within the scientific literature. We identify that development projects are still commonly evaluated in terms of adaptation or mitigation benefits. Few are framed according to their benefits across all three dimensions. Consequently, where triple-wins are occurring, they are likely to be under-reported. This has important implications, which underestimates the co-benefits that projects can deliver. A more robust academic evidence base for the delivery of triple-wins is necessary to encourage continued donor investment in activities offering the potential to deliver CCD. 相似文献
Climate change and landscape transformation have led to rapid expansion of peri-urban areas globally, representing new ‘laboratories’ for the study of human–nature relationships aiming at land degradation management. This paper contributes to the debate on human-driven land degradation processes by highlighting how natural and socioeconomic forces trigger soil depletion and environmental degradation in peri-urban areas. The aim was to classify and synthesise the interactions of urbanisation-driven factors with direct or indirect, on-site or off-site, and short-term or century-scale impacts on land degradation, focussing on Southern Europe as a paradigmatic case to address this issue. Assuming complex and multifaceted interactions among influencing factors, a relevant contribution to land degradation was shown to derive from socioeconomic drivers, the most important of which were population growth and urban sprawl. Viewing peri-urban areas as socio-environmental systems adapting to intense socioeconomic transformations, these factors were identified as forming complex environmental ‘syndromes’ driven by urbanisation. Based on this classification, we suggested three key measures to support future land management in Southern European peri-urban areas. 相似文献
Climate change is altering nutrient cycling within the Arctic Ocean, having knock-on effects to Arctic ecosystems. Primary production in the Arctic is principally nitrogen-limited, particularly in the western Pacific-dominated regions where denitrification exacerbates nitrogen loss. The nutrient status of the eastern Eurasian Arctic remains under debate. In the Barents Sea, primary production has increased by 88% since 1998. To support this rapid increase in productivity, either the standing stock of nutrients has been depleted, or the external nutrient supply has increased. Atlantic water inflow, enhanced mixing, benthic nitrogen cycling, and land–ocean interaction have the potential to alter the nutrient supply through addition, dilution or removal. Here we use new datasets from the Changing Arctic Ocean program alongside historical datasets to assess how nitrate and phosphate concentrations may be changing in response to these processes. Sea ice continues to decline across many regions of the Arctic, with remaining ice becoming increasingly younger and more dynamic. These changes alter the habitats of microbial life that live within the sea ice, which support healthy functioning of the marine ecosystem and provision of resources for human-consumption, in addition to influencing biogeochemical cycles (e.g. air–sea CO2 exchange). With the susceptibility of sea ice ecosystems to climate change, there is a pressing need to fill knowledge gaps surrounding sea ice habitats and their microbial communities. Of fundamental importance to this goal is the development of new methodologies that permit effective study of them. The concept of time perspective balance has attracted increased attention from scholars in the past decade, reflected in published evidence suggesting positive outcomes ranging from enhanced mood to life satisfaction for those individuals possessing balance among their past, present, and future time perspectives, and assumedly able to shift their time perspective to match situational demands. In this paper, we consider the notion of time perspective balance in an organizational setting within which much consequential adaptation often occurs—the team environment—and explore different configurations of time perspective balance in teams facing dynamic task contexts. Drawing from work on situational awareness, we first consider the mechanism by which time perspective balance likely influences individual adaptation in dynamic task-focused situations. Next, we postulate what types of team configurations—ones with more balanced time perspective uniformity or ones with more time perspective variety—might be more appropriate in dynamic contexts given key team conditions. We illustrate our analysis with examples from healthcare team settings and offer ideas for future research. 相似文献
Objective: This study investigated drivers' evaluation of a conventional autonomous emergency braking (AEB) system on high and reduced tire–road friction and compared these results to those of an AEB system adaptive to the reduced tire–road friction by earlier braking. Current automated systems such as the AEB do not adapt the vehicle control strategy to the road friction; for example, on snowy roads. Because winter precipitation is associated with a 19% increase in traffic crashes and a 13% increase in injuries compared to dry conditions, the potential of conventional AEB to prevent collisions could be significantly improved by including friction in the control algorithm. Whereas adaption is not legally required for a conventional AEB system, higher automated functions will have to adapt to the current tire–road friction because human drivers will not be required to monitor the driving environment at all times. For automated driving functions to be used, high levels of perceived safety and trust of occupants have to be reached with new systems. The application case of an AEB is used to investigate drivers' evaluation depending on the road condition in order to gain knowledge for the design of future driving functions.
Methods: In a driving simulator, the conventional, nonadaptive AEB was evaluated on dry roads with high friction (μ = 1) and on snowy roads with reduced friction (μ = 0.3). In addition, an AEB system adapted to road friction was designed for this study and compared with the conventional AEB on snowy roads with reduced friction. Ninety-six drivers (48 males, 48 females) assigned to 5 age groups (20–29, 30–39, 40–49, 50–59, and 60–75 years) drove with AEB in the simulator. The drivers observed and evaluated the AEB's braking actions in response to an imminent rear-end collision at an intersection.
Results: The results show that drivers' safety and trust in the conventional AEB were significantly lower on snowy roads, and the nonadaptive autonomous braking strategy was considered less appropriate on snowy roads compared to dry roads. As expected, the adaptive AEB braking strategy was considered more appropriate for snowy roads than the nonadaptive strategy. In conditions of reduced friction, drivers' subjective safety and trust were significantly improved when driving with the adaptive AEB compared to the conventional AEB. Women felt less safe than men when AEB was braking. Differences between age groups were not of statistical significance.
Conclusions: Drivers notice the adaptation of the autonomous braking strategy on snowy roads with reduced friction. On snowy roads, they feel safer and trust the adaptive system more than the nonadaptive automation. 相似文献
