The legacy of mining activities has typically been land ‘returned to wildlife’, or, at some sites, degraded to such an extent that it is unsuitable for any alternate use. Progress towards sustainability is made when value is added in terms of the ecological, social and economic well‐being of the community. In keeping with the principles of sustainable development, the innovative use of flooded open pits and tailings impoundments as commercial, recreational or ornamental fish farms should be considered in some locations, as it could make a significant contribution to the social equity, economic vitality and environmental integrity of mining communities. This article highlights the growing significance of aquaculture and explores the benefits and barriers to transforming flooded pits and impoundments into aquaculture operations. Among other benefits, aquaculture may provide a much‐needed source of revenue, employment and, in some cases, food to communities impacted by mine closure. Further, aquaculture in a controlled closed environment may be more acceptable to critics of fish farming who are concerned about fish escapes and viral transmissions to wild populations. Despite the potential benefits, aquaculture in flooded pits and impoundments is not without its complications — it requires a site‐specific design approach that must consider issues ranging from metals uptake by fish, to the long‐term viability of the aquatic system as fish habitat, to the overall contribution of aquaculture to sustainability. 相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and
inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum,
with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly
developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized
areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately
to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during
the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences
of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture,
in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion
all contribute to an increasing number of environmental refugees.
Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology,
an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have
been established. This administration advocates a progressive attitude towards environmental legislation and points out the
specific utility of economic and legal instruments in environmental management in this relatively fast developing country.
The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental
and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This
African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation
in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building

碳达峰和碳中和目标的提出,标志着中国低碳减排进入新的阶段,从国家层面的宏观政策包括各个行业的行业政策都在推行各种低碳减排政策,从行业异质性视角动态分析碳减排政策的效应具有重要的学术和实践意义。为此,构建一个包含环境外部性和碳减排政策的多行业动态随机一般均衡模型,研究许可证交易和碳税两种政策情景下,行业技术冲击、税收政策和减排政策调整冲击对宏观经济、环境和行业排放的动态效应。模拟发现:许可证交易政策情景下,行业技术冲击具有明显的结构性效应,覆盖行业企业减排率上升,排放下降,而未覆盖行业排放随产出上升而上升,而在碳税政策情景下,这种差异并不明显。政府采用盯住总排放波动的碳减排政策能够有效地减少冲击带来的福利损失,提高对维持排放水平的关注程度能够减少相应的福利损失。建议政府有效地权衡经济增长和改善环境二者之间的关系,在不造成大的负面经济影响的前提下,加大减排政策力度,推广和扩大碳交易试点范围,尽快在全国建立统一的碳市场。制定碳减排政策时,考虑碳减排政策收入的返还机制,配以减税的财政政策以刺激经济,缓和减排政策的负面影响。政府应根据排放水平顺周期地动态调整碳减排政策的强度,适当提高对维持排放水平的关注程度。 相似文献

