Local to global perspectives on forest and land fires in Southeast Asia   总被引:1,自引:0,他引:1  
Forest and land fires are not new to the landscapes of Southeast Asia. Nevertheless, strikingly different perspectives persist about the significance of fires in the tropics to environmental changes and human well-being and consequently how they should be managed. Our synthesis of papers in this special issue suggests both trade-offs and complementarities in various policy responses with differing objectives. There are, however, at least three domains with high potential of meeting multiple objectives. First, is through identification, and improved management, of ecosystems vulnerable to fire under current and future climate. Agriculture, forestry and human settlements on peat land areas in Indonesia are candidates for such a focus. Second, is through building adaptive capacities to manage fire and related land and water resources. Investments in capacity at multiple levels are needed, but particularly at fairly local levels where stakeholders have strong incentives to manage fires appropriate to local contexts. Third, is through building awareness that fire management does not universally equate to fire suppression. Severe smoke haze episodes, for example, are also a result of timing of fires, and some fire-adapted ecosystems may depend on fire to persist. Finally, we emphasize that effective fire management is unlikely to be realized without greater engagement by research and policy with stakeholders in thoroughly exploring the full range of land and fire management options. Negotiation, compensation and trade-offs are probably inevitable.  相似文献

This contribution to the Journal of Cleaner Production special issue ‘Applications of Industrial Ecology’ is based upon an extensive literature review, which produced four criteria to characterise research on the concept of industrial ecology (IE). The criteria are (1) material and energy flows, (2) systems improvement, (3) systems adaptation and (4) change management. The criteria were analysed against the six subject areas of the Technology and Climate Change (CLIMTECH) Research Programme in Finland to identify the applications of the concept of industrial ecology. The results of the analysis contribute (a) to the debate on the characteristics of the emerging concept of IE, (b) show IE characteristics of a large Finnish research project in the field of climate change mitigation and (c) invite scholars in the field to study the observed unclear and fuzzy role of the concept of IE in practical research project work. Responses to this article are encouraged for publication in the future issues of Journal of Cleaner Production.  相似文献

As climate changes due to rising concentrations of greenhouse gases in the atmosphere, agriculture will be one of the key human activities affected. Projections show that while overall global food production in the coming decades may keep pace with the food requirements of a growing world population, climate change might worsen existing regional disparities because it will reduce crop yields mostly in lands located at lower latitudes where many developing countries are situated. Strategies to enhance local adaptation capacity are therefore needed to minimize climatic impacts and to maintain regional stability of food production. At the same time, agriculture as a sector offers several opportunities to mitigate the portion of global greenhouse gas emissions that are directly dependent upon land use, land-use change, and land-management techniques. This paper reviews issues of agriculture and climate change, with special attention to adaptation and mitigation. Specifically, as adaptation and mitigation strategies in agriculture are implemented to alleviate the potential negative effects of climate change, key synergies need to be identified, as mitigation practices may compete with modifications to local agricultural practices aimed at maintaining production and income. Under future climate and socio-economic pressures, land managers and farmers will be faced with challenges in regard to selecting those mitigation and adaptation strategies that together meet food, fiber and climate policy requirements.  相似文献

Charcoal fragments in forest soils give evidence of prehistoric and historic natural and anthropogenic wildfires in the equatorial rainforests and in seasonal monsoon forests of continental and insular South Asia. Conditions favourable for the occurrence of historic and contemporary rainforest fires are associated with droughts, especially during dry spells caused by the El Niño–Southern Oscillation (ENSO) event. Historic land-use fires and wildfires can be reconstructed from a number of narrative reports, including documents that reveal drought and famine. In the eastern part of Borneo prehistoric and historic records of coal fires reveal a unique natural source of wildfires. Starting with modern transmigration programs and systematic conversion of primary and secondary vegetation, including peat-swamp ecosystems, into farmland and industrial plantations, the use of fire as a land-clearing tool escalated in the 1990s. During droughts land-clearing fires additionally contribute to wildfires. A detailed study of the ecological consequences of the episode of land-use fires and wildfires of 1982–1983 was conducted on an area of 2.7 million ha of dipterocarp rainforest in East Kalimantan. The results show that dipterocarps are highly susceptible to fire and are replaced by pioneers and fire-tolerant species that occupy the disturbed sites or survive the immediate fire effects. Smoke from forest conversion burning caused considerable environmental problems, reducing visibility and affecting human health and security. Emissions from vegetation burning influence chemistry and functioning of the global atmosphere. The situation is different in those parts of mainland and insular Southeast Asia that are characterized by seasonal climate. Through long-term influence of climate variability, fire influence, and anthropogenic pressure the vegetation is better adapted to extrinsic stresses. During the 15 years between the extreme ENSO events and fire episodes of 1982–1983 and 1997–1998 the national and international communities have been alerted and prepared to respond to the escalating fire situation in Indonesia. The response to the onset of the 1997–1998 fire and smoke episode, however, was absolutely inadequate and erratic. Meanwhile a whole continent – the maritime continent of Southeast Asia – has been degraded by excessive fire application for more than 20 years.  相似文献

