Food is a basic human need and therefore a basic human right. While food output has increased to a level where there is enough food produced to feed the world, still millions starve. Using the concept of capitalist world economy as a framework, this paper provides a structural analysis of the food production and distribution system within monopoly capitalism and its implications for countries of the underdeveloped world. Focusing on the impact of a dominant world food supply system on indigenous systems (particularly through the rise of science, technology, and monopoly capital), considerations relating to environmental use and food production and distribution are raised. Finally a call is made for a new agricultural ethic.  相似文献

This paper provides an outline of the development planning and development control systems which operate in Scotland, illustrating that while they share common principles and objectives with the equivalent systems in England and Wales there are a number of important differences both in law and more especially in practice to be appreciated. The historical and regional context to the development of a planning strategy for Barcelona is examined, providing an explanation of the obstacles to development of new towns in the region, and that of Riera de Caldes in particular. Within the context of political democratization, this article explores environmental protection in Hong Kong since the government lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening, the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing its environment within a legal framework.  相似文献

沙漠化灾害是危及我国广大干旱半干旱及部分半湿润地区持续发展的重大灾种之一。我国现有沙漠化土地20.1万km^3,造成的年直接经济损失17.4-20.4亿元。年总损失达783-918亿元,受危害的212个县(旗、市)的沙漠化灾害程度分别是134个轻度、54个中度和24个重度,随着沙漠化灾害的不断发展,预计到2000年时我国沙漠化土地的面积将达到23.3万km^2,107个县(旗、市)的沙漠化灾害程度  相似文献

At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

ABSTRACT: The goal of this research was to develop a methodology for modeling a bioinfiltration best management practice (BMP) built in a dormitory area on the campus of Villanova University in Pennsylvania. The objectives were to quantify the behavior of the BMP through the different seasons and rainfall events; better understand the physical processes governing the system's behavior; and develop design criteria. The BMP was constructed in 2001 by excavating within an existing traffic island, backfilling with a sand/soil mixture, and planting with salt tolerant grasses and shrubs native to the Atlantic shore. It receives runoff from the asphalt (0.26 hectare) and turf (0.27 hectare) surfaces of the watershed. Monitoring supported by the hydrologic model shows that the facility infiltrates a significant fraction of the annual precipitation, substantially reducing the delivery of nonpoint source pollution and erosive surges downstream. A hydrologic model was developed using HEC‐HMS to represent the site and the BMP using Green‐Ampt and kinematic wave methods. Instruments allow comparison of the modeled and measured water budget parameters. The model, incorporating seasonally variable parameters, predicts the volumes infiltrated and bypassed by the BMP, confirming the applicability of the selected methods for the analysis of bioinfiltration BMPs.  相似文献

本文首先分析了西部地区生态环境现状,指出西部生态环境十分脆弱,破坏严重。然后在介绍累积影响概念的基础上,结合累积影响的发生过程,对西部地区的开发建设项目以及它们对环境可能产生的累积影响进行具体分析,指出累积影响问题在西部大开发过程中是客观存在的,西部开发过程中必须重视累积影响的作用。最后文章提出了一系列对策和建议,包括加强对累积影响的研究、对开发项目进行累积影响评价(CIA)、强化环境管理和法律监督,以及加强关于生态环境的宣传教育等,以促进西部地区的可持续发展。  相似文献