Science, politics and environmental policy have for several years been encountering social and institutional as well as scientific challenges, national and international. The normative basis of all sciences is pressurised from three sides: by awareness of the public, who claims more transparency and sensibility from the scientific institutions regarding factual or possible impacts of science-based industrial progress; by the industries, which try to speed up and intensify the industrialisation of knowledge; and by the public policies, which want to see the sciences engaged in ways to mitigate unintended consequences of economic, ecological and social developments. At the same time, environmental policy is undergoing a tremendous sea change both in conceptual and practical matters. Since the Brundtland Report in 1987 and accelerated after UNCED 1992, environmental policy has been struggling to become a groundbreaking new paradigm for the capacity of resolving social and political issues as well. Any successful attempt to alter traditional institutional and mental structures in policy-making toward sustainability presupposes a renewed association of co-operation, deliberation and decision making. BACKGROUND, AIM AND SCOPE: With respect to the enormous increase of chemical production in the last decades and the tens of thousands of individual chemicals on the market, the permanent improvement of chemical management is a permanent target to achieve the goals of sustainable consumption and production set by the WSSD in Johannesburg 2002. MAIN FEATURES: Several approaches exist to describe sustainability of chemistry. However, commonly agreed criteria are still missing. There is no doubt that products of modern chemistry help to achieve important goals of sustainability and that significant improvements have occurred regarding direct releases from production sites, but several facts demonstrate that chemistry is far from being sustainable. Still too many chemicals exhibit hazardous characteristics and pose a risk to health and environment. Too many resources are needed to produce chemicals and finished products. RESULTS AND CONCLUSION: Therefore, a strategy for sustainability of chemistry should be developed which comprises the following main elements: 1. Sustainable chemicals: sustainable chemical management includes a regulatory framework which makes no difference between new and existing chemicals, contains efficient information flow through the supply chain which allows users to handle chemicals safely and offers an authorisation procedure and/or an efficient restriction procedure for substances of high concern. This regulatory scheme should promote the development of inherently safe chemicals. 2. Sustainable chemical production: Sustainable chemical production needs the development and implementation of emerging alternative techniques like selective catalysis, biotechnology in order to release less CO2 and less toxic by-products, to save energy and to achieve higher yields. Information exchange on best available techniques (BAT) and best environmental practices (BEP) may help to promote changes towards more sustainability. 3. Sustainable products: An integrated product policy which provides a framework for sustainable products promotes the development of products with a long-term use phase, low resource demand in production and use, low emission of hazardous substances and properties suitable for reuse and recycling. This may be promoted by eco-labelling, chemical leasing concepts and extended information measures to enhance the demand of consumers and various actors in the supply chain for sustainable products. RECOMMENDATION AND PERSPECTIVE: Important tools for the promotion of sustainable chemistry are the abolition of barriers for innovation in legislation and within the chemical industry, more transparency for all users of chemical products, a new focus on sustainability in education and research, and a new way of thinking in terms of sustainability. 相似文献

Fisheries management is the practice of analyzing and selecting options to maintain or alter the structure, dynamics, and interaction of habitat, aquatic biota, and man to achieve human goals and objectives. The theory of fisheries management is: managers or decision makers attempt to maximize renewable `output' from an aquatic resource by choosing from among a set of decision options and applying a set of actions that generate an array of outputs. Outputs may be defined as a tangible catch, a fishing experience, an existence value, or anything else produced or supported by renewable aquatic resources. Overall output is always a mix of tangible and intangible elements. However defined, management goals and objectives are essential components of fisheries management or any other field of renewable natural resource management. Reaching consensus on management goals and objectives has never been a simple task. Beyond the broad and often conflicting goals of an agency, managers must decide who should set specific management objectives — agency personnel, the public, or a combination of the two. Historically, rhetoric aside, fisheries managers in North America nearly always have consulted with professionals in governmental roles to set management objectives. In a strongly pluralistic society, this often resulted in protracted political and legal conflict. Increasingly, there are calls for use of risk assessment to help solve such ecological policy and management problems commonly encountered in fisheries management. The basic concepts of ecological risk assessment may be simple, but the jargon and details are not. Risk assessment (and similar analytical tools) is a concept that has evoked strong reactions whenever it has been used. In spite of the difficulties of defining problems and setting management objectives for complex ecological policy questions, use of risk assessment to help solve ecological problems is widely supported. Ecological risk assessment will be most useful (and objective) in political deliberations when the policy debate revolves around largely technical concerns. Emissions trading is anattractive candidate for implementinggreenhouse gas mitigation, because it canpromote both efficiency and equity. Thispaper analyzes the interregional impacts ofalternative allocations of carbon dioxideemission permits within the U.S. Theanalysis is performed with the aid of anonlinear programming model for ten EPARegions and for six alternative permitdistribution formulas. The reason thatvarious alternatives need to be consideredis that there is no universal consensus onthe best definition of equity. Advanceknowledge of absolute and relative regionaleconomic impacts provides policy-makerswith a stronger basis for making thechoice. The analysis yields several usefulresults. First, the simulations indicatethat no matter how permits are allocated,this policy instrument can substantiallyreduce the cost of GHG mitigation for theU.S. in comparison to a system of fixedquotas for each of its regions. Interestingly, the welfare impacts ofseveral of the allocation formulas differonly slightly despite the large differencesin their philosophical underpinnings. Also, the results for some equity criteriadiffer greatly from their application inthe international domain.
