This paper presents a framework for understanding energy issues in the context of sustainable development. It posits that there are three important ways in which energy is related to sustainable development: (a) energy as a source of environmental stress, (b) energy as a principal motor of macroeconomic growth and (c) energy as a prerequisite for meeting basic human needs. These three dimensions correspond to the three dimensions of the often-used triangle of sustainable development: environmental, economic, and social. Using this framework, the paper traces how successive environmental summits at Stockholm (1972), Rio de Janeiro (1992) and Johannesburg (2002) have dealt with energy issues. It identifies a slow, surprising and important evolution of how energy issues have been treated at these global discussions. Energy has received increasing prominence at these meetings and become more firmly rooted in the framework of sustainable development. Stockholm was primarily concerned with the environmental dimension, Rio de Janeiro focused on both the environmental and economic dimensions, and the major headway made at Johannesburg was the meaningful addition of the social dimension and the linking of energy issues to the UN's Millennium Development Goals. 相似文献

In the context of complex and unprecedented issues of global change, calls for new modes of knowledge production that are better equipped to address urgent challenges of global sustainability are increasingly frequent. This paper presents a case study of the new major research programme “Future Earth”, which aims to bring ‘research for global sustainability’ to the mainstream of global change research. A core principle of Future Earth is the co-production of knowledge with extra-scientific actors. In studying how the principle of co-production becomes institutionalised in the emerging structure of Future Earth, this paper points to the existence of three distinct rationales (logics) on the purpose and practice of co-production. Co-production is understood as a way to enhance scientific accountability to society (‘logic of accountability’), to ensure the implementation of scientific knowledge in society (‘logic of impact’), and to include the knowledge, perspectives and experiences of extra-scientific actors in scientific knowledge production (‘logic of humility’). This heterogeneous conception of knowledge co-production provides helpful ambiguity allowing actors with different perspectives on science and its role in society to engage in Future Earth. However, in the process of designing an institutional structure for Future Earth tensions between the different logics of co-production become apparent. This research shows how logics of accountability and impact are prominent in shaping the development of Future Earth. The paper concludes by pointing to an essential tension between being inclusive and transformative when it comes to institutionalising new modes of knowledge production in large research programmes. 相似文献

This paper addresses some issues related to the carbon cycle and its utilization by society. Traditional uses for agriculture, forestry, as a source of fuel and other products, and for pastoral farming, among others, have recently been supplemented by identifying its potential for mitigating the increasing concentration of greenhouse gases in the atmosphere. Through the Kyoto Protocol, carbon has become a commodity and the CO(2)-absorbing capability of the vegetation and soils an economically valuable asset. The multi-facetted roles of the C cycle and its sensitivity to human activities present a demand for techniques that permit accurate, timely and affordable characterization of the various components of this cycle, especially on land where most human activities take place. Such techniques must satisfy a range of demands in terms of purpose, clients for the information, and biosphere properties. However, if successful, they offer the potential to support monitoring, reporting, policy setting, and management of terrestrial biospheric resources.
