In 2010, Norway introduced local management of national parks and other large protected areas. Boards comprised of local politicians are delegated extended powers in the management of the protected areas. This paper examines how this system of local management deals with the conflicting dimensions of local interests versus national obligations, and conservation versus use. The study is based on data from surveys to protected area board members and other actors involved, and on case studies in two protected areas. The main finding is that the boards, accountable to central government but comprised of politicians accountable to the local voters, aim to balance local interests and national obligations, and conservation and use. Popular involvement and anchorage is, however, weak due to lack of mobilization and transparency. Furthermore, formal restrictions hindering the boards from dealing with local economic development could make the boards less attractive for the local political leadership.  相似文献

Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on ‘information delivery’ as a policy instrument to foster uptake. We identified communication channels to assist ‘information delivery’ between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. We discuss the results in relation to other conservation planning initiatives and suggest how structural barriers can be addressed.  相似文献

This study described the paradox created by the efforts of a conservation organization, which caused an emerging threat to the survival of an endangered species, as well as proposed recommendations to mitigate this paradox. In-depth interviews were conducted to investigate the problems encountered during the implementation of conservation practices by green sea turtle conservation workers (volunteers) in Lanyu, Taiwan. The staff believed that the implementation of the green sea turtle conservation measures violated the traditional cultural beliefs of the local residents (Tao/Yami ethnic group), which caused resentment by the residents towards the organization. Consequently, the residents did not cooperate with the organization and even discouraged conservation activities. In addition, green sea turtle ecotourism promoted by the conservation organization in recent years violated local customs of not having contact with green sea turtles or entering their habitats.  相似文献

Americans make up only 4% of the world population, yet currently consume 25% of the world’s fossil fuels. The U.S. imports 63% of its oil and it is predicted that by 2020 the U.S. will be importing 95% of its oil resources. Over the past century, ample and affordable supplies of fossil fuels have powered the growth and prosperity of the economies of the US and other countries. Within this century, world oil supplies will decline while demand is projected to continue to increase, suggesting that we will have to transition to different fuels or become much more energy efficient or both. Looking ahead to the near decades, estimates are that consumers will have to reduce their energy use by at least 50%. This reduction will be necessary in large part due the decline in the availability of conventional oil and gas, but also because the U.S. population will continue to grow in number. Although government action is important, individuals too often discount their ability to make significant contributions to solving such major problems. This investigation identifies how informed and concerned individuals can collectively conserve fossil energy. The Miombo, the most extensive tropical woodland formation of Africa directly supports the livelihoods of over 100 million people through the provision of many tree products and ecosystem services essential to both the rural and urban communities. While the destruction of the Miombo has often been blamed on the rural communities dwelling near the forest resources, many urban dwellers depend heavily on the various products derived from the woodlands. This paper highlights the importance of the Miombo in the livelihoods of rural people, the potential threats to this ecosystem and opportunities for its sustainable management. About 70% of energy consumed in southern Africa is in the form of fuelwood or charcoal. The economic importance of the Miombo especially from non-timber forest products (NTFPs) is usually understated due to their perceived non-economic value yet they play an important role in sustaining livelihoods of forest dependent people in the miombo ecoregion. The Miombo also contributes to health services through the use of medicinal plant and products, in some cases, contributing up to 80% to rural health, including helping in coping with effects of HIV/AIDS, malaria and several diseases. The possibility of developing payment for environmental services schemes through public–private partnerships, and community-based sustainable management models are proposed. Through conservation and commercialization of some of the products and services, there is a potential to provide income and improve the livelihood of people involved in the trade along the value chain.  相似文献

