Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development
planning. However, there is little evidence that this integration is occurring in either mainstream development planning or
environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the
experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past
scientific and professional practice that is relevant to the goal of integrated planning for environment and development,
but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory,
goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental
planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration
of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed,
and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches.
Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented
as a guide for future work and a criterion for evaluating existing programs. 相似文献

Numerical site-specific chemical and biological criteria were established to assess the impact of a pilot dredging project
on water quality at the New Bedford Harbor, Massachusetts, USA, Superfund site. Because most existing chemical concentrations
in the water column and indigenous biota exceeded federal and state water quality limits, the derivation of site-specific
criteria was required. Prior to any operational phases of the project (i.e., dike construction, dredging), criteria values
were developed from background concentrations of PCBs and metals in water and biota, as well as for the toxic effects of water
quality on the biota. During each operational phase of the project, water samples were collected, analyzed within 16 h, and
the data supplied to a management committee in order to assess the environmental impact of the previous days' operation. The
ambient unfiltered water concentration of PCBs and metals were the only chemical or biological criteria exceeded. Modification
of the next days' operations resulted in a return of these concentrations to background levels. The combined use of site-specific
criteria and a real-time decision making management process allowed for successful completion of this project with a minimal

Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the
international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of
sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by
conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental
accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously.
Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers
to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food
supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies
into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues
relating to the biophysical, social, and economic environments. Clarification of the concept would facilitate the development
of frameworks and analytical systems for appraising the sustainability of food production systems.

One of the objectives of US environmental regulations was to reduce industrial air pollution emissions, especially from the
electric utility industry, the major industrial air polluter. In this study, a comparative analysis of air pollution emissions
from fossil-fuel-burning electric utility plants is conducted. The analysis focuses on a 12-yr period from 1975 to 1987 for
three air pollutants: particulates, surfur dioxide, and nitrogen oxides.
The results indicate that particulate emissions have been significantly reduced but that sulfur dioxide and nitrogen oxides
are still major problems for a number of plants. Furthermore, the disparity in the performance by plants indicates that by
using current technology, the industry as a whole could greatly reduce these emissions. These results have policy implication

The National Forest Management Act (1976) specifies that multiresource inventories be conducted to provide baseline data for
development and, later, monitoring of national forest management plans. This mandate entails the most ambitious and complex
resource planning effort ever attempted. In this paper we evaluate the structure and use of current inventory-monitoring programs
and recommend a framework for gathering data to improve national forest planning. Current national guidelines are general
and provide only basic directions to forest-level planners. Forest inventories have traditionally concentrated on timber.
Although these inventories are often well designed, the questions we are now asking about forest resources have outgrown these
methods. Forest management is impeded by general confusion over definitions of resources and the interactions among them.
We outline a simple classification scheme that centers on identification of basic ecosystem elements that can be readily measured.
Furthermore, spatial and temporal scales must be considered in the design of inventory-monitoring programs. The concept of
ecological indicators is reviewed, and caution is advised in their use. Inventory-monitoring programs should be goal-directed
and based on as rigorous a statistical design as possible. We also review fundamental issues of variable selection, validation,
and sampling bias. We conclude by developing a flexible inventory-monitoring program that is designed to provide information
on individual characteristics of the environment, rather than being based on fixed definitions of resources. 相似文献
