This paper critically examines how public policy makers limit policy and other institutional design choices by a failure to appreciate (i) how situations may be characterised or framed; (ii) how practices that generate neologisms (invented terms or concepts) or reify (make into a thing) abstract concepts can displace understandings, and (iii) the epistemological bases of governance mechanism choices. An inquiry into the coining of the neologisms ‘wicked’ and ‘tame’ problems is reported and the implications for research and policy practice explored. As practices, neologising, reifying, categorising and typologising have unintended consequences – they remove us from the primary experiences and underlying emotions that provided the motivation for formulating these concepts in the first place. The failure to institutionalise the understandings and experiences that sit behind the invention of the terms ‘wicked’ and ‘tame’ problems (or similar framing choices such as ‘problematique’, ‘messes’, ‘lowland real-life swamps’, ‘resource dilemmas’ or ‘complex adaptive systems’) present systemic constraints to institutionalising social learning as an alternative yet complementary governance mechanism within an overall systemic and adaptive governance framework. Ultimately situations usefully framed as ‘wicked’,’ such as water managing and climate change are problems of relationship – of human beings with the biosphere. Re-framings, such as institutions as social technologies and other research and praxis traditions concerned with the breakdown of relationships may offer ways forward in the purposeful designing and crafting of more effective institutions.  相似文献

Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making. We assess adaptive capacity and adaptive management as measures of wastewater (WW) system resiliency using data from interviews with WW system managers (hereafter managers) impacted by past storms. Results suggest the most resilient WW systems are those with high adaptive capacities that employ an adaptive management approach to make ongoing adaptation investments over time. Greater amounts of generic adaptive capacities (i.e., skilled staff and good leadership) help smooth both day‐to‐day and emergency operations and provide a foundation for adaptive management. In turn, adaptive management helps managers both build more generic adaptive capacities, and develop and employ greater amounts and diversity of specific adaptive capacities (i.e., soft and/or hard adaptations) that are especially important for enhancing and sustaining resiliency. Adaptive management also enables managers to better understand their system's vulnerabilities, how those vulnerabilities change over time, and what specific actions may reduce those vulnerabilities. Finally, our work suggests WW system resilience critically depends on the capacities of the human systems for building resilience as much as or more so than relying only on physical infrastructure resilience. Our work contributes to filling an important gap in the literature by advancing our understanding of the human dimensions of infrastructure resilience and has practical implications for advancing resilience in the WW sector.  相似文献

This study uses DAYCENT model to investigate the sensitivity of soil organic carbon (SOC) at an intensely cultivated site in the U.S. Midwest under an ensemble of scenario climates predicted by IPCC models. The model ensemble includes three IPCC models (Canadian, French, German), three emission scenarios (B1, A1B, A2) and three time periods (late 20th, mid-21st, late 21st century). DAYCENT shows that SOC at the site would decline by 0.3-2.6 kg m−2 (5-35%) depending on the models and scenarios from late 20th to mid-21st century despite a larger increase of future net primary production (NPP) than respiration. The future SOC decrease is mostly attributable to harvest loss. The wide spread in future SOC decline rates are in part because SOC decrease (by respiration) is directly proportional to SOC itself. Any uncertainty in absolute SOC in DAYCENT would translate directly into its trend, unlike other variables such as temperature whose trends are independent of their values themselves, contrasting the reliability of SOC trend with temperature change.  相似文献

The political acceptability of climate policies is undermined by job-killing arguments, especially for the least-skilled workers. However, evidence of the distributional impacts for different workers remains scant. We examine the associations between climate policies, proxied by energy prices, and workforce skills for 14 European countries and 15 industrial sectors over the period 1995–2011. Using a shift-share instrumental variable estimator and controlling for the influence of automation and globalization, we find that climate policies have been skill biased against manual workers and have favoured technicians. The long-term change in energy prices accounted for between 9.2% and 17.5% (resp. 4.2% and 8.0%) of the increase (resp. decrease) in the share of technicians (resp. manual workers).  相似文献

ABSTRACT

Previous research has suggested that corporatist polities tend to enact more ambitious environmental policies than others. Here it is argued that the macro concept of corporatism can be dissected into three components: inclusiveness, consensualism and strength of tripartite organisations. These components of corporatism can be measured at the meso-level of policy networks. It is proposed that inclusiveness and consensualism are related to ambitious climate policy but exclusive tripartite coalitions can be detrimental for the ambitiousness of climate policy. This argument is backed by evidence from policy network surveys in two similar corporatist countries where climate change policies diverge: Sweden, where policies are ambitious, and Finland, where they are less so. It is found that in Sweden the climate change policy network is more consensual and slightly more inclusive, while in Finland tripartite organisations play a strong role.  相似文献

Collective actions of stakeholders are required for fulfilling the climate commitments of the Kyoto protocol. The insurance sector's global influence and societal impact is fairly well documented. The sector influences societies based on its interaction with stakeholders, on its products, business and political stance. As such, it is a critical actor in facilitating key climate change actions of mitigation and adaptation, and has already been recognized as a leading sector in terms of climate adaptation. The aim of this paper is to explore the role of non-life insurers in fulfilling the climate commitments of the Kyoto Protocol. This paper is based on a case study on Nordic non-life insurance companies. The study documents that Nordic insurers are responding to climate-related threats and opportunities in a strategic manner by reducing their own impacts, through their core activities, and by influencing others to act. Although Nordic insurers do not classify their actions into mitigation and adaptation, but classify them according to their core activities, they demonstrate through actions their role as potential allies for nations in fulfilling the Kyoto protocol climate commitments. The study also reveals that the commercial reality of the industry is not the same as the expected contribution to climate commitments, for instance as specified in international conventions and treaties and in the Intergovernmental Panel on Climate Change (IPCC) and industry reports.  相似文献

Unmitigated anthropogenic climate change is set to exacerbate current stresses on water resources management and creates the need to develop strategies to face climate change impacts on water resources, especially in the long term. Insufficient information on possible impacts on water availability limits the organization and promotion of efforts to adapt and improve the resilience and efficiency of water systems. To document the potential impacts of climate change in the region of Mendoza, Argentina, we perform a hydrological modeling of the Mendoza River watershed using a SWAT model and project climate change scenarios to observe hydrological changes. The results show the impact of higher temperature on glaciers as river flow increases due to glacier melting; at the same time, runoff decreases as precipitation is reduced. Furthermore, the runoff timing is shifted and an earlier melting becomes more important in more pronounced climate change scenarios. Scenarios show a reduction in water availability that ranges between 1 and 10%. An additional scenario under stronger climate change conditions without glaciers data shows a reduction of the river flow by up to 11.8%. This scenario would correspond to a future situation in which glaciers have completely melted. These situations would imply a reduction in the water availability and the possibility of future unsatisfied water uses, in particular for irrigation, which received most of the available water in Mendoza, on which agricultural activities and regional economy depends.  相似文献

Weather anomalies have a range of adverse contemporaneous impacts on health and socio-economic outcomes. This paper tests if temperature anomalies around the time of birth can have long-term impacts on individuals' economic productivity. Using unique data sets on historical weather and earnings, place and date of birth of all 1.5 million formal employees in Ecuador, we find that individuals who have experienced in-utero temperatures that are 1 °C above average are less educated and earn about 0.7% less as adults. Results are robust to alternative specifications and falsification tests and suggest that warming may have already caused adverse long-term economic impacts.  相似文献
