The nitrogen (N) distribution and cycling of atmosphere-plant-soil system in the typical meadow Calamagrostis angustifolia wetland (TMCW) and marsh meadow Calamagrostis angustifolia wetland (MMCW) in the Sanjiang plain were studied by a compartment model. The results showed that the N wet deposition amount was 0.757 gN/(m2·a), and total inorganic N (TIN) was the main body (0.640 gN/(m2·a)). The ammonia volatilization amounts of TMCW and MMCW soils in growing season were 0.635 and 0.687 gN/m2, and the denitrification gaseous lost amounts were 0.617 and 0.405 gN/m2, respectively. In plant subsystem, the N was mainly stored in root and litter. Soil organic N was the main N storage of the two plant-soil systems and the proportions of it were 93.98% and 92.16%, respectively. The calculation results of N turnovers among compartments of TMCW and MMCW showed that the uptake amounts of root were 23.02 and 28.18 gN/(m2·a) and the values of aboveground were 11.31 and 6.08 gN/(m2·a), the re-translocation amounts from aboveground to root were 5.96 and 2.70 gN/(m2·a), the translocation amounts from aboveground living body to litter were 5.35 and 3.38 gN/(m2·a), the translocation amounts from litter to soil were larger than 1.55 and 3.01 gN/(m2·a), the translocation amounts from root to soil were 14.90 and 13.17 gN/(m2·a), and the soil (0-15cm) N net mineralization amounts were 1.94 and 0.55 gN/(m2·a), respectively. The study of N balance indicated that the two plant-soil systems might be situated in the status of lacking N, and the status might induce the degradation of C. angustifolia wetland.  相似文献

完善的自然资源资产负债表编制体系,能为国家和各级政府摸清“家底”,进行宏观经济管理、资源配置等工作提供重要的数据信息。党的十八届三中全会提出探索编制自然资源资产负债表之后,与此相关的理论研究迅速增加,但针对自然资源资产负债表编制和运用的理论与实践仍存在一些模糊认识;诸如自然资源负债等难以确定的问题。着眼于此,本文对我国自然资源资产负债表的编制现状进行了认真的思考,总结出自然资源资产负债表编制和运用的六个关键问题,即对国际规范SEEA2012和SNA2008的认识问题,对以县级单位为起点的编制主体的认识问题,对单式和复式表格根本区别的认识问题,对实物量和价值量转换难点的认识问题,对自然资源资产负债表信息渠道与平台建设的认识问题,对自然资源资产负债表编制中各部门权责关系的认识问题。以此为基础,本文从国际做法和国内实践两个角度进行了分析,并提出了本文观点:编制和运用自然资源资产负债表,应全面理解、充分借鉴SEEA2012和SNA2008的国际规范;确立以县级及以下政府层级为起点的编制主体;转变为“从单式到复式”的编表思路,坚持使用复式表格;迈出实物量向价值量转化的重要一步,重视价值量核算;建设自然资源数据收集的信息渠道与平台;处理好自然资源资产负债表编制中各部门间的权责关系。本文研究有利于推进自然资源资产负债表编制与运用工作,发挥自然资源资产负债表在我国的生态文明建设中的重要作用。  相似文献

Brownfields that are reused for the generation of renewable energy are called brightfields. This rapidly emerging idea advocates the combination sustainable site reuse and the generation of electricity from renewables. While programmes like the RE-Powering America's Land Initiative herald its benefits, academia knows but little of its barriers and challenges. This study aims to examine the technical/environmental, regulator/financial/institutional, and social barriers to this type of development, along with measures that may address them. The barriers and measures were predominately identified via a qualitative and quantitative survey sent to brightfield developers (experts), along with a review of case studies and the emerging brightfield literature. The study found that environmental/technical barriers only differ from ‘conventional’ renewable energy projects (e.g. on Greenfields) in the event of site contamination. The latter then is what makes brightfields unique and is the source for a myriad of challenges concerning risk and liability, which cause financial problems and investment hesitance. However, evidence conjectures that there is less contextual public opposition to brightfields compared to conventional renewable energy.  相似文献

