本文仅就环境保护中的大气、水质、噪声、土壤等几个主要方面酿成的人为灾害事例,谈及灾害原因,致灾损失及对策等。     

基础设施与区域经济发展环境

基础设施及其所形成的环境是人类自己营造的基础物质环境之一。是区域经济发展环境的主要组成部分。本文从四方面系统阐述了基础设施与区域经济发展之间的关系。提出了基础设施的引导与从属功能、带状经济的激发器和助推嚣等观点。分析了基础设施在改瞢生产环境与效率、空间经济集聚与扩散中的作用。以及基础设施短缺对区域经济发展的影响等。同时时归纳总结了我国土范国内已经形成的基础设施走廊的基本概况。     

The Influence of Trace Elements on Environment; Distribution of Thallium in Fluids of Volcanic Areas

During weathering of igneous rocks thallium can be readily mobilized as TI⁺ in aqueous phase and picked up by plants. In this way it can reach the alimentary cycle of both livestock and humans. Since the toxicity of thallium is well-established, an analytical procedure for its determination is optimized in order to contribute to the knowledge of TI⁺ distribution in specific environments. The analytical method is applied to fluid phase samples from Vulcano island (Italy) and from other volcanic areas.

Prevention of an atmospheric storage tank bund failure

Secondary containment (bunds, drip trays, interceptors/sumps) is an integral part of many chemical, petrochemical, as well as agricultural, food and pharmaceutical facilities. Bunds are the built-in cases for accidental liquid substance spillage where there is a hazard that a substance could leak into the surroundings and the potential of health or environmental damage. The authors focus on the cases installed in large-volume atmospheric tanks storing hazardous chemicals in liquid form, where the bund failure occurred. In the first part of the study, a database of these accidents was created, numbering a total of 15 items. Attention was paid to the course of the accident, its causes and consequences. Several basic representative scenarios of bund failure have also been developed. The second part of the study is devoted mainly to the measures against the bund failure, such as risk assessment, technical and organizational measures. The aim of this study is to provide readers (including experts in the field of safety engineering, maintenance experts and building designers) with the information that can subsequently be used in the risk assessment of bund failure, possibly also for planning the construction of new bunds, or revitalization and maintenance of the existing ones.     

论职业卫生安全管理体系标准化与我国职业卫生安全管理及其改革的一致性

职业卫生安全管理体系（ＯＨＳＭＳ）标准倡导好的管理的共同原理,将ＯＨＳＭＳ融入组织总的管理体系,与我国组织职业卫生安全（ＯＨＳ）管理的经验相容,对我国组织在市场经济体制下建立自主安全管理机制有极重要的意义。实施ＯＨＳＭＳ标准不存在经济实力的前提,且ＯＨＳ投入与组织的经济效益是一致的。这种标准化适应了我国经济体制转变时期政府安全管理职能和管理方式的变化,还与我国ＯＨＳ管理体制的改革方向相吻合。我国基本具备实施ＯＨＳＭＳ标准的法律基础。为有效实施ＯＨＳＭＳ标准化,应加强ＯＨＳ法规建设,在监察体系上实行第三方机构的认证／注册制度
