Mountain socio-ecological systems produce valuable but complex ecosystem services resulting from biomes stratified by altitude and gravity. These systems are often managed and shaped by smallholders whose marginalization is exacerbated by uncertainties and a lack of policy attention. Human–environment interfaces in mountains hence require holistic policies. We analyse the potential of the Global Mountain Green Economy Agenda (GMGEA) in building awareness and thus prompting cross-sectoral policy strategies for sustainable mountain development. Considering the critique of the green economy presented at the Rio + 20 conference, we argue that the GMGEA can nevertheless structure knowledge and inform regional institutions about the complexity of mountain socio-ecological systems, a necessary pre-condition to prompt inter-agency collaboration and cross-sectoral policy formulation. After reviewing the content of the GMGEA, we draw on two empirical cases in the Pakistani and Nepali Himalayas. First, we show that lack of awareness has led to a sequence of fragmented interventions with unanticipated, and unwanted, consequences for communities. Second, using a green economy lens, we show how fragmentation could have been avoided and cross-sectoral policies yielded more beneficial results. Project fragmentation reflects disconnected or layered policies by government agencies, which inherently keep specialized agendas and have no incentive to collaborate. Awareness makes agencies more likely to collaborate and adopt cross-sectoral approaches, allowing them to target more beneficiaries, be more visible, and raise more funds. Nevertheless, we also identify four factors that may currently still limit the effect of the GMGEA: high costs of inter-agency collaboration, lack of legitimacy of the green economy, insufficiently-secured smallholder participation, and limited understanding of the mechanisms through which global agendas influence local policy. 相似文献

Communication between scientific disciplines related to coastal management is difficult but essential. Different views on
the role of science in coastal management were key elements of many discussions at the conference. In this personal impression
the author looks back and reflects on the arguments which participants with different scientific back-ground exchanged. 相似文献

Attempts to minimize the effects of human–wildlife conflict (HWC) on conservation goals require an understanding of the mechanisms by which such conflicts are caused and sustained. This necessitates looking beyond the natural sciences to the human dimensions of wildlife management. Public dissemination of information regarding HWC occurs largely through the mass media. We conducted a content analysis of print media articles on human–leopard conflict in Mumbai, India. We sought to understand the framing of HWC and the changes in media coverage over a 10‐year period (2001–2011) during which a large number of attacks on people prior to 2005 were followed by a program of trapping and relocation. After 2005, when there was a decrease in the level of conflict, the tone of English‐language media reports changed. The perpetrator framing was over 5 times more likely before 2005, whereas a neutral framing was twice as likely after 2005. English‐language and non‐English‐language print media differed significantly in their framing of HWC and in the kinds of solutions advocated. Our results also suggest the print mass media in Mumbai could be an influential conduit for content that diminishes HWC. These media outlets seem attentive to human–leopard conflict, capable of correcting erroneous perceptions and facilitating mitigation and effective management. We believe better contact and mutual understanding between conservation professionals and the mass media could be an important component of managing HWC. We further suggest that in such interactions conservation professionals need to be aware of cultural and linguistic differences in reporting within the country. Increasingly, many youth are disconnected from the natural world; rather, they inhabit a technological world. Although experiences in nature have long been a source of fascination, little is known about how youth independently access and make sense of nature. We focus on the experiences of youth who chose to use marijuana in nature. A substance such as marijuana is often viewed as a “gateway” leading to “harder” drug use; rarely do we consider how marijuana might be a gateway to positive experiences. Narrative analysis was used to explore how young people, aged 14–18, describe their marijuana use in nature, an important aspect of the culture and context of marijuana use. Youth's constructions of nature are revealed in four narratives in which they situate themselves: freedom in nature, the pleasure of leisure, in awe of the natural world and making meaning of the world. One subnarrative, flowing through space, was also uncovered. The findings point to the importance of these nature experiences for youth who expressed how they were able to be in nature in new ways. Participants articulated their yearning for and ability to establish a connection within their natural world. 相似文献

