环境保护档案主题词初步探讨

《环境保护档案主题词表》于1995年出版,它对规范环境保护档案的管理、加快办公自动化和现代化建设都起到了重要的作用,但是由于环境保护事业发展迅速,近年来又出现一批新的环境保护档案主题词,出现频率高,影响很大。因此必须尽快收集整理,在档案管理中应用,并为主题词表再版做准备。     

入世中国环境保护的挑战与机遇

本文着重分析了入世给中国环境保护事业带来的挑战和机遇。作者认为,入世在短期内将给中国的环境状况和环境保护带来沉重的压力;但从长远来看,入世将改善我国的环境状况并推动环境保护的发展。     

关于环评中的景观影响评价问题

环境影响评价制度对控制环境污染和防止生态破坏取得明显的成效。随着社会的进步和人们对环境质量的高要求,景观环境影响评价已成为旅游资源、森林资源、矿产资源开发以及交通运输等建设项目环境影响报告书中的重要内容。但由于目前尚缺乏评价规范和评价标准,在开展景观影响评价中存在着不少的困难,评价标准和评价等级的缺乏,使评价的深度和广度以及景观污染的界定上难以满足评价结果的要求;评价方法的不确定,又使评价过程难以统一,难以预测项目建设对景观的影响程度,而人才的缺乏则是困扰持证单位的主要问题。所以目前急切需要解决问题的办法是尽快制定景观评价的标准和规范,研究评价的方法,以加速人才的培养,使景观影响评价真正能达到保护景观的目的。     

秦皇岛市生态状况及资源开发利用水平分析综述

秦皇岛市区内生态类型多样,各类生态系统功能突出,自然资源丰富,尤其是海、旅游资源优势突出,为区域经济发展提供了良好的基础条件。该文对秦皇岛市生态系统平衡及资源开发利用水平进行了定量分析。     

A framework for assessing discretionary corporate performance towards the environment

This article reviews the existing models of corporate social responsiveness and develops a theoretical framework with which to examine corporations' discretionary performance with respect to one social issue, that of the environment. Discretionary indicators of corporate response to environmental issues are developed and tested within this framework. Twelve companies from five different sectors were selected for the survey, based on prior knowledge of their commitment to environmental concerns. Primary data was collected from personal interviews, and secondary data was obtained from company documents, annual reports, and other forms of publically disclosed information. Empirical results varied, but certain voluntary indicators, such as composition of the board of directors, the environmental affairs function, community support, and the annual report are considered to provide strong indications of discretionary corporate performance. Philanthropy and company products proved to be less satisfactory indicators of corporate commitment to the environment. The aggregated results revealed a correlation between the final rankings of firms' discretionary environmental performance and whether those companies are process or product oriented. Linkages between discretionary elements and those of economic and legal requirements were not explored.

Religion and environmental politics in the US House of Representatives

Does religion affect legislators’ behavior on environmental policy in the US? Studies of environmental policy making have not examined this question, although the literature suggests that religion might affect legislative behavior on environmental policy. This study examines the relationship between US House members’ religion and roll-call voting on environmental legislation from 1973 to 2009. It finds significant differences across religious traditions. Legislators’ party and characteristics of constituencies relevant to environmental politics increasingly, but not entirely, mediate these differences.     

Prevention of an atmospheric storage tank bund failure

Secondary containment (bunds, drip trays, interceptors/sumps) is an integral part of many chemical, petrochemical, as well as agricultural, food and pharmaceutical facilities. Bunds are the built-in cases for accidental liquid substance spillage where there is a hazard that a substance could leak into the surroundings and the potential of health or environmental damage. The authors focus on the cases installed in large-volume atmospheric tanks storing hazardous chemicals in liquid form, where the bund failure occurred. In the first part of the study, a database of these accidents was created, numbering a total of 15 items. Attention was paid to the course of the accident, its causes and consequences. Several basic representative scenarios of bund failure have also been developed. The second part of the study is devoted mainly to the measures against the bund failure, such as risk assessment, technical and organizational measures. The aim of this study is to provide readers (including experts in the field of safety engineering, maintenance experts and building designers) with the information that can subsequently be used in the risk assessment of bund failure, possibly also for planning the construction of new bunds, or revitalization and maintenance of the existing ones.     

向家坝水生态系统保护及修复思路分析

伴随着时代的迅速发展,我国的整体经济水平获得了迅速的提升,但随之也带来了相当严重的环境污染问题。在这样的状况下,人们加大了对环境保护及生态系统修复的重视度。而在当前的生态系统当中,水生态系统与人们的生活最为密切,因而需要着重给予相应的关注。本文主要以向家坝水生态系统为基础,分析了水生态系统的保护及修复思路,并提出了相应的实践建议。
