Early research showed that citizens’ environmental concern in the United States was linked to three individual-level factors: socio-demographic variables, political orientations, and personal beliefs or worldviews about human-nature relations. Given many changes in the American society over the last several decades, one important, yet unanswered question is whether these factors still drive public environmental concern in the United States today, and if so, to what extent. This study, drawing from extant theoretical and empirical studies, aims to reinvestigate the determinants of citizens’ environmental concern by employing three national public surveys conducted in 2004, 2007, and 2013. Our data analyses confirm and expand the findings of previous research on the significance and importance of political ideology, fundamental beliefs about human-nature relations, and certain socioeconomic factors such as gender and race in explaining citizens’ environmental concern. More specifically, political liberals, people with higher New Ecological Paradigm values, females, and Non-Whites tend to be more concerned about environmental problems than their counterparts are. Our data analyses also reveal some interesting findings when compared to many previous studies: first, our data indicate a positive relationship between age and environmental concern, suggesting that older people in the United States are more concerned about the environment than younger adults; second, unlike most past research showing a positive Education-Environmental Concern relationship, our study suggests that education level seems to have little effect in explaining citizens’ environmental concern measured in this study. Key implications for environmental policymaking and recommendations for future research are discussed in the conclusion.  相似文献

Ecosystem functions can be understood as the quantified amount of an ecosystem’s role in a natural process, while ecosystem services are the requantification of the ecosystem functions by factoring in environmental conditions and human needs based on social perspectives. In this study, differences between ecosystem functions and services were presented in terms of air purification of a forest ecosystem. Forest volume growth was employed to quantify the pollutant absorption capacity of a forest and was indicated by the natural functions (NF) for air purification by a forest ecosystem. Forest ecosystem services can be requantified from the forest functions by adding the air pollutant and population densities. Air pollutant density was applied to the assessment of the environmental services (ES) of forest ecosystems. Furthermore, the environmental social services (ESS) of forest ecosystems were assessed by including population density considerations. We simulated differences in NF, ES, and ESS in relation to pollutant and population density; while NF was spatially quantified without a close relationship to air pollutant and population density, ES and ESS reacted to environmental and social condition more sensitively. These results imply that the ecosystem services of forest resources for air purification are high where the pollutant and population densities are high, while the ecosystem functions of forest resources for air purification depend solely on forest conditions and not on the density changes of air pollutants and population. This study suggests that the differences in NF, ES, and ESS are important factors to be understood and considered in the decision-making process for ecosystem services. When considering human needs and surrounding environmental conditions, the results suggest that decision makers should utilize the ES and ESS concepts, which reflect both population and pollutant density along with additional human-related factors.  相似文献

An improved synthesis of hydroxylated polychlorinated biphenyls (PCBs) which are structurally related to the major hydroxy PCB congeners identified in human plasma is described. The coupling of (chlorinated) aryl boronic acids with bromochloro anisoles using the standard conditions of the Suzuki coupling gave the desired hydroxylated PCB metabolites in good to excellent yields. The approach offers the advantage of high selectivity and good yields compared to conventional methods such as the Cadogan reaction and allows the use of less toxic starting materials.  相似文献

We analyzed whether decision‐making triggers increase accountability of adaptive‐management plans. Triggers are prenegotiated commitments in an adaptive‐management plan that specify what actions are to be taken and when on the basis of information obtained from monitoring. Triggers improve certainty that particular actions will be taken by agencies in the future. We conducted an in‐depth, qualitative review of the political and legal contexts of adaptive management and its application by U.S. federal agencies. Agencies must satisfy the judiciary that adaptive‐management plans meet substantive legal standards and comply with the U.S. National Environmental Policy Act. We examined 3 cases in which triggers were used in adaptive‐management plans: salmon (Oncorhynchus spp.) in the Columbia River, oil and gas development by the Bureau of Land Management, and a habitat conservation plan under the U.S. Endangered Species Act. In all the cases, key aspects of adaptive management, including controls and preidentified feedback loops, were not incorporated in the plans. Monitoring and triggered mitigation actions were limited in their enforceability, which was contingent on several factors, including which laws applied in each case and the degree of specificity in how triggers were written into plans. Other controversial aspects of these plans revolved around who designed, conducted, interpreted, and funded monitoring programs. Additional contentious issues were the level of precaution associated with trigger mechanisms and the definition of ecological baselines used as points of comparison. Despite these challenges, triggers can be used to increase accountability, by predefining points at which an adaptive management plan will be revisited and reevaluated, and thus improve the application of adaptive management in its complicated political and legal context. There are currently no widely accepted procedures for comparing the performance of global environmental assessments (GEAs) and this may be a barrier to improving their methodology. To encourage greater self-reflection within the GEA community, it is proposed to introduce consistent evaluation approaches. Two elements from current evaluation practice are reviewed here that could be particularly useful for evaluating GEAs. The first are logic models which provide a transparent visual mapping of how activities in a GEA are intended to have impacts on policies. The second are performance metrics. It is proposed that GEAs adopt two kinds of metrics: (i) A common generic set for use in all GEAs to provide a basis for comparing the performance of GEAs, and (ii) a specific set of measureable metrics for each particular GEA derived from/linked to the generic set. Although many issues arise in applying these and other elements from evaluation theory and practice to GEAs, the potential benefits are greater comparability of GEA performance and new knowledge about how to improve them. Environmental planning at different levels has been called for by environmental departments in China during last years to integrate environment consideration to economic development. Based on the accomplished environmental planning practice in Xiamen China, the paper suggests a general environmental planning process with ecological function zoning as its key steps, at the same time an effective method for ecological function zoning was formulated. The case studies of Dongfu suburban town environmental planning and Xiamen eco-city conceptual planning indicate that scientifically sound results of ecological function zoning can contribute to improving not only the adaptability and acceptability of environmental planning, also the environmental management and the decision-making. The experience shows that the ecological function zoning methods should be applied according to the principles of adaptive management, resource-based and community-based, so that it can integrate science into decision-making process, avoiding both narrow-minded viewpoints of planners and natural resource use conflicts among variety of stakeholders. Problems to be resolved in the future are also pointed out in the ending part.  相似文献
