四川省钢铁工业综合能耗、各工序能耗与全国先进水平均有较大差距。节能潜力巨大。能耗高的原因首先是因为采用钒钛磁铁矿,该矿难选出、品位低、焦比高,且要增加一级提钒工序,能耗较高。其次是装备水平不高,设备大型化率不高;最后就是因为节能技术、技能装备普及率不高。大量资源未能实现回收利用。分析认为,应针对上述问题采取针对性的措施,可达到四川省钢铁工业大量节能的目的。  相似文献

Research suggests that curbing consumer demand for energy through behavioral interventions is an essential component of efforts to reduce greenhouse gas emissions, particularly in the short-term. Behavior within organizational settings poses a particular challenge to those wishing to promote energy conservation because employees typically have no direct financial incentive to reduce energy use and rarely have access to information regarding their level of consumption. Two relatively simple and easy-to-implement interventions were evaluated in a workplace setting during the fall of 2008. The first involved group-level feedback presented monthly to employees via e-mail. The second used peer educators to disseminate information and to encourage colleagues to reduce energy use. Both interventions were compared to an information-only control designed to educate employees about how and why to conserve energy. Results indicated that feedback and peer education resulted in a 7% and 4% reduction in energy use, respectively. Buildings that received the control increased energy use by 4%. The effect of peer education was limited by implementation failures in two buildings. The utility of these interventions will be discussed in terms of their overall potential for reducing energy use, as well as the feasibility of their being implemented in future organizational settings.  相似文献

High energy prices and the growing concern for “Peak Oil” have put energy analysis, once again, on the front burner. However, before speculating about possible roadmaps regarding our energy future, it would be wise to develop better quantitative analyses. This paper flags the existence of systemic epistemological flaws in the current use of aggregate energy indicators and presents an alternative approach capable of dealing with the issue of multiple dimensions and multiple scales. Starting from a critical appraisal of the aggregate indicator “Economic Energy Intensity” it shows that economic and biophysical variables are often correlated and that their value is determined by characteristics which can only observed across different levels and scales. Complex metabolic systems (systems that use energy to maintain and reproduce themselves) are operating simultaneously at different scales. This implies that changes in the characteristics of parts, defined at the local scale, and changes in the characteristics of the whole, defined at the large scale can only be obtained after establishing a scaling mechanism in the analysis. In order to deal with the issue of scale in energy accounting, we propose to make a distinction between three different categories: (i) primary energy sources (PES) - establishing a link between energy quantities and the associated requirement of biophysical gradients, at the large scale, on the interface black-box/context; (ii) energy carriers (EC) - defining the set of energy inputs required by technical devices for expressing useful functions, at the local scale, within the parts operating inside the black-box; (iii) end uses (EU) the set of functions to be expressed by society across hierarchical levels for reproducing itself. Finally, the paper presents examples of quantitative results obtained using an innovative method of analysis - Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM). We conclude that by using this new accounting method it is possible to generate a better understanding of external and internal constraints determining the desirability and viability of the metabolic pattern of societies.  相似文献

Abstract: The sustainable production of bioenergy is vital to avoiding negative impacts on environmental goods such as climate, soil, water, and especially biodiversity. We propose three key issues that should be addressed in any biodiversity risk‐mitigation strategy: conservation of areas of significant biodiversity value; mitigation of negative effects related to indirect land‐use change; and promotion of agricultural practices with few negative impacts on biodiversity. Focusing on biodiversity concerns, we compared principles and criteria set to address biodiversity and other environmental and social issues in seven standards (defined here as commodity‐based standards or roundtables, or relevant European legislation): five voluntary initiatives related to bioenergy feedstocks, the Renewable Transport Fuel Obligation (United Kingdom), and the European Renewable Energy Source Directive. Conservation of areas of significant biodiversity value was fairly well covered by these standards. Nevertheless, mitigation of negative impacts related to indirect land‐use change was underrepresented. Although the EU directive, with its bonus system for the use of degraded land and a subquota system for noncrop biofuels, offered the most robust standards to mitigate potential negative effects, all of the standards fell short in promoting agricultural practices with low negative impacts on biodiversity. We strongly recommend that each standard be benchmarked against related standards, as we have done here, and that efforts should be made to strengthen the elements that are weak or missing. This would be a significant step toward achieving a bioenergy industry that safeguards Earth's living heritage.  相似文献

Cytomegalovirus is the main cause of congenital viral infection and amniotic fluid viral load appears to be the single nonclinical prognostic factor. However, as in other infectious diseases, host genetics may influence the severity of the disease. To test this hypothesis, we looked retrospectively at the fetal gender in cases of severe congenital cytomegalovirus infection in our database. We also analyzed the international English literature covering this subject between 1985 and 2003. The proportion of females with brain abnormalities was statistically different from that of males (62/258: 24% vs 30/251: 12%, p = 0.004). The risk of abnormal brain development in infected fetuses was twice as high in females than in males (Chi2 = 8.7; OR = 2, IC [1.26–3.21]). In our cases, amniotic fluid CMV DNA load was not significantly higher in males than in females (p = 0.06) and was also similar in severely and non-severely infected fetuses (p = 0.09). / We investigated the notion that successful negotiations require that all parties to the dispute must have a desire to bargain. This desire is most likely to be present when the dispute exhibits ripeness and each party believes a bargained solution is the most cost-effective way to resolve differences. Structured interviews of participants in six Federal Energy Regulatory Commission hydropower licensing consultations were conducted to determine the level of need to negotiate for each party. The findings indicate that a need to negotiate is a necessary, but not sufficient, condition for success. Several factors were associated with a need to negotiate: a weak BATNA (best alternative to a negotiated agreement); a salient issue; participants' sense of efficacy; a sense of inevitability; professional roles encouraging negotiation; and disputes about facts as opposed to disputes about values. This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

When consumers exhibit present bias, the standard solution to market failures caused by externalities—Pigouvian pricing—is suboptimal. I investigate policies aimed at externalities for present-biased consumers. Optimal policy includes an instrument to correct the externality and an instrument to correct the present bias. Either instrument can be an incentive-based policy (e.g. a tax on fuel economy) or a command-and-control policy (e.g. a fuel economy mandate). Under consumer heterogeneity, a command-and-control policy may dominate an incentive-based policy. Calibrated to the US automobile market, simulation results suggest that the second-best gasoline tax is 3–30% higher than marginal external damages. The optimal price policy includes a gasoline tax set about equal to marginal external damages and a fuel economy tax that increases the price of an average non-hybrid car by about $550–$2200 relative to the price of an average hybrid car.  相似文献