This paper evaluates the influence of different policy-related and scientific choices on the calculated regional contributions to global climate change (the “Brazilian Proposal”). Policy-related choices include the time period of emissions, the mix of greenhouse gases and different indicators of climate change impacts. The scientific choices include historical emissions and model representations of the climate system. We generated and compared results of several simple climate models. We find that the relative contributions of different nations to global climate change—from emissions of greenhouse gases alone—are quite robust, despite the varying model complexity and differences in calculated absolute changes. For the default calculations, the average calculated contributions to the global mean surface temperature increase in 2000 are about 40% from OECD, 14% from Eastern Europe and Former Soviet Union, 24% from Asia and 22% from Africa and Latin America. Policy-related choices, such as time period of emissions, climate change indicator and gas mix generally have larger influence on the results than scientific choices. More specifically, choosing a later attribution start date (1990 instead of 1890) for historical emissions, decreases the contributions of regions that started emitting early, such as the OECD countries by 6 percentage points, whereas it increases the contribution of late emitters such as Asia by 8 percentage points. However, only including the fossil CO2 emissions instead of the emissions of all Kyoto gases (fossil and land use change), increases the OECD contributions by 21 percentage points and decreases the contribution of Asia by 14 percentage points.  相似文献

The U.S. and China are the world's largest and second largest CO2 emitters, respectively, and to what extent the U.S. and China get involved in combating global climate change is extremely important both for lowering compliance costs of climate mitigation and adaptation and for moving international climate negotiations forward. While it is unavoidable that China will take on commitments at some specific point of time in the future, this paper has argued that the proposal for joint accession by the U.S. and China is not a way forward. For various reasons, such a proposal is in the U.S. interest, but is not in the interest of China. Given the U.S. political reality and institutional settings on the one hand and China's over-riding concern about economic growth and poverty reduction on the other, the two countries are unlikely to take on emissions caps under an international regime, at least for the time being. Therefore, we need to explore the area where cooperation between the two countries to address climate change seems best. The research, development and deployment of clean technology is the area that is in the best interests of the two countries. The U.S. has adopted a technology-oriented approach to climate issues, and has launched the four multilateral initiatives on technology cooperation and the Asia Pacific Partnership for Clean Development and Climate (APP). China has participated in all these U.S.-led initiatives, and is a partner to the APP. Strengthened technology cooperation between the two countries through these initiatives and the APP has led some tangible benefits. However, it should be pointed out that while technology is a critical ingredient in a climate policy package, efforts such as the APP can only be part of the solution. They alone cannot ensure that best available technologies are always deployed in the marketplace, and that new technologies will roll out at the pace and on the scale that we need. In order to have such technology-oriented approach to play a full role, we do need a coordinated policy framework agreed via the Kyoto Protocol or a follow-up regime or the parent United Nations Framework Convention.  相似文献

CO2 geological storage will be one of the cost-effective options for global warming mitigation, and this technology is under development widely in the world. However, the technology may face the challenge of public acceptance before its implementation. In order to evaluate the public acceptance, questionnaire surveys were conducted among Japanese university students. A cognitive map of geological storage, together with other major global warming mitigation options, everyday life activities, etc., was constructed by means of a statistical analysis of the responses to the questionnaire. The risk-benefit cognitive map consists of the following factors: “risk perception,” “benefit perception,” and “public acceptance.” The risk perception is further disaggregated into “dread risk” and “unknown risk.” Additionally, a second survey was conducted after providing the students with additional information on global warming and CO2 geological storage, and the effects of the information on their perceptions were evaluated. The effects of risk and benefit perceptions on public acceptance were evaluated and discussed based on the cognitive maps representing the perceptions before and after providing the information. The analyses revealed that the benefit perception was more influential than the risk perception on the public acceptance of CO2 geological storage. The benefit perception increased greatly after providing the information; however, the unknown risk remained considerably large. Further, RD&D relating unknown risk, for example, the monitoring technology for stored CO2 and the risk assessment of CO2 leakage, and the supply of related information to the public would be beneficial for increasing the public acceptance.  相似文献

为分析高速公路应对流量冲击和恶劣气象环境侵扰时的运行状态演变过程,基于韧性理论的系统解析,构建了考虑吸收能力、适应能力、恢复能力3个维度的韧性评估方法;设定重大节假日和恶劣天气2种侵扰场景,与常规场景进行对比分析,并选取滇西高原山区高速公路为实例进行验证。研究结果表明:恶劣天气降低了高速公路的总体韧性,韧性值较常规运行减少685%;重大节假日的流量冲击主要影响高速公路韧性的稳定性,其方差较常规运行增加92%;2种侵扰场景下的恢复能力波动均较大,而重大节假日时高速公路的吸收能力较强。  相似文献
