In this article, the systems for the collection and intermediate processing of used beverage cans (UBCs) are compared and analyzed, focusing on the time taken and the cost of processing, the energy consumption, and the emissions of CO2, SO x , and NO x , during the process. We found that cases where the UBCs were crushed in the discharging process gave better results, and how the UBCs were collected was the most important factor. It was more desirable to treat UBCs in one place than in two places. When the transportation distance was longer, the pressed form of UBCs was more convenient. When the transportation distance was short, the original form, the crushed form, and the shredded form of UBCs were all suitable. That is, the contribution of the transportation process to the evaluation was large when the transport distance was long, and the contribution of the treatment process was large when the transport distance was short.  相似文献

If the objective of the United Nations Framework Convention on Climate Change (UNFCCC) is to be achieved, Parties must commit themselves to meeting meaningful long‐term targets that, based on current knowledge, would minimize the possibility of irreversible climate change. Current indications are that a global mean temperature rise in excess of 2–3 °C would enhance the risk of destabilizing the climate system as we know it, and possibly lead to catastrophic change such as a shutdown of the deep ocean circulation, and the disintegration of the West Arctic Ice Sheet. Observations have shown that for many small island developing States (SIDS), life‐sustaining ecosystems such as coral reefs, already living near the limit of thermal tolerance, are highly climate‐sensitive, and can suffer severe damage from exposure to sea temperatures as low as 1 °C above the seasonal maximum. Other natural systems (e.g., mangroves) are similarly susceptible to relatively low temperature increases, coupled with small increments of sea level rise. Economic and social sectors, including agriculture and human health, face similar challenges from the likely impacts of projected climate change. In light of known thresholds, this paper presents the view that SIDS should seek support for a temperature cap not exceeding 1.5–2.0 °C above the pre‐industrial mean. It is argued that a less stringent post‐Kyoto target would frustrate achievement of the UNFCCC objective. The view is expressed that all countries which emit significant amounts of greenhouse gases should commit to binding reduction targets in the second commitment period, but that targets for developing countries should be less stringent than those agreed for developed countries. Such an arrangement would be faithful to the principles of equity and would ensure that the right of Parties to attain developed country status would not be abrogated.  相似文献

There is an international divide between net emissions importers and net emissions exporters, with industrialised nations mainly falling into the former and emerging economies the latter. Integrating emissions transfers into climate policy, so as not to disadvantage export-intensive countries, has been suggested to increase participation in international emissions reduction commitments. Consumption-based scenarios are presented for the UK identifying the geographic and sectorial source of emissions to meet future consumer demands given the current international climate policy landscape. The analysis is applied to the UK yet the discussion is applicable to international climate policy; assigning national responsibility for global emissions reductions; and extending the mitigation potential for net importing countries. Two trajectories for UK consumption emissions are calculated in which (1) international reduction targets are consistent with those pledged today equating to four degrees of temperature rise and (2) international reduction targets achieve a two degree future. By 2050 it is estimated that UK consumption emissions are 40–260% greater than UK territorial emissions depending on the strength of global reduction measures, and assuming the UK meets its 80% reduction in 1990 emissions by 2050 target. Cumulative emissions are presented alongside emissions trajectories, recognising that temperature rise is directly related to every tonne of carbon emitted. Whilst this paper argues that the current UK emissions targets underestimate the UK's contribution to global mitigation for two degrees, it shows how expanding the focus of policy towards consumption introduces new opportunities for reduction strategies at scale. The paper advocates the implementation of consumption-based emissions accounting which reveals underexploited policy interventions and increases the potential to break down barriers that exist between industrialised and emerging economies in international climate policy.  相似文献

Climate change, population growth and socio-structural changes will make meeting future food demands extremely challenging. As wheat is a globally traded food commodity central to the food security of many nations, this paper uses it as an example to explore the impact of climate change on global food supply and quantify the resulting greenhouse gas emissions. Published data on projected wheat production is used to analyse how global production can be increased to match projected demand. The results show that the largest projected wheat demand increases are in areas most likely to suffer severe climate change impacts, but that global demand could be met if northern hemisphere producers exploit climate change benefits to increase production and narrow their yield gaps. Life cycle assessment of different climate change scenarios shows that in the case of one of the most important wheat producers (the UK) it may be possible to improve yields with an increase of only 0.6% in the emission intensity per unit of wheat produced in a 2 °C scenario. However, UK production would need to rise substantially, increasing total UK wheat production emissions by 26%. This demonstrates how national emission inventories and associated targets do not incentivise minimisation of global greenhouse gas emissions while meeting increased food demands, highlighting a triad of challenges: meeting the rising demand for food, adapting to climate change and reducing emissions.  相似文献

