Environmental planning legislation in New South Wales now requires local government authorities to draw up statutory plans that take into account, among other concerns, both the biophysical and the social environmental issues within their jurisdictions. The SIRO-PLAN method of plan production provides a systematic mechanism for fulfilling this requirement. This article describes the application of the method by planning researchers over 18 months to the production of a Local Environmental Plan for a rural local government in New South Wales. The policy formulation, the purposive data collection, and the deliberate adjustment of plans in order to recognize interest group requirements were all found to be valuable features of the method, while the translation of the ultimately chosen land-use plan into the explicit regulatory controls available to the local government authority was found to require further refinement. The capacity of SIRO-PLAN to quantify the resolution of competing environmental concerns in the final plan, although of value to planning researchers, proved too arcane for traditionally trained planners. 相似文献

/ Limit values are legal limits for the concentrations of substances in the environment. They must be agreed upon in a consensual procedure between science, economics/technology, and political forces. This is a crucial political precondition for their social acceptance. The arguments put forward to justify their expediency and numerical level are based not only on risk-benefit considerations but also on the aspect of the technical avoidability of direct and indirect exposure. The critical assessment of the direct benefit of specified exposures falls within the responsibility of economics/technology, whereas criteria for their potential adverse effects (direct and indirect) are provided by medicine/biochemistry and/or ecology. Within this concept, the avoidance of nonbeneficial-even if not openly adverse-exposure is the essential aim of environmental hygiene and should be promoted by politics/science. In general, society or segments thereof reject adverse, accept beneficial, and tolerate unavoidable exposure. Conflicts of interest arise when different groups of society simultaneously define a given exposure as being adverse, beneficial, and unavoidable. Therefore, from the viewpoint of society as a whole, an optimal exposure lies as far as reasonably achievable at a level lower than known or plausible adverse effect thresholds (as defined by toxicology or ecology). The invasion of water hyacinth (Eichhornia crassipes) has resulted in enormous ecological and economic consequences worldwide. Although the spread of this weed in Africa, Australia,
and North America has been well documented, its invasion in China is yet to be fully documented. Here we report that since
its introduction about seven decades ago, water hyacinth has infested many water bodies across almost half of China’s territory,
causing a decline of native biodiversity, alteration of ecosystem services, deterioration of aquatic environments, and spread
of diseases affecting human health. Water hyacinth infestations have also led to enormous economic losses in China by impeding
water flows, paralyzing navigation, and damaging irrigation and hydroelectricity facilities. To effectively control the rampage
of water hyacinth in China, we propose a sustainability science-based management framework that explicitly incorporates principles
from landscape ecology and Integrated Pest Management. This framework emphasizes multiple-scale long-term monitoring and research,
integration among different control techniques, combination of control with utilization, and landscape-level adaptive management.
Sustainability science represents a new, transdisciplinary paradigm that integrates scientific research, technological innovation,
and socioeconomic development of particular regions. Our proposed management framework is aimed to broaden the currently dominant
biological control-centered view in China and to illustrate how sustainability science can be used to guide the research and

/ In this paper we develop a conceptual framework for selectingstressor data and analyzing their relationship to geographic patterns ofspecies richness at large spatial scales. Aspects of climate and topography,which are not stressors per se, have been most strongly linked withgeographic patterns of species richness at large spatial scales (e.g.,continental to global scales). The adverse impact of stressors (e.g., habitatloss, pollution) on species has been demonstrated primarily on much smallerspatial scales. To date, there has been a lack of conceptual developmenton how to use stressor data to study geographic patterns of speciesrichness at large spatial scales.The framework we developed includes four components: (1) clarification of theterms stress and stressor and categorization of factors affecting speciesrichness into three groups-anthropogenic stressors, natural stressors, andnatural covariates; (2) synthesis of the existing hypotheses for explaininggeographic patterns of species richness to identify the scales over whichstressors and natural covariates influence species richness and to providesupporting evidence for these relationships through review of previousstudies; (3) identification of three criteria for selection of stressor andcovariate data sets: (a) inclusion of data sets from each of the threecategories identified in item 1, (b) inclusion of data sets representingdifferent aspects of each category, and (c) to the extent possible, analysisof data quality; and (4) identification of two approaches for examiningscale-dependent relationships among stressors, covariates, and patterns ofspecies richness-scaling-up and regression-tree analyses.Based on this framework, we propose 10 data sets as a minimum data base forexamining the effects of stressors and covariates on species richness atlarge spatial scales. Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative
structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants
in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However,
communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects
of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental
quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that
communicative problems may arise, because different actors interpret messages from different perspectives, depending on their
agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical
aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes
underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues.
In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate
whether and how these indicators contribute to the de- and recontextualization of environmental objectives. 相似文献

Faced with society's increasing expectations, the Common Agricultural Policy (CAP) review considers environmental management to be an ever more critical criterion in the allocation of farm subsidies. With the goal of evaluating the environmental friendliness of farm practices, France's agricultural research and extension services have built a range of agricultural/environmental diagnostic tools over recent years. The objective of the present paper is to compare the five tools most frequently used in France: IDEA, DIAGE, DIALECTE, DIALOGUE and INDIGO. All the tools have the same purpose: evaluation of the impact of farm practices on the environment via indicators and monitoring of farm management practices. When tested on a sample of large-scale farms in Picardie, the five tools sometimes produced completely different results: for a given farm, the most supposedly significant environmental impacts depend on the tool used. These results lead to differing environmental management plans and raise the question of the methods' pertinence. An analysis grid of diagnostic tools aimed at specifying their field of validity, limits and relevance was drawn up. The resulting comparative analysis enables to define each tool's domain of validity and allows to suggest lines of thought for developing more relevant tools for (i) evaluating a farm's environmental performance and (ii) helping farmers to develop a plan for improving practices within the framework of an environmental management system. 相似文献