Like all rapidly developing countries, the government of Iran (GOI) has to integrate environment priorities into its energy sector. In order to integrate environmental concerns into energy sector, an Energy-Environment Review (EER) may be considered as the mainstreaming tool capable of examining the interface between energy and the environment. The results of the EER should be interpreted, in the light of the objective of the 4th Five Year Development Plan in Iran, to achieve fast and sustainable growth and accelerate the transition to a market economy. In particular, the suggested actions will promote economic efficiency use of energy resources through a proper allocation of scarce resources, including environmental resources, so as to achieve economic efficiency and environmental and social protection. This paper comprises: (A) an analysis of the current situation with regards to energy production and consumption; (B) an evaluation of the growth prospects with regard to energy production and consumption; (C) the identification of environmental issues induced by the generation and use of energy and estimation of the associated costs of damages; (D) the evaluation of the extent of contribution to the climate-change phenomenon through emission of greenhouse gases; (E) the evaluation of the proposed mitigation measures for the previously identified environmental problems; and (F) conclusions and recommendations. The EER-Iran assessed the total health damage from air pollution in 2001 at about 56  ×  1012 Rials (US $ seven billion); equivalent to 8.4% of nominal GDP. In the absence of the price reform and control policies, the EER-Iran estimated that the damage in Iran in the money of 2001, will grow to 155  ×  1012 Rials (US $ nine billion) by 2019. This is equivalent to 10.9% of nominal GDP, i.e., a large percentage of a larger GDP. Of this total, 107  ×  1012 Rials (US $ 8.4 billion) come from transport sector. The damage cost to the global environment from the flaring of natural gas, assessed on the basis of a carbon price of US $ 10/ton CO2, is found to be approximately US $ 600 million per year. Humans can consume a number of types of biota tissues, which have varying propensities to accumulate radionuclides. As a result, depending upon the biota species, the radionuclide and the tissue under consideration, it may be necessary to estimate the percent radionuclide load in specific edible tissues, and in cases where whole organisms are consumed, to estimate the radionuclide load in the whole body of an organism, based on data that have been collected for individual tissues. To accomplish this, data were compiled that can be used to estimate the partitioning patterns and percent loads of various groups of elements in edible tissues of freshwater fishes. General trends in partitioning, such as those provided in this paper, can be used to predict radionuclide transfer to humans and the corresponding potential radiological dose to humans via dietary pathways, in this case following the consumption of fish.  相似文献

This paper considers liberal and nationalist economic policy approaches to the ownership and development of Australian energy resources (oil, gas, coal and uranium). In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources which could broadly be described as ‘nationalist’. Governments of the day intervened in development decisions in an effort to enhance the ‘national interest’. From 1983, along with the deregulation of the Australian economy as a whole, policy relating to energy resources was liberalised. Development of energy reserves henceforth occurred according to the dictates of the market. This paper argues that recent Australian energy policy initiatives reflect an increase in nationalist influences and a retreat from the liberalisation agenda that dominated energy policy making in the 1980s and 1990s. Three examples are discussed where policy has been influenced by a nationalist framework: (1) the domestic gas reservation policy in Western Australia; (2) Australian government efforts to promote a ‘value adding’ nuclear processing industry and (3) Australian Labor Party policy giving preferential financial incentives for gas to liquids projects. The re-emergence of nationalism in Australia is occurring either because policy makers now favour it as a path to energy security or in some cases because they believe that appeals to nationalism will generate political support.  相似文献

Our objective is to propose permit allocation schemes that lead to a fair distribution of the net abatement cost among regions in a global greenhouse gas (GHG) stabilization scenario. We use a detailed technology-based energy model, World-MARKAL, to determine efficient abatement decisions, and to calculate the regional gross abatement costs (before permit allocation and trading). The net abatement costs are then calculated and used for different permit allocation schemes.  相似文献
