This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation at national and regional levels of government. Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of Environmental Protection. These approaches should assist facilitation of sustainable development for both nations. 复合微生物菌剂强化堆肥技术研究   总被引:23,自引:0,他引:23  
采用复合微生物菌剂对生活垃圾的接种堆肥技术进行了实验研究。通过测定堆肥过程中反应器出口O2、CO2与H2S气体浓度及对堆肥样品扫描电镜照片分析,比较了3个接种组与1个对照组中堆料中微生物总数变化、种群结构演替及堆肥腐熟速度。试验结果表明,在原料成分为:生活垃圾/成熟堆肥=80/20,有机物约为60%,初始含水率为55%,初始C/N-30时,对于不同接种量的复合微生物接种系统堆料中分别接种0.2%、0.3%、0.5%(质量百分含量),与加入0.3%灭活菌的对照组进行对比实验,接种复合微生物菌剂堆肥系统不仅微生物总数高于对照组,而且其种群结构合理,能明显提高堆肥效率,有效控制臭气的产生,提高堆肥腐熟度。  相似文献

技术路线图是一种新兴和有效的可用于规划战略研究的技术方法,近年来在我国相关行业领域的重大技术发展战略研究,以及重点产业技术创新规划中得到越来越广泛的应用。本文对技术路线图的起源、发展、类型等进行了概述,介绍了技术路线图同科技规划之间的关系,并按照"重大需求—战略任务—技术重点"的规划战略研究分析框架,进行了"十二五"安全生产科技规划战略研究,通过专家问卷调查和综合分析,对梳理凝练的22项技术重点的研发重要度、紧迫性进行了评价,绘制了安全科技发展技术路线图。使用技术路线图方法对安全生产科技规划进行战略研究是"十二五"安全科技规划编制工作的一次探索和尝试,希望对今后开展相关领域战略研究、重大科技遴选等工作提供借鉴作用。  相似文献

Abstract

The Clean Development Mechanism, a flexibility mechanism contained in the Kyoto Protocol, offers China an important tool to attract investment in clean energy technology and processes into its electricity sector. The Chinese electricity sector places centrally in the country's economy and environment, being a significant contributor to the acid rain and air pollution problems that plague many of China's cities and regions, and therefore a focus of many related energy and environmental policies. China's electricity sector has also been the subject of a number of economic analyses that have showed that it contains the highest potential for clean energy investment through the Clean Development Mechanism of any economic sector in China. This mechanism, through the active participation from investors in more industrialized countries, can help alleviate the environmental problems attributable to electricity generation in China through advancing such technology as wind electricity generation, clean coal technology, high efficient natural gas electricity generation, or utilization of coal mine methane. In this context, the Clean Development Mechanism also compliments a range of environmental and energy policies which are strategizing to encourage the sustainable development of China's economy.  相似文献

ABSTRACT

Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative (BRI). BRI are also closely linked with South–South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals (SDGs) could address global environmental governance deficits and enhance cooperation among nations.  相似文献

可持续发展目标(SDGs)的提出,开启了人类可持续发展领域最宏大的政策实验,也为开展国际视野的比较公共政策研究提供了难得机遇。执行SDGs及国家可持续发展政策需要处理好中央政府与地方政府间关系,而政策试点是协调这一关系的重要政策工具。已有文献对经济政策试点做了较充分的研究,然而对旨在实现经济、社会与环境协调的可持续发展政策试点,现有研究尚缺乏成型理论。在复杂央地关系格局下,对于需持续投入成本且成果难以界定的可持续发展政策试点,其具有怎样的不同于经济政策试点的机制?此外,众多西方学者将美国作为政策试点研究的制度基础并视其为“民主实验室”。然而,政策试点在以中国为代表的不同体制国家中同样存在,并以多样的机制发挥作用。那么,不同国家体制内的可持续发展政策试点又有哪些异同?政策试点影响下中国既有的央地关系发生了怎样的重构?对此,本文基于最典型案例原则,选取中国与美国响应SDGs分别开展的政策试点进行比较研究。笔者识别了不同体制下试点机制的异同,指出中国基于“竞争申请制”开展的可持续发展政策试点强化了中央部委与地方政府间关系,形成了地方官员的可持续发展激励,保障了政策试点的实施。  相似文献

The concept of sustainable development has experienced great development and change at different levels of theoretical connotation and practical implementation since 1960s and 1970s when it was first proposed. People’s understanding of the relationship between economy, society, and environment has been continuously deepened over the years. When it came to the end of 2015, it is necessary to examine the results of the United Nations Millennium Development Goals on sustainable development, and at the same time, the post-2015 framework and guidance on sustainable development at the global level were to be made, including the ideas, action plans, key areas that would guide the global sustainable development. The 2030 Agenda for Sustainable Development has developed a 5P theoretical framework of being people-centered, global environmental security, sustained economic prosperity, social justice and harmony and partnership promotion, including a political declaration, 17 overarching goals and 169 specific targets, specific ways of implementation, as well as the follow-up. It is the road map to achieve global sustainable development and meet the requirements of the millennium development goals. This paper summarizes the understanding of the concept of sustainable development from its origin, its significant development, to the proposition and development of the 2030 Agenda for Sustainable Development, and its strategic impact on China.  相似文献

This study explores the interlinkages among population, environment and poverty and presents empirical evidence in a developing country like Pakistan. It gives alternative views on population environment linkages. It explains poverty trap, market based harmony, and dual effect of poverty on the basis of a link between population growth and natural resource degradation. In addition, the paper also highlights social and political instability through population-poverty-environment spiral. It also presents empirical evidence on population-environment-poverty nexus in Pakistan. It also compares environmental sustainability index and human development index for selected Asian countries. The paper also gives scores for different components of environmental sustainability index for Pakistan and compares these with India. The paper concludes that the causal relationship between poverty and environment works in both directions, often through changes in GDP and population. Population stress does not have any significant direct effect on all aspects of environmental status in Pakistan.
