环境执法中存在的问题和对策浅析

通过对睢宁县环境执法现状进行调研、分析,找出当前环境执法过程中存在的问题,针对性地提出强化环境执法的对策。     

基于主成分分析法研究内蒙古环境质量的统计分析

生态环境问题一直以来制约着西部地区的经济发展,内蒙古作为以资源型开发为主要工业结构的自治区在这方面表现尤为突出。为了使内蒙古自治区借助实施西部大开发战略和开展生态环境建设的机会推进环境保护工作的进程,从环境污染和生态破坏角度运用主成分分析法评价内蒙古自治区2005年到2009年间环境质量。通过综合得分分析得出内蒙古环境质量逐年好转,而且环境质量整体优化速率逐年加快,通过主成分分析得到大气污染和工业污染是在不同领域影响自治区环境质量的主导因素,主要归因于内蒙古自治区工业结构以资源能源型为主、沙尘天气频繁出现以及追求经济快速增长所致的环境问题。     

大连市生态环境质量研究

运用可持续发展理论和生态经济学原理,从白然、社会、经济的角度,选取了20个单项指标,构建了大连生态环境质量评价指标体系,采用专家打分法、层次分析法和模糊综合评判法构建出城市生态环境质量评价的模型,定量地对大连的生态环境进行了综合评价。     

The Ecological Jeremiad,the American Myth,and the Vivid Force of Color in Dr. Seuss's The Lorax

This essay explores Dr. Seuss's The Lorax through a combination of contextual, visual and narrative-based criticism. Specifically, rhetorical forms of the jeremiad and myth are examined as adaptations to the medium of children's literature. In addition, the force of illustrated images is discussed, including the rhetorical force of color. The essay begins with a discussion of both Dr. Seuss and The Lorax within the contexts of the early environmental movement's rhetoric of alarm and political activism. It then outlines Seuss's attempt at “propaganda with a plot” arguing that a collision of the American myth and ecological jeremiad parallel and divert from the environmentalist norm. A detailed analysis of illustrated imagery and the function of color demonstrate the rhetorical force toward narration and ideology possible in the visual form.     

Biogeographic distribution patterns of algal community in different urban lakes in China: Insights into the dynamics and co-existence

Urban lake ecosystems are significant for social development, but currently we know little about the geographical distribution of algal community in urban lakes at a large-scale. In this study, we investigated the algal community structure in different areas of urban lakes in China and evaluated the influence of water quality parameters and geographical location on the algal community. The results showed that obvious differences in water quality and algal communities were observed among urban lakes in different geographical areas. Chlorophyta was the dominant phylum, followed by cyanobacteria in all areas. The network analysis indicated that algal community composition in urban lakes of the western and southern area showed more variations than the eastern and northern areas, respectively. Redundancy analysis and structural equation model revealed that nutrients and pH were dominant environmental factors that affected the algal community, and they showed higher influence than that of iron, manganese and COD _Mn concentration. Importantly, algal community and density exhibited longitude and latitude relationship. In general, these results provided an ecological insight into large-scale geographical distributions of algal community in urban lakes, thereby having potential applications for management of the lakes.

本文回顾了从1972年斯德哥尔摩联合国人类环境会议到2002年约翰内斯堡联合国可持续发展首脑会议(WSSD)的历程,提出了解决环境与发展问题以及实施可持续发展战略过程中值得认真思考的问题。     

城市工业生态经济持续发展中存在的问题及对策

本文根据城市工业生态经济系统的构成及特点，分析了城市工业生态经济系统进行持续发展的现实意义，针对城市工业生态经济持续发展中存在的主要问题进行原因剖析，并提出了相应的治理对策及措施，以达环境与经济及城市生态经济优化决策之目的     

水污染损失估算与治理水污染生态效益实例分析

企业排放污染物使其周围环境受到损失，根据环境所损失的价值与污染治理的费用，可以提出污染治理的生态效益，本文以沈阳某大型企业排放污水为例，主要运用了模糊数学法以及间接定价法和生态价值法对水资源价值进行核算，然后再进行费用——效益分析评价．结果表明对污水治理是具有明显生态效益的．     

我国城市公交全面电力化的战略思考

近两年来,雾霾天气不断侵扰我国,尽管有关部门和各级政府采取了一系列措施,仍难产生立竿见影的效果。能否积极有效地改善环境质量特别是改善城市空气质量是考验我国生态环境治理体系和治理能力的重大课题。本文提出了将城市公交全面电力化作为突破口的有益思考。     

生态文明视野下区域承载力评价——基于成都经济区的实证分析

生态文明视野下的区域承载力评价打破了传统承载力评价的局限,构建了经济、社会、环境、文化、制度"五位一体"的承载力评价模型。成都经济区区域承载力总体较好,但评价系统间差距较大。在时间上看呈波动上升趋势,不同年份间受外部政策和环境的强烈影响。在空间上不均衡,分3种类型,不同城市间差异较大且关键因素各异。
