This paper investigates the current status and trends over time in the environmental performance of European ports. The research is based on the provision of data from 79 European ports on issues related to their environmental management, environmental priorities and current environmental monitoring practices. This study updates previous environmental reviews, so that the trends over time are drawn. For instance, 90% of respondent ports stated that they have an environmental policy and 94% of ports have designated environmental personnel. The percentage of ports that have an Environmental Management System has increased by +33% in the last 9 years. Air quality, port waste and energy consumption emerged as the three major environmental priorities of the European port sector in 2013. The research also reveals the diversity amongst European ports in terms of size and physical surroundings. Some examples are presented on specific initiatives carried out by sector organisations about the Top-10 port priority issues. The future expectations of European ports on data collection and reporting are described. 相似文献

This paper presents the results of a collaborative programme of action between the European Federation of Inland Ports (EFIP) and the EC PORTOPIA research project to assist EU inland ports to enhance further their environmental performance. In order to achieve this goal, an environmental survey was specifically designed to reflect the operational and geographical circumstances of inland ports and to help to accelerate the culture of the reporting of environmental performance.The survey was developed to be user-friendly and practicable, and based on established good-practice taking into account the suggestions and advice of EFIP and its members, as well as the experience of the EcoPorts Network. As a result of the survey, an initial baseline of environmental performance for the EU inland port sector was established.A total of 27 port authorities participated in the survey, representing a range of port profiles in terms of size, commercial profile and geography. All response details were treated in strict confidence and the benchmark performance was reported as a European average. Results show that approximately 70% of the respondent ports declare that they have the major components of an Environmental Management System (EMS) actively in place (e.g. policy, inventory of legislation). An environmental index (1–10) has been calculated reflecting the performance of the sector in terms of the application of major EMS components. The average index value for the EU inland port sector baseline resulted in 6.Almost 67% of respondent ports indicated that they conduct environmental monitoring of different aspects, with waste being the most common. The survey results have also delivered the first top-10 ranking of environmental priorities for the EU inland port sector. It is interesting to note that also almost 70% of the inland ports apply initiatives to implement green actions. The outcomes of this paper are likely to be of interest to a wide range of stakeholders and decision-makers. 相似文献

The Mexican government has an innovative policy model for biodiversity conservation and rural development that includes permissible use of wildlife within a System of Land Management Units (SUMA, by its Spanish acronym). This co-management approach has been successful in terms of landowner participation, since the SUMA currently covers 38.2 million hectares (nearly 20% of Mexican territory). However, after 18 years of implementation, there has been no comprehensive evaluation by which to assess its effectiveness at national level. This article introduces the SUMA policy, its implementation and outcomes, and proposes a framework for conducting institutional monitoring and evaluation within an adaptive co-management approach. Our methodology comprised analysis of the achievements and challenges reported through interviews with stakeholders, journals and grey literature, and a review of the SUMA Information System (SIS) and its decision-making information needs. As result we have developed a set of 40 environmental, social and economic indicators grouped into five distinct but complementary dimensions within a sustainability framework: (I) Biodiversity conservation,(II) Wildlife management, (III) Economics, (IV) Social welfare and (V) Administration. These indicators can be incorporated into the SIS in order to support program evaluation and strengthen decision-making. ABSTRACT: The term flashiness reflects the frequency and rapidity of short term changes in streamflow, especially during runoff events. Flashiness is an important component of a stream's hydrologic regime. A variety of land use and land management changes may lead to increased or decreased flashiness, often to the detriment of aquatic life. This paper presents a newly developed flashiness index, which is based on mean daily flows. The index is calculated by dividing the pathlength of flow oscillations for a time interval (i.e., the sum of the absolute values of day‐to‐day changes in mean daily flow) by total discharge during that time interval. This index has low interannual variability, relative to most flow regime indicators, and thus greater power to detect trends. Index values were calculated for 515 Midwestern streams for the 27‐year period from 1975 through 2001. Statistically significant increases were present in 22 percent of the streams, primarily in the eastern portion of the study area, while decreases were present in 9 percent, primarily in the western portion. Index values tend to decrease with increasing watershed area and with increasing unit area ground water inputs. Area compensated index values often shift at ecoregion boundaries. Potential index applications include evaluation of programs to restore more natural flow regimes. 相似文献

/ Whereas habitat conservation plans (HCPs) have been intended to provide comprehensive environmental mitigation for multiple species, they often narrow in focus to one species and either one mitigation site or unspecified sites. We developed an indicators framework from which to rate land units for their ecological integrity, collateral values (nonbiological qualities that can improve conservation), and restoration and conservation opportunities. The ratings of land units were guided by the tenets of conservation biology and principles of landscape and ecosystem ecology, and they were made using existing physical and floral information managed on a GIS. As an example of how the indicators approach can be used for HCPs, the 29 legally rare species targeted by the Yolo County HCP were each associated with vegetation complexes and agricultural crops, the maps of which were used for rating some of the landscape indices. The ratings were mapped so that mitigation can be directed to the places on the landscape where the legally rare species should benefit most from conservation practices. The most highly rated land units for conservation opportunity occurred along streams and sloughs, especially where they emerged from the foothills and entered the Central Valley and where the two largest creeks intersected the Sacramento River flood basin. We recommend that priority be given to mitigation or conservation at the most highly rated land units. The indices were easy to measure and can be used with other tools to monitor the mitigation success. Environmental Vulnerability Indicators for Environmental Planning and Decision-Making: Guidelines and Applications 总被引:6,自引:0,他引:6
Environmental decision-making and policy-making at all levels refers necessarily to synthetic, approximate quantification
of environmental properties such as vulnerability, conservation status, and ability to recover after perturbation. Knowledge
of such properties is essential to informed decision-making, but their definition is controversial and their precise characterization
requires investments in research, modeling, and data collection that are only possible in the most developed countries. Environmental
agencies and governments worldwide have increasingly requested numerical quantification or semiquantitative ranking of such
attributes at the ecosystem, landscape, and country level. We do not have a theory to guide their calculation, in general
or specific contexts, particularly with the amount of resources usually available in such cases. As a result, these measures
are often calculated with little scientific justification and high subjectivity, and such doubtful approximations are used
for critical decision-making. This problem applies particularly to countries with weak economies, such as small island states,
where the most precious environmental resources are often concentrated.
This paper discusses frameworks for a “least disappointing,” approximate quantification of environmental vulnerability. After
a review of recent research and recent attempts to quantify environmental vulnerability, we discuss models and theoretical
frameworks for obtaining an approximate, standardizable vulnerability indicator of minimal subjectivity and maximum generality.
We also discuss issues of empirical testing and comparability between indicators developed for different environments. To
assess the state of the art, we describe an independent ongoing project developed in the South Pacific area and aimed to the
comparative evaluation of the vulnerability of arbitrary countries. 相似文献

The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal
areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea.
Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the
space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies,
the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of
new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near
the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total
man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated
objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory.
Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different
scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the
coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial
planning, integrated coastal management and the strategic environmental assessment along coastal areas.
