建设项目现状环境影响评价数据引用的探讨

对建设项目环境影响现状监测历史数据的所有权归属进行了分析,环境监测机构具有现状监测成果的所有权,委托方有使用权.应对环境现状监测数据进行知识产权保护,使监测数据得到更好利用.     

Results of a questionnaire investigation on the management of environmental issues during conceptual design. A case study of two large made-to-order companies

This paper investigates the current treatment of environmental issues by two companies within the large made-to-order sector. Fifty questionnaires were issued to the design team of each company to assess current practice in the integration of environmental issues with design activities, awareness of environmental issues, awareness of existing environmental design tools and the preferred format for a potential clean design tool.     

On reducing the windfall profits in environmental subsidy programs

Investment subsidies are widely used to induce adoption of new technologies that can lower the (marginal) cost of reducing emissions. To economize on these subsidies, governments would like to distinguish between firms that need to receive a subsidy to adopt a new technology, and firms that would adopt that technology even without subsidies. We show that policies consisting of a menu of emission taxes and investment subsidies can potentially induce firms to self-select.     

中国环境污染事故发生与经济发展的动态关系

基于1992~2006年中国经济发展和环境污染事故时序数据,建立了中国经济发展和环境污染事故发生的计量模型,以此来分析中国环境安全状态的发展阶段与趋势.结果表明,中国环境污染事故频数与经济增长之间呈现倒“N”型波浪式的EKC特征.环境污染事故频数、水污染事故频数、大气污染事故频数随着人均GDP的快速提高, 先下降、后上升、再下降, 但还会出现反复.环境污染事故的发生不同于环境污染物的排放,不是经济发展过程中的必然产物,但是却具有非常大的不确定性和危害性,必须利用先进的政策、制度和技术,才可以有效减少污染事故的发生.     

江苏省工业污染排放特征及其成因分析

采用环境库兹涅茨曲线模型模拟江苏省1991年以来经济增长和工业污染之间的动态演进关系,应用分解分析法对2001～2004年间部分污染物排放变化的成因进行了定量分析.结果表明,江苏省工业污染排放量和人均GDP之间的关系类型有U型、倒U型、U型+倒U型以及N型4种,目前大部分污染物呈增长态势.将污染物排放变化的成因分为规模效应、结构效应和广义技术效应3类,结果显示,规模效应促进污染物排放量增加,结构效应和广义技术效应的作用方向不确定,但广义技术效应对污染物控制有决定性作用,强力的环境政策和管理措施能够有效地控制污染物排放.     

重庆市环境质量自动监测(控)系统网络集成设计

针对目前重庆市环境空气质量自动监测现状,结合自动监控系统设计先进技术和国内部分省市已建成的环境信息监控网络的先进经验,对重庆市环境空气自动监测监控系统的建设进行设计,并介绍了环境空气质量自动监测监控系统的组成和实现的功能.现有的自动监测系统存在不同类型设备、通讯方式落后等问题,建设重庆市环境质量自动监控系统的思路是采用GPRS/CDMA/ADSL为主的数据通信传输技术,建立通信控制和信息集成系统,把重庆市环境空气、水、噪声自动监测系统进行系统化的集成,设计成一个完善的环境信息自动化动态监控平台.

Seven thousand years in the service of humanity—the history of copper, the red metal

Measured by weight, copper is the third most important metal used by man. The annual value of its 2007 output was on a par with the GDP of e.g. Ukraine. Copper is also one of the oldest metals, its employment going back 7000 years. For millennia, it was predominantly employed for decorative purposes, coinage and in warfare. Technical breakthroughs in antiquity, like smelting and alloying, expanded its production and enhanced its utility. Copper's true heyday occurred after 1850, with the usage of electricity. In the period since then, volumes increased 300-fold, while costs and prices declined. With impressive progress in the technology of its production and consumption, the red metal has been able to hold its own, despite the emergence over history of formidable substitutes like iron, aluminum, plastics and optic fiber.