In seeking to determine whether climate change mitigation strategies are effective, researchers and policy-makers typically use energy consumption as an indicator. UK government data show that energy use amongst the public is rising, despite measures to encourage energy conservation. Yet, research to date has not explicitly asked which actions the public are taking with the express intention of mitigating climate change. Using Stern's classification of impact-oriented and intent-oriented behaviour research, the research described in this paper examines both actions taken ‘out of concern for climate change’ and energy conservation practices amongst the UK public. The findings show a clear divergence between actions prescribed by policy-makers (i.e. energy conservation) and those taken by the public to mitigate climate change (e.g., recycling). Furthermore, those who take action to conserve energy generally do so for reasons unconnected to the environment (e.g., to save money). Regression analyses highlight the distinct determinants of these two behavioural categories. These findings imply that surveys using energy reduction as an indicator of public response to climate change falsely assume that these can be equated; consequently, they will provide a distorted picture of behavioural response. Possible reasons for the asymmetry of intentions and impacts, and policy implications, are discussed.  相似文献

Potential for rainwater use in high-rise buildings in Australian cities   总被引:1,自引:0,他引:1  
Rainwater is a traditional but underutilized water resource that has today had a resurgence due to the worldwide water crisis. This paper demonstrates the outcomes of research on the feasibility of rainwater use in high-rise residential envelopes for four Australian cities of Melbourne, Sydney, Perth and Darwin. Different climate patterns and various levels of water demand management were established for determination of storage dimensions; annual tank water use; reduction in both imported water flow and stormwater disposal; and water spillage from tanks. High level water demand management was a profoundly effective tool for reducing potable water supply, especially in combination with rainwater use. The economic feasibility of rainwater use systems were estimated; with Sydney having the shortest payback period compared to other cities either both with 3A rated appliances (8.6 years) or 5A ones installed (10.4 years). That was due to the higher and more consistent rainfall in Sydney. An outcome of this study was that Sydney was likely most suited to rainwater use, followed by Perth, Darwin, and then Melbourne. The objective of this study was to fill in the gap in estimating feasibility of rainwater use in various Australian cities. This investigation endeavors to provide assistance to water authorities and urban planners of Australian cities with the consideration of the potential of rainwater harvesting.  相似文献

Roads have large impacts on wildlife, as they form one of the principal causes of mortality, and disturbance and fragmentation of habitat. These impacts are mainly studied and mitigated on major roads. It is, however, a widespread misconception that most animals are killed on major roads. In this paper, we argue that minor roads have a larger impact on wildlife with respect to habitat destruction, noise load and traffic mortality. We use data on traffic related deaths in badgers (Meles meles) in The Netherlands to illustrate that traffic mortality is higher on minor roads. We ask for a more extensive investigation of the environmental impacts of minor roads. Moreover, we argue that the success of mitigation on roads drastically increases when both major and minor roads are integrated in the planning of traffic flows. Therefore, we propose a strategy based on the concept of a "traffic-calmed area". Traffic-calmed areas create opportunities for wildlife by decreasing limitations for animal movement. We ask for further studies to estimate what size traffic-calmed areas should be to maintain minimum viable animal populations.  相似文献

The European Habitats Directive 92/43/EEC has defined the need for the conservation of habitats and species with the adoption of appropriate measures. Within the Natura 2000 ecological network of special areas of conservation, natural habitats will be monitored to ensure the maintenance or restoration of their composition, structure and extent. The European Space Agency's GlobWetland project has provided remotely sensed products for several Ramsar wetlands worldwide, such as detailed land cover-land use, water cycle and inundated vegetation maps. This paper presents the development and testing of an operational methodology for updating a wetland's habitat map using the GlobWetland products, and the evaluation of the extent to which GlobWetland products have contributed to the habitat map updating. The developed methodology incorporated both automated and analyst-supervised techniques to photo-interpret, delineate, refine, and evaluate the updated habitat polygons. The developed methodology was proven successful in its application to the wetland complex of the Axios-Loudias-Aliakmon delta (Greece). The resulting habitat map met the European and Greek national requirements. Results revealed that GlobWetland products were a valuable contribution, but source data (enhanced satellite images) were necessary to discriminate spectrally similar habitats. Finally, the developed methodology can be modified for original habitat mapping.  相似文献
