Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport
plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing
integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant
discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of
the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning
documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality
towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the
Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable
development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising
existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the
European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially
fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate
sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful
for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires
testing elsewhere.

Between the tenth and twentieth century the population of Paris city increased from a few thousand to near 10 million inhabitants.
In response to the growing urban demand during this period, the agrarian systems of the surrounding rural areas tremendously
increased their potential for commercial export of agricultural products, made possible by a surplus of agricultural production
over local consumption by humans and livestock in these areas. Expressed in terms of nitrogen, the potential for export increased
from about 60 kg N/km2/year of rural territory in the Middle Ages, to more than 5,000 kg N/km2/year from modern agriculture.
As a result of the balance between urban population growth and rural productivity, the rural area required to supply Paris
(i.e. its food-print) did not change substantially for several centuries, remaining at the size of the Seine watershed surrounding
the city (around 60,000 km2). The theoretical estimate of the size of the supplying hinterland at the end of the eighteenth
century is confirmed by the figures deduced from the analysis of the historical city toll data (octroi). During the second
half of the twentieth century, the ‘food-print’ of Paris reduced in size, owing to an unprecedented increase in the potential
for commercial export associated with modern agricultural systems based on chemical N fertilization. We argue that analysing
the capacity of territories to satisfy the demand for nitrogen-containing food products of local or distant urban population
and markets might provide new and useful insights when assessing world food resource allocation in the context of increasing

A country-level stock and flow model for cement, an important construction material, was developed based on a material flow
analysis framework. Using this model, the contemporary cement cycle of the United States was constructed by analyzing production,
import, and export data for different stages of the cement cycle. The United States currently supplies approximately 80% of
its cement consumption through domestic production and the rest is imported. The average annual net addition of in-use new
cement stock over the period 2000–2004 was approximately 83 million metric tons and amounts to 2.3 tons per capita of concrete.
Nonfuel carbon dioxide emissions (42 million metric tons per year) from the calcination phase of cement manufacture account
for 62% of the total 68 million tons per year of cement production residues. The end-of-life cement discards are estimated
to be 33 million metric tons per year, of which between 30% and 80% is recycled. A significant portion of the infrastructure
in the United States is reaching the end of its useful life and will need to be replaced or rehabilitated; this could require
far more cement than might be expected from economic forecasts of demand for cement. 相似文献

The focus is on the issue of waste management when constructing and recycling lightweight concrete (LWC) with aggregates containing expanded glass. The paper analyses the recycling of concrete from lightweight aggregates, and on the important issue of environmental and waste management. The characteristics of recycling LWC such as density, compressive strength and thermal conductivity are investigated, and compared with normal existing concrete from lightweight aggregates. The results indicate that it is possible to recycle lightweight concrete construction waste. The described method shows great possibilities for increasing the use of construction waste materials from LWC containing expanded glass, in order to benefit from better use of the available capacity from existing construction waste. The characteristics of density, compressive strength and thermal conductivity from the new recycled material were compared with normal existing concrete from lightweight aggregates, such as changes in dependency on the type and parts of waste as well as its new binding components. Thus, a new recycled material has been created with new characteristics of density, compressive strength and thermal conductivity, which is conform to the compressive strength class and rules on heat protection and energy efficiency use in buildings (SI OJ RS No. 42/2002). Laboratory density, compressive strength, and thermal conductivity tests results showed that LWC can be produced by the use of waste LWC with aggregates containing expanded glass.