Abstract: Informal institutions governing the use of wild species are present in many societies. A system of prohibitions known as fady is central to Malagasy culture. We examined whether fady that relate to the use of natural resources in the eastern rainforests of Madagascar play an important conservation role. Prohibitions ranged from strict taboos in which a species or area was forbidden by the ancestors to social norms that concerned acceptable behavior when harvesting wild species. Strict taboos offered real protection to threatened species, such as the lemur Propithecus edwardsi and the carnivore Cryptoprocta ferox . Taboos also reduced pressure on some economically important endemic species by preventing their sale or limiting the harvest season. Despite their value for conservation, the taboos did not appear to originate from attempts to sustainably manage resources. Nevertheless, social norms, in which the sanction was social disapproval rather than supernatural retribution, encouraged sustainable harvesting practices for tenrecs ( Tenrec ecudatus ) and pandans ( Pandanus spp.). Unfortunately, the social norms concerning methods of harvesting pandans appeared to be breaking down in villages surrounding Ranomafana National Park, and we suggest that the imposition of external conservation rules is weakening traditional management. Informal institutions are important to conservation because they suggest ways of improving cultural understanding and conservation communication. Food taboos influence societal preferences, which affect the wider demand for a species. Most important, where capacity to enforce external conservation rules is limited, informal institutions may provide the only effective regulations. Informal institutions should receive greater attention from conservation biologists so that local people's conservation roles can be acknowledged fairly and so that potential synergies with conservation objectives can be realized. 相似文献

Protected Turkish areas in the Mediterranean region are compared with those of other Mediterranean countries. Policies followed
in Turkey for conservation protection of the natural and cultural environment and the use of coastal resources for tourism
are discussed. The purpose and application of Turkish law is examined with respect to the interaction between the protection
of coastal areas and tourism. Modifications on the administrative and management regulations in Turkey enabling a better use
of coastal areas is suggested by combining coastal tourism and protection. The necessity and importance of estabilishing and
managing Marine Parks in short-and long-term plans are acknowledged. 相似文献

Background, aim, and scope Foraging patches can be described as a nested hierarchy of aggregated resources, implying that study of foraging by wild animals
should be directed across different spatial scales. However, almost all previous research on habitat selection by the giant
panda has concentrated upon one scale. In this research, we carried out a field study to understand foraging patch selection
by giant pandas in winter at both microhabitat and feeding site scales and, for the first time, attempted to understand how
long it would stay at the feeding sites before moving on.
Materials and methods The field survey was conducted from November 2002 to March 2003 at Fengtongzhai Nature Reserve (102°48′–103°00′ E, 30°19′–30°47′
N), Baoxing County of Sichuan Province, China, to collect data in both microhabitat and control plots. The microhabitat plots
were located by fresh feces or foraging traces left by giant pandas, and the control plots were established to reflect the
environment. Within each microhabitat plot, one 1 × 1 m2 plot was centralized at the center of each feeding site, in which numbers of old bamboos and old shoots, including eaten
and uneaten, were counted, respectively.
Results The results showed that winter microhabitats selected by this species were characteristic of gentle slopes and high old-shoot
proportions and that the latter was even higher at feeding sites. Two selection processes, namely, from the environment to
microhabitats and from the latter to feeding sites, were found during this species’ foraging patch utilization. Giant pandas
preferred to eat old shoots to old bamboo at feeding sites in winter and did not leave unless old-shoot density fell to lower
than the average in the environment.
Discussion Both microhabitats and feeding sites selected by giant pandas were characteristic of high old-shoot density, indicating that
the preferred food item had a significant influence upon its foraging patch selection. The preference for gentle slopes by
giant pandas was presumed to save energy in movement or reflect the need to sit and free its fore-limbs to grasp bamboo culms
when feeding but also seemed to be correlated with an easier access to old shoots. The utilization of old shoots at feeding
sites was assumed to help maximize energy or nutrient intake during their foraging.
Conclusions The difference between microhabitat plots and control plots and between microhabitats and feeding sites uncovered a continuous
selection process from the environment via microhabitats to feeding sites. The utilization of old shoots at feeding sites
was parallel to the marginal value theorem. The selection and abandonment of foraging patches by giant pandas was an optimal
behavioral strategy adapted to their peculiar food with high cellulose and low protein.
Recommendations and perspectives Our results uncovered the importance of multiple scales in habitat selection research. To further understand the process of
habitat selection, future research should pay more attention to resolve the question of how to locate foraging patches under
dense bamboo forests by the giant panda, which was traditionally considered to have poor eyesight, although our research has
answered what type of habitats the giant panda prefers and when to leave. 相似文献

