Given progress in policies for pursuing sustainable development, promoting commitment to thinking and acting more far-sightedly has become the primary strategic challenge. In the face of impatience, selfishness, uncertainty, analytical limitations, and vulnerability, strategies for promoting far-sightedness can be identified by assessing how these obstacles can be overcome. Strategies for creating or rescheduling tangible and deference rewards, realigning performance evaluations, implementing cognitive exercises, framing communications, altering decision-making processes, using self-restraint devices both to resist temptation and to enhance credibility, altering institutions to empower the patient, and stabilizing living conditions are the major categories for identifying and assessing the many strategies which arise out of both ordinary and constitutive policy initiatives.

Best Available Techniques (BATs) contribute significantly to the reduction of industrial environmental burdens with respect to air pollution, wastewater, and solid wastes. In Europe, the application of BATs is prescribed by Directive 96/61/EC, which, however, leaves the selection of specific BATs to plant operators. In making their choices, installations have to consider not only the environmental benefits of BATs, but also all relevant cost components. In assessing the economic attractiveness of potential BATs and their combinations, as well as incentives and disincentives to be instituted, the cost of environmental externalities, usually not reflected in market prices, should be taken into account. In this paper, a decision-aid framework combining an assessment of environmental externalities and the utilization of multicriteria methods and, more specifically, Multiobjective Mathematical Programming, capable of addressing all these issues in a comprehensive and coherent manner, is presented. This is illustrated by its application for the region of Attica in Greece, where over 50% of the industrial basis and Athens, with its 4 million inhabitants, are located. The implementation of the framework and its associated tools to 800 installations led to the identification of the specific BATs, alone or in combination, that provide the most cost-effective reductions of four air pollutants (PM10, SO2, NOx, VOC) and CO2. The results also clearly demonstrate the increased pollution reductions that would result from the adoption of BATs made economically attractive by the inclusion of externalities. Estimates of investments and net present values with and without incentives/disincentives are also provided.  相似文献

This paper aims to practically contribute to the literature on the use of cost–benefit analysis (CBA) and economic evaluation in environmental decision-making through a practical case study: the implementation of the Water Framework Directive (WFD) in France, for the first cycle (2010–2015). The WFD requires that Member States achieve “good status” for all water bodies in 2015. However, exemptions can apply, if justified, on natural, technical or economic reasons. For the latter, EU guidance documents recommend to use CBA. In France, the water agencies carried out 710 CBAs on proposed restoration projects for water bodies. This article reports on this experience. Issues concerning these analyses are discussed, especially the assessment of non-market benefits. Finally, this article questions the use of economic analysis in the implementation of environmental policy.  相似文献

The three basic principles of sustainable development, relating to ecology, economy and society, have long been embedded within national and international strategies. In recent years we have augmented these principles by a further seven considerations giving rise to the so-called 10-tenets of sustainable management. Whilst theoretically appealing, discussion of the tenets to date has been largely generic and qualitative and, until the present paper, there has been no formal and quantitative application of these tenets to an actual example. To promote the concept of successful and sustainable environmental management there is the need to develop a robust and practical framework to accommodate value judgements relating to each of the tenets. Although, as originally presented, the tenets relate specifically to management measures, they may also be applied directly to a specific development or activity. This paper examines the application of the tenets in both of these contexts, and considers their incorporation into an assessment tool to help visualise and quantify issues of sustainability.  相似文献

Market-based instruments along with conceptualizing the environment as a collection of ‘ecosystem services’ has become increasingly common within environmental and conservation policy. This kind of thinking is also increasingly prominent in the public discourse surrounding environment and conservation policy, particularly in the context of communicating the importance of policy measures. Language used in public discourse can have a powerful influence on how people engage with policy issues, and changes within the biodiversity and conservation discourse may have consequences for public engagement in conservation. We explored how these factors are changing with time by documenting the use of the terms ‘bio’ and the prevalence of economic language in the text of 3553 media releases between 2003 and 2014 from the Australian Government environment portfolio, and 1064 media releases from the Australian Conservation Foundation (ACF). Results show that in the last decade, the term ‘biodiversity’ has become less prevalent whilst economic language has increased in both Australian Government and ACF communication. A further content analysis in a subsample of 745 media releases explored the prevalence of ecosystem services framing, results indicating that it has become a mainstream concept. While this may reflect a strategic response by these agencies to better engage with both the general public and decision makers within what is an increasingly dominant neoliberal paradigm, we argue it may also have unintended (possibly adverse) impacts on how people think about and engage with biodiversity conservation.  相似文献

This paper presents a case study where numerical modelling was utilized for the first time to estimate shoreline changes during the planning of a private pleasure marina in the Gulf of Suez. The study was made to compliment an environmental impact assessment study (EIA) requested by the Egyptian Environmental Affairs Agency (EEAA). The paper presents data collected during two surveys and the results of the numerical model. The impact of the marina on the sediment budget was investigated using the GENESIS one-line program. One of the main reasons for the study was to confirm that the choice of the marina location ensured minimum erosion of the shoreline. In the model, the sediment transport calibration constants were determined using the results of two surveys. The choice of the formula is discussed in the paper. Two locations for the marina were tested against minimum erosion at the down drift side of the marina. This study was performed in close co-ordination with the EEAA and several solutions were suggested to minimize the expected accretion before the final location was approved.  相似文献
