我国化工产业的不断发展,带动了我国经济的飞速发展,给人们的生活带来了许多便利条件,但是与此同时也对我国的环境造成了严重的破坏,化工生产用到许多化学材料,在生产过程中会产生大量的化学废弃物,对环境的污染造成很严重的影响。我国对化工生产给环境保护造成的影响高度重视,随着绿色化工环保技术的出现,有效解决了化工产业造成的环境污染问题,对我国的环境问题进行了有效的改善,对我国工业的发展具有重要意义。本文针对绿色化工环保技术进行分析,探讨绿色化工环保技术在环境治理中的有效应用。  相似文献

为了实现企业安全文化由低级向高级不断发展的目的,笔者提出:应该在我国大力开展\"企业安全文化促进计划(ESCPP)\"的研究和推广应用.ESCPP是一种有效促进企业安全文化持续发展而建立的系统化方法和工作体系.完整的ESCPP至少应该包括:①建立科学合理的企业安全文化的评价指标体系;②利用评价指标体系对企业的安全文化现状进行评估;③确定企业安全文化发展的目标;④制定企业安全文化改进方案;⑤进行员工培训;⑥实施已制定好的企业安全文化改进方案;⑦评估改进方案实施效果,持续改进.笔者对ESCPP的这7个方面进行了论述.  相似文献

Rapid economic growth in Asia and the increasing transboundary movement of secondary resources will increasingly require both 3R endeavors (reduce, reuse, recycle) in each country and appropriate control of international material cycles. Recently, managing electrical and electronic waste (E-waste) has become an important target for domestic and international material cycles from the viewpoints of environmental preservation and resource utilization efficiency. To understand the current status of E-waste issues in the context of international material cycles and to discuss the future tasks related to achieving 3R in the region, we organized the National Institute for Environmental Studies (NIES) E-waste Workshop in December 2004. This article reviews past studies on E-waste and briefly describes the topics presented and discussions held at the workshop. The topics at the workshop included E-waste generation, recycling systems, international trade, and environmental impacts. In addition, we discussed various issues such as terminology, current environmental concerns, and possible solutions. Transboundary shipments of E-waste should be conducted taking into consideration the concept of sustainable development. The direction of future research and possible collaborations are also discussed.  相似文献

With the increasing number of recycling mishaps in connection with waste electronic and electrical equipment (WEEE) in the People's Republic of China, it is imperative that the handling and recycling of WEEE be sufficiently regulated in China. Regulations covering three major issues, namely, take-back issues, controls on hazardous substances in WEEE and the assurance of good environmental management in WEEE plants, were promulgated between 2006 and 2008. The evaluation in this country report shows that few of these regulatory measures have performed satisfactorily in terms of enforcement, of public acceptance and of environmental concerns. In brief, the take-back requirements and the associated financial responsibilities are only vaguely defined; the control on hazardous substances and the so-called \"environmental expiry date\" requirements cannot be properly enforced, and the resources needed to ensure the satisfactory enforcement of the environmental abatement and pollution control requirements in WEEE plants are overwhelming. In addition, the use of a \"multiple enforcement body\" approach to the control of hazardous substances in WEEE is an indication that the Chinese government lacks the determination to properly enforce the relevant legal requirements.  相似文献

目前由于国内各企业正在开展企业安全标准化建设工作,很多企业对安全标准化建设与企业安全文化建设之间的关系感到困惑。本文首先介绍了企业安全文化的层次和各层次间的关系以及安全标准化建设的相关内容,然后分析了企业安全文化建设与安全标准化建设之间的关系,最后得出安全标准化建设是企业安全文化的重要组成这一结论。安全标准化建设是建设安全文化的重要措施之一,企业可以通过安全标准化的建设来完善其在安全文化建设中的不足。本文能为企业进行安全标准化建设和安全文化建设的实施提供参考依据。  相似文献

Because of the nature of watersheds, the hydrologic and erosional impacts of logging and related road-building activities may move offsite, affecting areas downslope and downstream from the operation. The degree to which this occurs depends on the interaction of many variables, including soils, bedrock geology, vegetation, the timing and size of storm events, logging technology, and operator performance. In parts of northwestern California, these variables combine to produce significant water quality degradation, with resulting damage to anadromous fish habitat.Examination of recent aerial photographs, combined with a review of public records, shows that many timber harvest operations were concentrated in a single 83 km2 watershed in the lower Klamath River Basin within the past decade. The resulting soil disturbance in this case seems likely to result in cumulative off-site water quality degradation in the lower portion of the Basin.In California, both state and federal laws require consideration of possible cumulative effects of multiple timber harvest operations. In spite of recent reforms that have given the state a larger role in regulating forest practices on private land, each timber harvest plan is still evaluated in isolation from other plans in the same watershed. A process of collaborative state-private watershed planning with increased input of geologic information offers the best long-term approach to the problem of assessing cumulative effects of multiple timber harvest operations. Such a reform could ultimately emerge from the ongoing water quality planning process under Section 208 of the amended Federal Water Pollution Control Act.  相似文献

Hydroelectric dams represent major investments and major sources of environmental and social impacts. Powerful forces surround the decision-making process on public investments in the various options for the generation and conservation of electricity. Brazil’s proposed Belo Monte Dam (formerly Kararaô) and its upstream counterpart, the Altamira Dam (better known by its former name of Babaquara) are at the center of controversies on the decision-making process for major infrastructure projects in Amazonia. The Belo Monte Dam by itself would have a small reservoir area (440 km2) and large installed capacity (11, 181.3 MW), but the Altamira/Babaquara Dam that would regulate the flow of the Xingu River (thereby increasing power generation at Belo Monte) would flood a vast area (6140 km2). The great impact of dams provides a powerful reason for Brazil to reassess its current policies that allocate large amounts of energy in the country’s national grid to subsidized aluminum smelting for export. The case of Belo Monte and the five additional dams planned upstream (including the Altamira/Babaquara Dam) indicate the need for Brazil to reform its environmental assessment and licensing system to include the impacts of multiple interdependent projects.  相似文献