In this paper, we investigate whether people's knowledge of the past influences their preferences and values towards future landscape change. "Knowledge of the past" is one aspect of the information set held by individuals, and a well-established finding in economics is that changes in information can change preferences and values. The particular aspects of knowledge of the past we work with here are: (i) awareness of past landuse, as represented by woodland cover and (ii) awareness of differing and sometimes contradictory literary impressions of this past landscape. The case studies used here relate to prospective changes in woodland cover in two UK national parks, the Lake District and the Trossachs. We find that people who are made aware that the landscape has changed over time, or that perceptions of the landscape have changed over time, are more likely to favour changes to the current landscape (are less likely to favour the status quo). Knowledge of the past therefore seems to have an impact on preferences for future landscapes. We also investigate the impacts on preferences of how "special", how "wild" and how "worked in" people perceive the landscapes of these two national parks to be. 相似文献

The effectiveness of different conservation policies is debated, but the policies are rarely evaluated quantitatively. A voluntary or 'soft' policy based mainly on education provides information about ecosystems and effects of land use, to encourage conservation action. Swedish forestry relies mainly on soft policy, with substantial resources for education and advice to more than 200,000 forest owners, while legal regulation is weak. Increased retention of broadleaved trees at clear-cutting, with environmental benefits in the conifer-dominated forestry, is important in the policy. We used the Swedish National Forest Inventory to analyse this policy for young forests in southern Sweden. Between 1983-1987 and 1998-2002 the policy had no positive effect on saplings (1.3m tall to 4.9 cm dbh) of birch, oak, beech and other species that mostly decreased in density, due to planting of conifers and browsing by ungulates. However, broadleaved conservation trees (>or=15 cm dbh) increased in density, e.g. to about one oak and six birches per ha in young coniferous forest in 1998-2002. The relative increase in density was higher for large (>or=20 cm dbh) than for small trees (15-20 cm dbh). The density of conservation trees was higher on forestland of high than of low productivity. Thus, the soft conservation policy did not influence regeneration of saplings in this type of forestry system, but large broadleaved trees were increasingly saved at 'clear-cuttings'. Advice and educational programmes probably contributed to this result. A continued increase in conservation trees at harvest may require economical support to forest owners. 相似文献

Wildlife-vehicle collisions (WVCs) pose a significant safety and conservation concern in areas where high-traffic roads are
situated adjacent to wildlife habitat. Improving transportation safety, accurately planning highway mitigation, and identifying
key habitat linkage areas may all depend on the quality of WVC data collection. Two common approaches to describe the location
of WVCs are spatially accurate data derived from global positioning systems (GPS) or vehicle odometer measurements and less
accurate road-marker data derived from reference points (e.g., mile-markers or landmarks) along the roadside. In addition,
there are two common variable types used to predict WVC locations: (1) field-derived, site-specific measurements and (2) geographic
information system (GIS)-derived information. It is unclear whether these different approaches produce similar results when
attempting to identify and explain the location of WVCs. Our first objective was to determine and compare the spatial error
found in road-marker data (in our case the closest mile-marker) and landmark-referenced data. Our second objective was to
evaluate the performance of models explaining high- and low-probability WVC locations, using congruent, spatially accurate
(<3-m) and road-marker (<800-m) response variables in combination with field- and GIS-derived explanatory variables. Our WVC
data sets were comprised of ungulate collisions and were located along five major roads in the central Canadian Rocky Mountains.
We found that spatial error (mean ± SD) was higher for WVC data referenced to nearby landmarks (516 ± 808 m) than for data
referenced to the closest mile-marker data (401 ± 219 m). The top-performing model using the spatially accurate WVC locations
contained all explanatory variable types, whereas GIS-derived variables were only influential in the best road-marker model
and the spatially accurate reduced model. Our study showed that spatial error and sample size, using road-marker data for
ungulate species, are important to consider for model output interpretation, which will impact the appropriate scale on which
to apply modeling results. Using road-marker references <1.6 km or GPS-derived data locations may represent an optimal compromise
between data acquisition costs and analytical performance.
