从经济与环境关系的角度出发,探讨了国家宏观经济政策对环境的作用效应及其复杂性.结合大量实例,分析了价格、产业模式、贸易自由化、利率、贴现率、产权、补贴、投资导向、税收、就业及工资等宏观政策对资源环境保护的影响机制.结果表明:①旨在稳定生产与消费、调节市场和提高社会分配有效性的宏观经济政策,如资源价格、补贴等,由于人们对其缺乏系统的认识或对政策实施带来的后果预计不足,往往在短期内缓解经济矛盾的同时又产生了对资源环境保护的负作用;②旨在保持宏观经济大局稳定的调控手段如利率、贴现率等对于实现可持续发展是十分必要的,但由于私人与政府均存在短视的社会时间偏好等原因,也可能会对资源环境产生不利影响;③一些对经济增长和收入分配都会产生重要影响的宏观经济政策,如贸易自由化、投资导向、就业与工资政策、税收政策等,分别在不同程度上、直接或间接地影响着资源环境的利用与保护.因此应在综合分析基础上,结合中国实际,将环境考虑有效地纳入宏观经济决策体系,以促进中国下一步环境与经济的协调发展,并提出了一系列政策建议. 相似文献

An expedient high performance liquid chromatography (HPLC) method was developed for the quantitative analysis of environmental estrogenic isoflavonoids, particularly (S)-equol, in red clover fed ewes. We report here the phytoestrogen analysis of red clover silage and the serum of ewes fed with this feed. Ewes received daily 10.5 g of formononetin on average from red clover silage. In the serum samples a major part of formononetin had been metabolised to equol (average 7.7 μg ml−1). According to chiral HPLC analysis, the equol present in the serum of ewes was solely of the (S)-form. We also demonstrate the presence of the metabolite O-demethylangolensin (O-DMA) in ovine serum. 相似文献

Among the numerous health conditions environmental pollutants can cause, chronic exposure to pollutants including persistent organic pollutants (POPs) and heavy metals has been shown to disturb a specific biological homeostatic process, the iron metabolism in human body. Disorders of iron metabolism are among the common diseases of humans and encompass a broad spectrum of diseases with different clinical manifestations, ranging from anemia to iron overload, and possibly to neurodegenerative diseases and cancer. Hepcidin–ferroportin (FPN) signaling is one of the key mechanisms responsible for iron supply, utilization, recycling, and storage, and recent studies demonstrated that exposure to environmental pollutants including POPs and heavy metals could lead to disruption of the hepcidin–FPN axis along with disordered systemic iron homeostasis and diseases. This article introduces and highlights the accompanying review article by Drs. Xu and Liu in this journal, which elaborates in detail the adverse effects of environmental pollutants on iron metabolism, and the mechanisms responsible for these toxicological outcomes. It also points out the knowledge gaps still existing in this subject matter. Research that will fill these gaps will improve our understanding of the issue and provide useful information to prevent or treat diseases induced by environmental pollutants. 相似文献

There are currently no widely accepted procedures for comparing the performance of global environmental assessments (GEAs) and this may be a barrier to improving their methodology. To encourage greater self-reflection within the GEA community, it is proposed to introduce consistent evaluation approaches. Two elements from current evaluation practice are reviewed here that could be particularly useful for evaluating GEAs. The first are logic models which provide a transparent visual mapping of how activities in a GEA are intended to have impacts on policies. The second are performance metrics. It is proposed that GEAs adopt two kinds of metrics: (i) A common generic set for use in all GEAs to provide a basis for comparing the performance of GEAs, and (ii) a specific set of measureable metrics for each particular GEA derived from/linked to the generic set. Although many issues arise in applying these and other elements from evaluation theory and practice to GEAs, the potential benefits are greater comparability of GEA performance and new knowledge about how to improve them. 提出了一个以新制度经济学方法分析环境问题及其控制方式的理论模型,并据此提出了当前环境保护工作实现制度创新的思考,其逻辑思路是：由环境资源的稀缺性引起的用于满足人类生存需要和生产需要这两种环境功能之间的矛盾,外化为人类生存性和生产性两型环境权益的冲突;解决这个冲突的两种制度安排─市场和政府─都存在着各自的“失灵”,因此,需要设计和实施一种使两者结合起来的更高形式的制度安排,途径之一是建立和实施以“法律框架、公众参与、代理公司”为要素的“环境权益之市场化代理制度”。当前我国环境保护工作正面临着这种制度创新的契机。 相似文献
