针对目前廊坊市环保产业发展现状及存在的问题,以及今后一段时间内环保产品市场的需求进行了分析,并提出了一些建议。     

2009～2012年全国交流输变电工程环保验收问题分析与对策

通过对全国2009—2012年交流输变电工程竣工环境保护验收执行情况的统计,分析了交流输变电工程竣工环保验收中存在的问题,并针对性地提出了相应的对策,探讨了交流输变电工程竣工环境保护验收工作需制定和完善技术标准;推行施工期环境监理;推行设计图纸备案制度等环境保护对策。     

电子政务工程项目档案管理的思考与实践

项目档案管理对于电子政务工程项目的成功实施具有十分重要的意义。通过对电子政务工程项目档案特性的分析,探讨了当前项目档案管理中存在的问题,提出了加强档案管理的措施和建议。并以国家环境信息与统计能力建设项目为例,对项目档案管理流程、手段和要求做了详细论述,为电子政务工程项目档案管理提供了有益的经验借鉴。     

环境监测实验室空气中汞污染与防治

采用冷原子吸收法,使用便携式测汞仪对实验室空气中汞的浓度进行测定,监测结果表明,环境监测实验室空气中汞的污染较为严重,主要来源于COD、氨氮、大气中氨及汞样品测定时含汞试剂及汞标液的使用和含汞废液的排放。根据对监测结果的评价和分析提出了相应的防治措施,提醒实验室的管理及分析人员,要增强环境保护意识,加强实验室的管理,减少含汞及其它有毒废液的排放,改善实验室的环境空气质量,保护分析人员的身体健康。     

清江高坝洲津洋口防护区水环境污染治理

介绍了湖北省清江高坝洲津洋口防护区的概况,对津洋口防护区水环境污染现状进行了分析和调查研究,同时得出了防护区的主要污染为工业废水污染.计算了津洋口防护区丹水河的水环境容量,并据此提出水环境污染治理方案.     

Containing spectacle in the transnational public sphere

ABSTRACT

This paper analyzes the discursive struggle over the reach and containment of spectacle in environmental politics to provide (a) case study-based evidence of how, on one hand, transnationally shared environmental awareness and concern, emerging in part through spectacle, is translating into expectations of participation and demands for accountability, and (b) how this is already impacting the ways in which environmental politics is being understood and enacted locally, regionally and transnationally. Drawing on recent mediated debate over the Great Barrier Reef, it finds that while the transnational is clearly an ambition for environmental campaigners, and the perception that transnational publics are emerging is already impacting environmental politics, the potency of these publics and their capacity to meaningfully negotiate accountability is yet to be empirically confirmed. Nevertheless, measures to contain spectacle are providing a potency for a transnational public sphere, even if in reality it is still little more than a specter.     

Religion and environmental politics in the US House of Representatives

Does religion affect legislators’ behavior on environmental policy in the US? Studies of environmental policy making have not examined this question, although the literature suggests that religion might affect legislative behavior on environmental policy. This study examines the relationship between US House members’ religion and roll-call voting on environmental legislation from 1973 to 2009. It finds significant differences across religious traditions. Legislators’ party and characteristics of constituencies relevant to environmental politics increasingly, but not entirely, mediate these differences.     

The current state of knowledge of ecosystems and ecosystem services in Russia: A status report

This paper focusses on a conceptual overview of ways to address a comprehensive analysis of ecosystem services (ES) in a country as large and heterogeneous as Russia. As a first step, a methodology for assessing the services for the federal subjects of Russia was chosen, i.e., its constituent provinces and similar entities, in physical terms. Russia harbors a great diversity of natural conditions and ecosystems which are suppliers of ES, and likewise a variety of the socio-economic conditions that shape the demand for these services and their consumption. The methodological approach described permits several important tasks to be addressed: the evaluation of the degree of satisfaction of people’s needs for ES, the identification of ecological donor and acceptor regions, and zoning of the country’s territory for ES assessment. The next step is to prepare a prototype of a National Report on ES in Russia, for which we are presenting the planned structure.     

大连城市环境评价与城市发展定量研究

通过对大连城市环境系统的考察,设立了完整的评价指标体系,运用模糊优选理论建立模糊评价模型,对大连城市环境进行了定量研究,并结合经济和城市化情况进行了分析。研究结果表明:城市环境质量总体上是在逐年提高的,但从2002年以来发展较为平缓。经济和城市化情况有较大发展,但仍有不足之处。     

遥感技术在现代环境监测与环境保护中的应用

现代环境监测已经发展到环境质量监测为主的整体预防性监测,全球环境保护的国际性、跨学科及综合性性质,使得包括遥感在内的“3S”技术在区域环境质量监测和全球性的重大环境问题研究方面广泛应用。本文介绍了遥感技术在全球气候监测、水环境监测和大气污染监测等方面的应用实例,指出遥感技术应与地面监测紧密结合,进一步加强对环境资源的动态监测。
