This study used both analytical hierarchy process (AHP) and geographic information systems (GIS) to make a land-use suitability analysis for the village of Dümrek, NW Turkey. Primarily, alternative land uses for agriculture, meadow–pasture and forest were determined along with criteria for these alternatives and a hierarchical structure was produced and used to determine the weights of the criteria. Spatial data were identified by means of GIS and calculations were made using the suitability values specified and weights obtained from AHP. Suitability maps were then produced for the above land use alternatives. Subsequently, a synthesized suitability map was formed from these maps. According to the weights specified by AHP, the order of land use preferences among the alternatives for rural development of Dümrek was agriculture, forest and meadow. The synthesized suitability map showed that the areas allocated for forest and agriculture were close to the present ratios of use; however, meadow land, which does not exist at present, should be allocated as a land use to constitute 12.5% of the study area. Achieving sustainability in land use is possible by planners and administrators considering results obtained from land suitability mapping studies at the stage of allocating land uses. The method applied in this research is considered useful when taking policy decisions covering the evaluation of rural land use, particularly for subunits of the state administration.  相似文献

Environmental impact assessment (EIA) is an important legislative and scientific tool that may assist and improve the quality assistance for the decision-making process in sustainable development. Here, a comparison of EIAs from three cases of hydropower projects in Pakistan, Norway and Sweden is reported. A huge difference concerning the incorporation of environmental considerations into the decisionmaking process between developed and developing countries is observed. The EIA system of Pakistan appears to be less efficient in the application and review process. In addition, the appraisal of issues, the decision-making process and evaluation through post-monitoring is not as well performed in Pakistan as in cases of hydroelectric power plants in Sweden and Norway. The key reason for this shortcoming is misconceptions about the EIA process, which initially receives intense attention but becomes weakened by the time of implementation. This implies that there is a need to adopt simplified and flexible EIA techniques suitable for the infrastructure and resources of a specific country, taking into account institutional, technical and financial constraints. Improvements are required in public participation, awareness, as well as in environmental control and data system sectors in Pakistan, besides simply enacting legislation to achieve the goals of the EIA system.  相似文献

The courts have provided the traditional battleground for conflicts between environmental interest groups and those whose actions in some way have an adverse impact on the environment The judicial process is a time-consuming one in which all sides usually must concede to some points. Environmental disputes involve complex scientific issues which the court system is not set up to comprehend, so that the process gives the parties to a dispute the sense of having lost control of their own destinies. An increasing number of parties to environmental disputes are turning to negotiation, or mediation, as an alternative in which they can be active parties in the settlement-making process rather than the victims of a court-imposed solution When do the parties to a dispute choose a negotiated settlement over a court battle? To what extent does each party make the concessions necessary to reach an agreement? These questions can be answered by the game theory that provides a model for analyzing the negotiation process. 江苏省地震应急指挥决策演示系统是江苏省地震局 “九五” 重点课题──江苏省地震应急指挥系统的一个组成部分。 它主要集成了测震数据库及测震学预报软件(CAPSEIS)、 前兆数据库及前兆学预报软件(JSOMEN)、 强震中短期预报动态图像系统、 台站基础信息数据库、 地震烈度分布计算等软件系统,一旦出现震情时可以为地震研究人员提供常用的基础资料,震情分析判断工具和震害快速预测等。 本文重点介绍笔者对基础图件和基础资料信息等系统数据库整理所做的工作,同时介绍该系统的功能及其使用。  相似文献

ABSTRACT

The success of technological development depends on citizens’ social acceptance, whereas several challenges related to the understanding of citizens’ reactions to renewable energy and its policies are identifiable. Most importantly, the gap between general attitudes towards the environment and specific voting behaviour regarding environment-friendly policy proposals calls for an explanation of how a policy’s design causes citizens who might otherwise support environmental measures to express opposition in direct democratic votes. Therefore, how policy design and policy information impact opinion formation is investigated. Salient aspects are identified, and the different types of information or qualifications that may cause opposition are considered. This new approach reveals that citizens, in environmental decision-making, do indeed consider policy design and policy information, which they regard as conditions for support, and that the type of policy information matters since citizens do not consider all of the policy details when they make decisions.  相似文献

为解决露天矿山安全管理中利益博弈问题,探究利益相关主体间的共生形成过程,基于共生理论构建以管理者和员工为主体的共生决策博弈模型,并通过稳定性分析和数值仿真探究各主体共生决策的影响因素和演化路径。研究结果表明:博弈主体的共生决策与共生效益、收益分配系数、共生成本、机会主义收益、问责惩罚等因素密切相关;通过分析16种不同参数情形,得到4个演化均衡点;运用Matlab软件进行数值仿真,检验模型准确性,为促进企业安全管理工作共生发展提出相关对策和建议。  相似文献

This article employs a close reading of documents related to the permitting process for the Dakota Access Pipeline (DAPL) and ensuing legal battle in order to argue that extant regulatory frameworks for environmental decision-making are insufficient to promote environmental justice outcomes. By analyzing the US Army Corps of Engineer's responses to comments made during the public comment phase of the NEPA evaluation of the DAPL, I argue that regulatory frameworks may exacerbate environmental justice concerns by incentivizing decision makers to prioritize justification for their decisions and avoiding legal battles over meaningfully engaging with communities. This finding leads me to call for more engagement with energy democracy's orientation toward community-led processes as a corrective to current regulatory systems. This article expands on extant work in environmental communication by more thoroughly investigating the flaws in extant regulatory frameworks and calling for a perspectival shift in environmental decision-making.  相似文献