The climate impacts of energy technologies are frequently assessed using equivalency metrics, which convert emissions of multiple greenhouse gases to a common scale. Numerous metrics have been proposed that incorporate, in different ways, information about the time-dependent impacts of gases. However, more focus has been placed on proposing metrics than on testing their performance in real-world use cases. Here we present a testing approach that simulates how metrics would affect the selection of energy technology portfolios that comply with a CO2-equivalent emissions cap. Unintended radiative forcing outcomes can occur, emphasizing the need to test metrics in a practical context. We demonstrate the approach for policies designed to limit radiative forcing and discuss extensions to limits on temperature or economic impacts. Metric performance is evaluated by (i) how much actual radiative forcing overshoots the intended stabilization level and (ii) the level of energy consumption permitted. We use this testing approach to study a variety of metrics based on an estimated radiative forcing stabilization time under two climate policy goals. We find that these goal-inspired metrics, if chosen carefully, can exhibit performance improvements over the standard global warming potential (GWP) while maintaining its transparency and ease-of-use. These alternative metrics can significantly reduce the overshoot in radiative forcing observed with the GWP, at a small cost in energy consumption. Moreover, simple metrics can exhibit similar performance improvements to more complex ones.  相似文献

In recent writing on sociotechnical transitions theory communities are mostly conceived of as being local and place-based (“grassroots”). In this paper the implications for sociotechnical transitions theory of having multiple communities operating at different geographical scales, and with different objectives, are examined through a case study of low-carbon innovation in forests. The focus of analysis is the communities promoting sociotechnical innovations in the measurement of forest carbon. Innovation is being driven by the international United Nations climate policy initiative “Reducing Emissions from Deforestation and forest Degradation” (REDD+). The rise of REDD+ policy has prompted a flurry of activity in related scientific research, especially in the field of remote sensing. But other types of community are also actively positioning themselves as experts in forest carbon measurement: there are multiple communities at work, each with varying claims to innovation and expertise, from local (place-based) forest communities to international communities of foresters and forest ecologists. Recognition of the multiple communities operating within sociotechnical systems usefully draws our attention to the politics of innovation.  相似文献

排污权初始分配是排污权交易的起点和基础,在分配模式和实证研究方面需要加强。采用地区人口法、经济总量法、历史排污量法、环境容量法和综合分配法5种模式研究了鄱阳湖流域11个地市水污染物化学需氧量(COD)与氨氮的初始排污权分配。结果表明:COD和氨氮初始排污权在地市之间的分配格局相似;南昌、新余与鹰潭3市按经济总量模式分配的排污量明显高于其它模式,上饶、吉安两市人口分配模式高于其它模式,景德镇、九江两市历史排污量模式高于其它模式,赣州市环境容量模式高于其它模式,宜春市综合模式高于其它模式。综合分配模式为赣州市排污权总量最高,南昌、九江、吉安、宜春、抚州和上饶6市次之,景德镇、萍乡、新余、鹰潭4市最低。总体来看,排污权配额因分配模式不同而有所差异,综合分配模式得到的初始排污权最为合理。建议鄱阳湖流域严格执行综合分配模式下的各地市初始排污权分配额度,确保区域经济社会与生态环境的协调发展。  相似文献

/ A number of strategies for the control of vehicular emissions are being considered by the Philippine government to address Metropolitan Manila's air quality problem. An analytical tool is needed for optimizing criteria pollutant reductions given the budgetary constraints. The simplest approach is to take costs and pollutant removals to be linear with each strategy's scale of activity, and this is readily solved as a linear programming problem. Another approach is to use a dynamic system of weights which shift with progressive improvements in pollutant emissions. The two approaches yield somewhat different results, suggesting the sensitivity of the solution to the assumed weights. The study also illustrates the importance of a sound methodology for evaluating priorities given to different air quality goals. One such methodology may involve a polling of expert panels and the public to gain insight into the relative importance given to competing emissions reduction goals. An informal polling of resource agency staff was conducted and discussed in this paper. Marine protected areas (MPAs) are a critical defense against biodiversity loss in the world's oceans, but to realize near-term conservation benefits, they must be established where major threats to biodiversity occur and can be mitigated. We quantified the degree to which MPA establishment has targeted stoppable threats (i.e., threats that can be abated through effectively managed MPAs alone) by combining spatially explicit marine biodiversity threat data in 2008 and 2013 and information on the location and potential of MPAs to halt threats. We calculated an impact metric to determine whether countries are protecting proportionally more high- or low-threat ecoregions and compared observed values with random protected-area allocation. We found that protection covered <2% of ecoregions in national waters with high levels of abatable threat in 2013, which is ∼59% less protection in high-threat areas than if MPAs had been placed randomly. Relatively low-threat ecoregions had 6.3 times more strict protection (International Union for Conservation of Nature categories I–II) than high-threat ecoregions. Thirty-one ecoregions had high levels of stoppable threat but very low protection, which presents opportunities for MPAs to yield more significant near-term conservation benefits. The extent of the global MPA estate has increased, but the establishment of MPAs where they can reduce threats that are driving biodiversity loss is now urgently needed.  相似文献
