Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park. 相似文献

Colombia's discharge fee system for water effluents is often held up as a model of a well-functioning, economic incentive pollution control program in a developing country. Yet few objective evaluations of the program have appeared. Based on a variety of primary and secondary data, this paper finds that in its first 5 years, the program was beset by a number of serious problems including limited implementation in many regions, widespread noncompliance by municipal sewerage authorities, and a confused relationship between discharge fees and emissions standards. Nevertheless, in some watersheds, pollution loads dropped significantly after the program was introduced. While proponents claim the incentives that discharge fees created for polluters to cut emissions in a cost-effective manner were responsible, this paper argues that the incentives they created for regulatory authorities to improve permitting, monitoring, and enforcement were at least as important. 相似文献

Stated-preference surveys for the economic valuation of environmental resources typically assume no uncertainty in the hypothetical valuation scenarios. However, the outcomes of environmental policies are uncertain. We explored the effects of including information on probabilities of attribute improvement and provision in choice experiments. Our results suggest that stating explicitly a high probability for the occurrence of the valuation scenario can improve the goodness of fit of choice models and the consistency of choices. As the general public becomes more aware of the uncertainty of environmental outcomes under global change, omitting information on scenario risk may contribute to hypothetical bias and impair the validity of stated-preference valuations. 相似文献

The U.S. Environmental Protection Agency has proposed permitting ballast water discharges—a benefit of which would be to reduce
the economic damages associated with the introduction and spread of aquatic invasive species. Research on ship-borne aquatic
invasive species has been conducted in earnest for decades, but determining the economic damages they cause remains troublesome.
Furthermore, with the exception of harmful algal blooms, the economic consequences of microscopic invaders have not been studied,
despite their potentially great negative effects. In this paper, we show how to estimate the economic benefits of preventing
the introduction and spread of harmful bacteria, microalgae, and viruses delivered in U.S. waters. Our calculations of net
social welfare show the damages from a localized incident, cholera-causing bacteria found in shellfish in the Gulf of Mexico,
to be approximately $706,000 (2006$). On a larger scale, harmful algal species have the potential to be transported in ships’
ballast tanks, and their effects in the United States have been to reduce commercial fisheries landings and impair water quality.
We examine the economic repercussions of one bloom-forming species. Finally, we consider the possible translocation within
the Great Lakes of a virus that has the potential to harm commercial and recreational fisheries. These calculations illustrate
an approach to quantifying the benefits of preventing invasive aquatic microorganisms from controls on ballast water discharges.

A state by year panel is analyzed to simultaneously explore the statistical correlation between state level traffic fatality rates and state level behavioral regulations regarding teen licensing, seat belt use, and driving under the influence (DUI) in a model that also controls for other correlates.Method
By including measures of all three of these policies, the estimated policy effects should not be overstated due to underspecification bias. The panel includes the 48 contiguous U.S. states for the time period from 1999 through 2003. State fatality rates are measured as fatalities per million miles traveled. Measures of state policies regarding traffic safety related behavior are based on information gathered by the Insurance Institute for Highway Safety. Estimates are calculated via a time fixed effects model that uses the double-log form to allow for interaction effects between the independent variables.Results

Conservation fences are an increasingly common management action, particularly for species threatened by invasive predators. However, unlike many conservation actions, fence networks are expanding in an unsystematic manner, generally as a reaction to local funding opportunities or threats. We conducted a gap analysis of Australia's large predator‐exclusion fence network by examining translocation of Australian mammals relative to their extinction risk. To address gaps identified in species representation, we devised a systematic prioritization method for expanding the conservation fence network that explicitly incorporated population viability analysis and minimized expected species’ extinctions. The approach was applied to New South Wales, Australia, where the state government intends to expand the existing conservation fence network. Existing protection of species in fenced areas was highly uneven; 67% of predator‐sensitive species were unrepresented in the fence network. Our systematic prioritization yielded substantial efficiencies in that it reduced expected number of species extinctions up to 17 times more effectively than ad hoc approaches. The outcome illustrates the importance of governance in coordinating management action when multiple projects have similar objectives and rely on systematic methods rather than expanding networks opportunistically. 相似文献

Since 2006, around 600 rainwater harvesting systems have been constructed for agricultural irrigation in Beijing. The financial and economic implications of using these systems are discussed less. It is important to understand the effectiveness of the investments spent on the rainwater harvesting systems. The paper aims to analyze economic and financial performance of the constructed rainwater harvesting systems in rural areas of Beijing through the method of cost benefit analysis. The economic analysis focuses on determining the contribution of rainwater harvesting systems to the development of society, carried out from the point of view of government. The financial analysis allows comparison of the financial implications of using groundwater with using rainwater for agricultural irrigation from the point of view of individual participant, namely the local farmers. The results show that the rainwater harvesting systems are economically feasible. This means rainwater harvesting have positive effects for society. However, the financial feasibility of rainwater harvesting systems depends on the charge for groundwater and on the size of the rainwater harvesting systems. If groundwater is not charged, the rainwater harvesting systems are not financially feasible. If groundwater is charged at 2 Yuan/m3, only large size systems are financially feasible while small and middle sizes systems are not financially feasible. The GMS countries, supported by the Asian Development Bank, have adopted a holistic, multidimensional approach to strengthen infrastructural linkages and facilitate cross border trade through (i) the establishment of a trans-boundary road connecting two economic nodes across marginalised areas, followed by 2) facilitation of environmentally and socially sound investments in these newly connected areas as a means to develop livelihoods. The North–South Economic Corridor is currently in its second phase of development, with investment opportunities to be laid out in the NSEC Strategy and Action Plan (SAP). It targets the ecologically and culturally sensitive border area between PR China's Yunnan Province, Northern Lao PDR, and Thailand. A trans-boundary, cross-sectoral Strategic Environmental Assessment was conducted to support the respective governments in assessing potential environmental and social impacts, developing alternatives and mitigation options, and feeding the findings back into the SAP writing process. Given the spatial dimension of corridor development—both with regard to opportunities and risks—particular emphasis was put in the application of spatial modelling tools to help geographically locate and quantify impacts as a means to guide interventions and set priorities. 相似文献
