着重从提高企业决策层、管理层、操作层的安全文化素质的观点 ,论述和探讨企业安全文化建设的主要方法和途径。     

浅谈安全管理“三要素”

安全管理是安全科学的重要组成部分。“人—机—环境“是安全管理的 3个基本要素 ,安全管理必须围绕这 3个基本要素建立安全管理体系 ,协调“人—机—环境”的自然和谐 ,将“人—机—环境”建立在一个最优组合状态下 ,把安全问题由事后处理型转变为事先预防型 ,从而提高安全管理体系的效能和水平。     

论道路交通安全环境

通过对道路交通环境与交通安全关系的阐述 ,分析了由于道路在规划、设计等方面的原因而导致交通事故的机理 ,探讨了道路环境在使用过程中技术状况对交通安全的影响 ,建立了道路交通安全体系 ,剖析了系统内各因素之间的关系 ,提出了道路安全环境对交通安全的影响有着极其重要的意义。文中还针对性地提出了改善交通安全状况、降低交通事故发生量的对策。     

健康风险分析(HRA)在石化工程项目中的应用

结合参加南海石化项目管理承包商 (PMC)的健康、安全、环境 (HSE)管理工作的体会 ,简要介绍了南海石化项目中使用的主要健康风险分析的方法 (HRA) ,包括HRA的意义、范围和方法 ,举例说明了如何进行HRA。同时笔者还提出了HRA和中国设计报批相结合的思路 ,指出HRA可以作为职业卫生专篇的编制依据。通过进行HRA ,找出设计中有可能影响健康的所有因素 ,确定危害部位 ,并初步提出工程控制措施和个人防护措施 ,给出了职业卫生工作在工程设计中的结合点。对今后工程中HSE一体化提供了可行的方法     

Technical modeling in integrated risk assessment of chemical installations

This paper presents the technical model of an Integrated Quantitative Risk Assessment method, taking into account management as well as technical design and producing risk level measures. The basic steps of the technical model consist in developing a Master Logic Diagram (MLD) delineating the major immediate causes of Loss of Containment and associated quantitative models for assessing their frequency. Appropriate management models quantify the parameters of the technical model on the basis of the safety management system of the installation. The methodology is exemplified through its application on the risk assessment of a LPG scrubbing tower of an oil refinery. A detailed technical model simulating the response of the system to various initiating events is developed, along with a detailed model simulating the influence of the plant-specific management and organizational practices. The overall effect is quantified through the frequency of release of LPG as a result of a Loss of Containment in scrubbing towers of the refinery.     

21世纪安全专业应用型人才的培养思路与模式

高等院校对人才的培养模式取决于社会对该类人才的需求和高校在其中应起的作用等因素。笔者在对市场作广泛调查的基础上重点论述 :2 1世纪安全工程专业培养的学生应当是应用型的 ,而应用型人才的培养既要考虑到其应用需求 ,更要考虑到学科的发展和教育人才的去向。以此为目的 ,笔者提出了 2 1世纪安全专业应用型人才的培养思路与模式 ,其中 ,多层次、全方位的办学方向、实践型的办学手段、开放型的办学形式分别是该模式的前提、基础与关键。还分析了通过上述途径实现“模式”的具体做法和努力方向     

Design for safety in Safecharts with risk ordering of states

Safecharts is a variant of Statecharts intended exclusively for safety critical systems design. With two separate representations for functional and safety requirements, Safecharts brings the distinctions and dependencies between them into sharper focus, helping both designers and auditors alike in modelling and reviewing safety features. Safecharts incorporates ways to represent equipment failures and failure handling mechanisms and uses a safety-oriented classification of transitions and a safety-oriented scheme for resolving any unpredictable non-deterministic pattern of behaviour. It achieves these through an explicit representation of risks posed by hazardous states by means of an ordering of states and a concept called risk band. Recognising the possibility of gaps and inaccuracies in safety analysis, Safecharts do not permit transitions between states with unknown relative risk levels. However, in order to limit the number of transitions excluded in this manner, Safecharts provides a default interpretation for relative risk levels between states not covered by the risk ordering relation, requiring the designer to clarify the risk levels in the event of a disagreement and thus improving the risk assessment process.     

建筑施工安全生产的科技创新及途径

安全生产作为人类生存与发展永恒的主题 ,人类文明与科技发展对安全生产的要求 ,在不同阶段有着不同的表现形式。笔者从世界经济竞争格局 ,国内建筑安全生产万人死亡率在不同历史阶段的变化等方面 ,论证了科技进步、科技创新在建筑安全生产中的重要作用 ,在总结中外建筑企业依靠科技创新、提高安全生产水平成功经验的基础上 ,系统地提出了国内建筑企业依靠科技进步、科技创新 ,才是提高建筑安全生产水平的根本途径     

上海市2003年生态足迹计算与分析

本文应用Wackernagel等提出的生态足迹概念和方法对上海区2003年的生态足迹和承载力进行计算和分析。结果表明,2003年上海市人均生态足迹为3．36hm^2,人均生态承载力为0．46hm^2。在此基础上提出了减缓上海市生态赤字的一系列措施,最后对模型的完善作出了展望。
